William Newton Memorial HospitalPart V, Section B, Line 5: During June 2018 through October 2018, the Hospital and Cowley County Health Department co-sponsored the community health needs assessment. On August 21, 2018, these organizations conducted a Community Health Needs Assessment meeting. Prior to this meeting, the participants were provided with a Pre-Meeting Needs Assessment Survey. The results of this survery were compiled and analyzed to identify needs in the community. The persons who represented the community throughout the survey and/or the meeting were as follows: hospital staff, local government officials, county health department employees, religious leaders, local businessmen, local pharmacists, fire department staff, and other health related organizations.
William Newton Memorial HospitalPart V, Section B, Line 6b: The Community Health Needs Assessment was conducted with the Cowley County Health Department and the Community Health Center in Cowley County, Inc.
William Newton Memorial HospitalPart V, Section B, Line 7d: Community Health Needs Assessment was filed with the Cowley County Extension office.
William Newton Memorial HospitalPart V, Section B, Line 11: Of the eight ranked priorities listed in the Cowley County Community Health Needs Assessment, William Newton Hospital (WNH) is identified as a lead for #4-Coordination of Care/Seamless Delivery, #5-Specialist Services, and #6-Affordable Health Insurance. Under #4-Coordination of Care / Seamless Delivery, the strategies are as follows: A. Partner with chambers of commerce, RISE Cowley, and Healthways of WNH to host quarterly lunch-and-learns educating community on healthcare services available within the county and health & wellness practices. Consider breakfast options as well.B. Explore digital options for networking such as Link, WebIZ, KHIN, and instant messaging to improve communications between healthcare providers within the county and with health agencies.C. Enhance the network of patient referrals among Cowley County healthcare providers, public health services, and safety net services. Fine tune the referral process among ALL providers and foster an open dialogue between healthcare leaders.D. Partner with Cowley County Medical Society to publish a directory of healthcare providers and services. With regards to item A, we have held two luncheons in partnership with the chamber of commerce during 2018 and 2019 and are working towards one luncheon per quarter in 2019-2020. We have also made presentations to two civic groups during this time about our community's health risks. Item B is driven by the Federally Qualified Health Center (FQHC), the Community Health Center of Cowley County, and the Cowley County Health Department. The hospital is actively working on Item C. For Item D, we have encountered a road block as the CCMS is not currently active. However, the Cowley County Health Department updates a provider list every other year that can be provided upon request. Under #5-Specialist services (Cardio, Pulm, Neuro, Urol, Derm, OB-GYN, Gastro), the strategies are as follows: A. Update Physician Manpower Assessment to document the number of providers needed (full-time equivalent) to serve the county population. B.Recruit specialists that meet specific FTE needs identified in assessment. C. Evaluate rotations with neighboring communities. Continue to explore sharing specialists to provide all services to the entire patient population.D. Promote tuition reimbursement options for providers in rural communities. E. Continue to promote specialty clinics offering different services to meet the healthcare needs of the patient population.F. Continue building relationships with medical schools to recruit residents / fellows to county.G. Explore telehealth as a delivery option for services not currently offered. Item A is complete. WNH has made significant inroads for Items B and C. The hospital has recruited a full-time cardiologist to practice in our community, two visiting orthopedic surgeons who specialize in knees and shoulders, and two visiting pulmonologists. In addition, a urogynecologist has recently been privileged at WNH. WNH is actively working in areas D, E, and F. The hospital is exploring the potential for Item G (telehealth) as new opportunities are presented and existing services are annually evaluated. Under #6-Affordable Health Insurance, the strategies are as follows: A. Continue and expand Marketplace enrollment assistance education. Help residents enroll into Medicaid / ACA insurance coverage.B. Monitor changes to Federal health insurance policies for rural health organizations. C. Engage with legislators to advocate for Medicaid expansion with special attention to newly elected local politicians.D. Participate in Kansas Hospital Association campaigns advocating for Medicaid Expansion.E. Develop white paper and collateral materials about what affordable health insurance means to Cowley County. F. Promote self-insured model to area employers. The hospital is actively working in areas B, C, D, and F. Item A is being handled by our local Federally Qualified Health Center (FQHC), the Community Health Center of Cowley County. WNH refers patients to the FQHC and helps to promote their services on social media. Item E will be a project to be completed by the end of 2020, so WNH is not currently active in this area. William Newton Hospital is a supporting partner for the other five priorities as well. With regards to #3-Tobacco Cessation, #7-Physical Activity Options, and #8-Healthy Food Options, WNH has two staff members that are active members of our local health coalition, RISE Cowley. This organization is identified as a lead partner on these priorities. The two WNH staff members, along with our employee wellness committee, are proactive in helping the citizens of Cowley County in these three areas through involvement in community policy, grant writing, worksite wellness, campaigns, events, and outreach. WNH also assists RISE Cowley in its annual survey to gauge the perceptions of our community towards healthy living. William Newton Hospital is not as active with priorities #1-Mental Health and #2-Drugs, but is exploring outpatient behavioral health services and providing support to employees who attend meetings for our local mental health community partnership group. In addition, we provided a letter of support to help our local research and extension office obtain a Culture of Health Grant for Mental Health First Aid. Our medical staff meets regularly and has collaborated to address prescription drug abuse.

