Desc*OPERATION SHIELD*Operation Shield uses technology to expand and enhance the Atlanta Police Departments public safety efforts throughout Metro Atlanta. Operation Shield employs various technology tools to complete its mission including surveillance cameras, license plate readers and ComNet radios. There are more than 11,000 cameras and license plate readers currently integrated in the Video Integration Center (VIC) a hub that allows the Atlanta Police Department to view camera footage in order to respond to incidents where cameras are present in the swiftest, most informed manner. Crime has been reduced 20-50% in areas where cameras are installed. ComNet radios allow private security teams to be continuously and directly connected with APD through a two-way, UFH radio network.Desc

Desc*AT-PROMISE*The At-Promise initiatives mission is to prevent and decrease youth crime in Atlanta. The first At-Promise Center, opened in 2017 on Atlantas Westside. The Center offers individually-designed programs from multiple service agencies focused on diverting young people (age 12-24) from questionable or criminal activities to productive, rewarding lives. This public/private collaboration unites the business and philanthropic community, the Atlanta Police Department, the juvenile justice system and social service agencies in creating specialized programs for young people susceptible to or already involved in unlawful activities. Youth may be referred to the program through the Atlanta Police Department, Atlanta Public Schools, the Fulton County Juvenile Court or simply the village of people who care about them in their neighborhood. When youth arrive at the Center they receive a therapeutic assessment and from there, a personalized prescription of programs and activities that may include educational support, additional personal or family therapy, workforce prep and/or recreation based on their needs. We have forged many public/private partnerships with the City of Atlanta, the Atlanta Police Department, Social Service providers and the corporate and philanthropic communities who have generously invested resources in the center.Within the first year, At-Promise youth held a mere 2% recidivism rate, while 92% of At-Promise high school seniors graduated and 89% of youth who applied for employment received a job.Desc

Desc*SECURE NEIGHBORHOODS*The Atlanta Police Foundations Secure Neighborhoods program is designed to fight crime, strengthen community policing, and provide new, livable and affordable housing options to Atlanta police officers agree to move into transitional neighborhoods on Atlantas Westside. As part of its overall mission to make Atlanta the safest large city in the country, APF established the Westside Security Plan in 2016, which included the Secure Neighborhoods program.Secure Neighborhoods enables officers to purchase homes in the communities they serve by providing a stipend to those who participate in the program. In return, the officers agree to engage with their new neighborhood through community meetings, local patrolling and participating in programs like the At-Promise Youth Center. Their presence deters crime. Their involvement helps build better relationships with citizens. Over time, neighborhood civility, safety and livability improve. In 2017, five officers moved into the first Westside Secure Neighborhoods homes on James P. Brawley Avenue. Since then, there has been a 29% crime reduction for blocks adjacent to the homes. This contributes to the larger 44% reduction for the entire English Avenue and Vine City neighborhoods, since the Westside Security Plan was put into place. The Secure Neighborhoods program has assisted with reducing blight, but more importantly, it allows the community, including youth, to build trust with Atlanta Police officers. The next phase of Secure Neighborhoods includes the construction of 20 homes for a total of 25 by end of 2020. Ten of the homes currently under construction will be available to officers Spring/Summer 2019. The remaining 10 homes are in pre-development and are expected to become available in 1Q 2020.The Foundation is also in pre-development for housing specifically for Atlanta Police recruits. Recruit housing will include the redevelopment of an abandoned apartment complex slated to open in late 2020. All the homes and apartments will be within walking distance of the At-Promise Center, where officers will both work on duty and as volunteers mentoring youth. The housing efforts not only incentivize recruits to join the Department but also foster a culture of positive community officer relationships. Strong community policing and enhanced police presence is critical to reducing crime and building trust between the police and citizens.Community Security PlansThe goals of the Foundations community security plans are to reduce crime and enhance public safety in neighborhoods where the plans are put in place. The Westside Security Plan was initiated in 2017 in the Vine City and English Avenue communities. The plan included installation of Operation Shield cameras in areas deemed most needed by APD, the mobilization of the Westside Security Patrol (Westside Blue) the opening of the At-Promise Youth Center and the development of five inaugural Secure Neighborhood homes purchased by officers within the neighborhood. From 2016 to 2018, part one crime was reduced 32 percent.Desc

Form 990, Part III, Line 4d: Other Program Services DescriptionOTHER PROGRAM SERVICES 4: *APD MINI GRANTS*The Foundation provides mini-grants to the Atlanta Police Department for innovative crime prevention and emergency preparedness projects. These grants also allow us to increase officer morale by providing necessary resources to support officers working extended hours during special events such as the National College Football Championship. OTHER PROGRAM SERVICES 5: *REPEAT OFFENDERS*Addressing the concern of repeat offenders (individuals previously convicted of three or more felonies) in the City of Atlanta and Fulton County is the core responsibility of the Atlanta Repeat Offender Commission (AROC). Since April 2014, the AROC was given the authority to identify and provide transparency into the processes and operations w(here the city of Atlanta, Fulton County, and Georgia criminal justice entities converge. Since its inception, the AROC has worked to develop a structure that would not only create systemic change but also produce regular progress reports to address the growing concern of repeat offenders and the impact on our city. OTHER PROGRAM SERVICES 6: *OPERATION SHIELD*Operation Shield uses technology to expand and enhance the Atlanta Police Departments public safety efforts throughout Metro Atlanta. ComNet radios allow private security teams to be continuously and directly connected with APD through a two-way, UFH radio network. OTHER PROGRAM SERVICES 7: *TECHNOLOGY INNOVATION CENTER*The APF Technology Innovation Center (TIC) is physically located at the Foundation and is virtually connected to APDs Video Integration Center (VIC). The TIC is a hub of collaboration for research, design and testing of new technologies with the potential to enhance public safety. The TIC connects policing strategy to the latest developments in the private, public and academic sectors. The TIC often serves as an incubator for innovative crime prevention and emergency preparedness projects. Through APF mini-grants and seed funding, APD explores unconventional methods and cutting-edge tactical products, while harvesting support and leadership from the business community. In 2018, TIC projects included Microsoft AWARE machine learning, Genetec camera integration products, APD jurisdictional beat redesign, and reimagining the ComNet radio program. OTHER PROGRAM SERVICES 8: *SECURE NEIGHBORHOODS*The Atlanta Police Foundations Secure Neighborhoods program is designed to fight crime, strengthen community policing, and provide new, livable and affordable housing options to Atlanta police officers agree to move into transitional neighborhoods on Atlantas Westside. From 2016 to 2018, part one crime was reduced 32 percent. OTHER PROGRAM SERVICES 9: *ATLANTA POLICE LEADERSHIP INSTITUTE*The Atlanta Police Leadership Institute develops police department leaders with well-rounded knowledge of APD, the City of Atlanta, leadership skills and public safety best practices in order to prepare mid-level managers to confidently and efficiently manage the challenges facing todays law enforcement community.APLI was established by the Atlanta Police Foundation in partnership with Georgia State University to assist APD with leadership and professional development training. Since inception, more than 1,300 officers have matriculated through multiple tiers of the program training on assignments that include policy development, process improvement and mission-critical program design, public safety issues, research, strategic placements with other city departments and interaction with mentors in the business community. Tier V includes an exchange trip with Israeli law enforcement to share best practices. OTHER PROGRAM SERVICES 10: OTHER PROGRAM SERVICES 11: OTHER PROGRAM SERVICES 12: OTHER PROGRAM SERVICES 13:
