MissionHousing California is the leading voice in California's Capitol on affordable homes and budget policy for homeless and low-income people. Its mission is to prevent homelessness and to increase the supply of decent, safe, accessible and permanently affordable homes for the homeless and very low-income Californians.MissionDesc

DescAmplify Organizational Impact though Multi-Sector Coalitions and NetworksHousing California believes that many of the greatest opportunities for funding and policy change lie at the intersection of housing and other social issues, including criminal justice, health care, climate change, transportation, education and child welfare. The Organization works diligently to bring non-housing groups into its work, educate them about the role affordable housing and homelessness plays as an aid or hindrance for the goals they are trying to achieve, and engage them as housing justice advocates. The Organization plays a key role in uniting non-traditional partners through coalitions and networks which learn from each other and identify actions to heal historically broken relationships and collectively advance broader social equity and environmental justice solutions, including poverty, climate change, health, displacement, homelessness and incarceration. During 2018, Housing California organized its largest and most successful conference to-date with almost 1,700 participants and seventy-three workshops; expanded the leadership capacity of, and infrastructure for, the Residents United Network (RUN), a statewide network of affordable development resident leaders; and initiated efforts to expand RUN into the Inland Empire by building relationships with affordable housing developers, civic engagement, grassroots, academic institutions, and policy advocacy organizations. Housing California and partners developed a robust evaluation framework and set of tools for RUN which will continue to help inform the articulation of, and validation for, RUNs theory of change.Housing California also organized and implemented the following RUN-related leadership development and capacity building activities: web-based trainings; in-person cross-trainings with resident leadership programs in other states; multiple in-district and capitol visits to key legislators from across the state; social media efforts; two sets of regional meetings; and a statewide summit.Additional activities included: becoming a member of Californias leadership entity for Opportunity Starts at Home - a national multi-sector initiative whose goal is to meet the rental housing needs of the nations low-income people by advancing federal housing solutions which bridge the gap between income and housing costs, providing aid to people experiencing economic shocks, expanding the affordable housing stock for low-income renters and defending existing affordable housing resources; Housing Californias Executive Director was appointed by Governor Jerry Brown to serve on the California Complete Count Committee which is tasked with recommending strategies to increase the count among hard to count communities; participated in the Public Health Institutes statewide health and housing collaborative which is comprised of health, tenants rights, and affordable housing partners for the purpose of developing opportunities to collectively advance shared housing as health policy priorities.Desc

DescInform and Advance PolicyHousing California uses its relationships and partnerships to advance policy relating to building healthy communities by focusing on three areas: housing funding; homelessness policy; and land use. The Organization continually seeks ways to address the structural problems driving high housing costs in California through: tax policy; local control; tenant protections and development challenges. As the foremost statewide voice for affordable housing, homelessness and related issues, Housing California builds on its expertise by connecting affordable housing to other issues such as: climate change; healthcare; and incarceration. During 2018, the collective action of Housing California and its partners resulted in advancing critical statewide campaigns and the passage of affordable housing and homeless-related bills, including: - Co-leading the overarching statewide campaign for Proposition 1, the $4 billion Veterans and Affordable Housing Bond Act, and Proposition 2, the $2 billion No Place Like Home Act. RUN leaders conducted voter outreach and the campaigns garnered unprecedented support.- Engaging in Make it Fair, now known as the Schools and Communities First Act Campaign's executive, steering and communications committees to reform Proposition 13 by reassessing commercial property at market value in order to generate approximately $11 billion in revenue for the State of California. - Successfully advancing six bills to become law - the Homeless Youth Act of 2018; Supportive Housing Streamlining; birth certificate fee waivers for individuals experiencing homelessness; prohibition on refusing third-party rent payments; increasing notice of eviction to renters to three business days; and a state version of the federal Affirmatively Furthering Fair Housing rule.Housing California also: developed and executed a plan to make affordable housing and homelessness top issues in the 2018 gubernatorial campaign and secured $770 million in the 2018 state budget to address homelessness; expanded administrative advocacy of cross-sector issues including climate investments and helped to secure $90 million in the 2018 budget through the Census Policy Advocacy Network for 2020 Census outreach and advocacy; ensured successful implementation of the 2017 Housing Package; co-published with Corporation for Supportive Housing the 2018 Policy Brief: California State Funding to Address Homelessness and held an accompanying webinar to share best practices for communities to utilize the funding provided for homelessness in the California budget.Other activities helping to inform and advance housing policy included: held seven regional homeless policy summits throughout the state in the fall of 2018 to communicate Housing Californias 2019-20 agenda and share best practices for communities to use the $770 million allotted for homelessness in the budget. These conversations included over seventy leaders on homelessness, including Housing California Board members, service providers, advocates, public sector staff, continuums of care, developers, and elected officials from six different regions (San Diego, Los Angeles, Fresno, Sacramento, Oakland, and San Francisco). Planning began on a statewide Homeless Policy Summit as part of Housing Californias 2019 Annual Conference.Desc

DescCommunication StrategiesHousing is a tremendously complex topic, making it difficult to craft a comprehensive message. Housing California must first convey the various ways that housing policy can deliver tangible public benefits, thereby increasing public demand for change. Activities during 2018 included: Housing California was invited to present at more than twelve local, regional, state and national meetings including, but not limited to - Green California Summit, the Smart Growth Funders Collaborative, the Yosemite Policymakers Conference, the San Joaquin Valley Housing Collaborative Housing Policy Workshop, American Planning Association California Conference, California Adaptation Forum, NPHs annual conference, the San Joaquin Valley Affordable Housing Summit, SCANPHs annual conference, San Diego Housing Federations annual conference, a housing forum in the Coachella Valley, the Western Center on Law and Poverty and California Rural Legal Assistance Foundation's biennial Housing Policy Summit, and CCRHs Rural Housing Summit. The Organization began conversations with key communications experts from across the nation to explore the feasibility of collaborating with philanthropic partners to create a housing message that educates Californians about effective housing policy. This work will officially kick off in 2019.The Organizations primary means of communication include its website www.housingca.org, newsletter (8,083 subscribers), Facebook followers (1,889 followers and 1,895 likes), and Twitter followers (3,661 followers).Desc
