MissionCambodian Childrens Fund ("CCF") transforms the country's most impoverished kids into tomorrow's leaders, by delivering education, family support and community development programs into the heart of Cambodias most impoverished communities. We believe that with the right education and support, one child has the potential to lift an entire family out of poverty and that a generation of educated children has the power to change a whole society. Through intensive, longterm investments in children, CCF is helping students build the skills, confidence and integrity they need to become the progressive spokespeople and leaders of change in their community.CCF operates 64 inter-connected projects across 7 core program areas: Education, Leadership, Community Outreach, Healthcare, Child Care, Career and Life Skills, and Child Protection Unit.MissionDesc

DescEducationCCF provides access to both formal and informal education to children ranging from pre-school to university. CCFs residential and non-residential facilities provide children once deemed unreachable with an intensive academic curriculum focused on developing English, Khmer, mathematics, science, and digital literacy skills in addition to a focus on the exploration of Cambodian history, arts and culture.CCF opened the Neeson Cripps Academy (NCA). NCA combines public school curriculum with advanced learning spaces and equipment; serves as a teacher education center and hub for the local community. In 2018: 1,956 children enrolled in kindergarten, primary, secondary and tertiary education programs. 111 new students (56 female) accepted into Kindergarten and full-time education.Desc

CCFs medical clinic provides basic treatment, vaccinations, and minor surgical procedures to more than 7,700 people annually. This is not included CCFs dental and eye care. It is the only free medical clinic of its kind in Cambodia serving Cambodians of all ages, regardless of their ailments. In 2018: 30,000+ treatments or consultations at CCFs Medical Clinic - provided to to more than 7,700 patients who are very sick/critical cases without any means to work and cannot access to public healthcare services. 2,000 minor surgeries.2,000 patients referred to local hospitals and healthcare providers.Desc

DescChildcare88% of children in CCFs care stay with their families/foster families/kinship care, or if in higher education, they stay in a transitional home. However, CCF identified some children as most at-risk children, who were abandoned by their families, violence survivors, or at constant risk of abuses and hunger. Many were referred to CCF by the National Police / Child Protection Unit. For these children, CCF has special 24-hour care facilities, including a nursery. Children visit their families at least twice a week. For those outsides of Phnom Penh, we arrange regular transport to visit their families, once or twice a month. Parents are encouraged to visit their children and, if necessary, CCF will pay for their transportation.Desc

ExplanationCambodian Children's Fund ("CCF") owns a 49% equity interest in Latopp Holdings Ltd, a Cambodian registered company that holds a direct interest in the property and assets leased by CCF. As Executive Director and CCF's nominated representative, Scott Neeson holds a 51% equity interest in Latopp Holdings Ltd. Scott Neeson holds Cambodian citizenship and is entitled under Cambodian law to own property and assets. There are, appropriate restrictions on the transfer of Scott Neeson's equity interest in Latopp Holdings Ltd in the shareholders agreement. CCF has security and control over the property and assets attached to the lands. The agreements surrounding property ownership, among other things, secure the properties using hypothec for securing the funds provided by CCF or without prior consent of CCF. Thus, the properties cannot be sold or conveyed without recovery of the invested funds by CCF. CCF reflects the investments in facility assets and property as leasehold improvements for the purpose of financial statements reporting, as the properties are used for the sole purpose of CCF's activities. The investment in property paid by CCF is approximately $10,030,000 as reflected in Fixed Assets as of DECEMBER 31, 2018.ExplanationTxt

Form 990, Part III, Line 2: New ServicesLeadership CampStructural ChangeLeadership camping project used to be run internally for years since it started. But from 2018 last year, the camping was divided into two categories: mini camp which is still internally run, and big camp which is run in partnership with an organization called ADRA. The reason for this change is to enable students who used to attend CCF internal camping to explore new environment and experience.Khmer General Education (KGE)Scale upTo respond to the increasing trend of CCF students education level, the KGE has expanded, having been set up at another CCF school location called Sambok Chab Satellite School to provide the KGE program to students who are in Grade 7 and 8. There are a total of 4 classes (104 students).Career CounselingScale upCareer Interest Assessment has been extended to students in grade 7, 8 and 9 students with the purpose to gauge their interest earlier to prepare them even better for their dream career.Job Readiness & Life Skill TrainingScale upSoft skill training has been expanded to include high school students who are from grade 10 to 12 in order to equip them much a head of time with skills necessary for them to gain meaningful employment and to be able to live independently.
Form 990, Part III, Line 4d: Other Program Services DescriptionOTHER PROGRAM SERVICES 4: Community OutreachIf children are to prosper, their families must be supported, thus we spend a great deal of time and energy in creating a community environment around the children which is safe, caring, and supportive, by reinstalling pride, integrity, and respect into community members. CCF works with families of children enrolled in the Education Program, to create family plans for eliminating debt and beginning productive, sustainable work. Through an integrated system of community loans, personal and financial counseling and family savings accounts, parents are regaining economic autonomy and beginning to develop hope for their futures. In addition, through a partnership with World Housing, new homes are provided to CCF families. CCF ensures that the families receiving homes are the most deserving those that have prioritized their childrens education and provided a home safe from violence, abuse, drugs, and alcohol. They are not only building homes but also creating safe and secure communities, complete with playgrounds, community gardens, social areas, toilet facilities, and clean water.Since 2013, CCF has provided 460 homes where 2,500 families now live in safe and dignified living conditions. In 2018:100 children in foster care (56% female) within CCFs World Housing villages. OTHER PROGRAM SERVICES 5: OTHER PROGRAM SERVICES 6: Career and Life SkillsThe Career and Life Skills Program provides career counseling, university scholarships, vocational training, internships and job placement to the students in our care. It is designed to enable young adults to complete tertiary education or vocational education and earn the skills they need to obtain and maintain gainful employment and independence.CCF aims to provide all students with a university education, but the university isnt for everyone. For students who do not want to study at university and those who do not qualify, including students who arrived at CCF too late to make the grade for the university, we offer vocational training. This component of CCFs programming is invaluable for older children who have come to CCF with limited schooling, as they are unlikely to finish high school and proceed to higher studies. Our approach is ambitious, starting with self-esteem building and personnel management, and culminating with training in work areas that are relevant to Cambodia. In 2018: Of the first 200 students to join CCF in 2004/2005, 68% are currently at university or have graduated university.116 of the current 180 university students have jobs at an average wage 7% higher than the national minimum wage. OTHER PROGRAM SERVICES 7: LeadershipCCFs Leadership Program prepares students for their future as leaders by equipping them with the tools, training, and knowledge to make a meaningful impact on their community. CCF trains students in governance, human rights, gender issues, empathy, community building, communication and the key qualities of leadership. The program offers a range of activities to build its young leaders, including trips to rural communities, intensive three-day, peer-lead youth leadership camps, and community support activities such as caring for senior citizens, volunteering as classroom assistants, mentoring younger students and visiting families to advocate for hygienic practices within the home.In 2018:500+ CCF youth actively involved in leadership initiatives350 youth annually work to distribute more than 150,000 nutritious meals to vulnerable young children and community members,- Feeding 400+ hungry and malnourished community children every single day.70 students volunteer for the Granny Program supporting 93 elderly woman in the community.- The grannies provide our students and community with wisdom, values and tradition.