Form And Line ReferenceFormAndLineReferenceDescExplanationExplanationTxt
Part I, Line 7:Amounts for financial assistance and certain other community benefit programs were obtained using known related charges and several cost to charge ratios. The cost to charge ratios used include the overall cost to charge ratio derived from Worksheet 2 as well as individual department cost to charge ratios identified for the calculation of subsidized health services information.
Part I, Line 7g:Subsidized health services represent services that the hospital provides despite a financial loss to the organization. These services include cardiac rehab, home health, rural health clinics, physical therapy, speech therapy, physician clinic, and wound care. Total community benefit expense attributed to physician clinics is $3,839,592.
Part III, Line 4:The Hospital provides for accounts receivable that could become uncollectible in the future by establishing an allowance to reduce the carrying value of such receivables to their estimated net realizable value. The Hospital estimates this allowance based on the aging of its accounts receivable and its historical collection experience.Part III, Line 2:The provision for bad debts are related to accounts that have been deemed uncollectible during the year. The uncollectible amount is then written off pursuant with Hospital policy. The cost of bad debts reported was determined using an overall cost to charge ratio multiplied by total bad debt expense.Part III, Line 3:The provision for bad debts attributable to patients eligible under the organization's financial assistance policy was determined using an estimation of 15.0% of total bad debts. The US Census Bureau reports the persons below the federal poverty level in 2019 for Cowley County was 15.0%. William Newton Memorial Hospital takes steps to assist individuals who are believed to qualify for financial assistance prior to writing accounts off as uncollectible. The Hospital considers the bad debt expense attributed to patients eligible under the Hospital's financial assistance policy as a community benefit. As a governmental hospital, we must provide necessary services regardless of the patient's ability to pay for that care. Making quality patient care available to all in our community, regardless of their economic means, qualifies bad debts as a community benefit.
Part III, Line 8:The Hospital used the 2019 Medicare Cost Report to determine the Medicare revenue and related cost. The shortfall is a benefit to the Hospital's community since it represents health care provided at less than cost to elderly and needy residents of the Hospital's service area.
Part III, Line 9b:The Hospital's collection policy and collection practices are the same for all patients. The Hospital does not pursue collection of balances for patients who qualify for charity care or financial assistance. To be considered for charity care, the charity care policy states that the patient must cooperate with the Hospital to provide the information and documentation necessary to apply for other existing financial resources that may be available to pay for health care services, such as Medicaid. The information gathered is reviewed to determine eligibility for charity care. Prior to admission, the Hospital will conduct a pre-admission interview with the patient, the guarantor, and/or the legal representative. Those patients who may qualify for financial assistance from a governmental program will be referred to the appropriate program, prior to consideration for charity care.
Part VI, Line 2:The Hospital conducts a community needs assessment once every 3 years as required by law. The analysis includes community surveys and community focus group meetings to hear directly from citizens what they believe are the needs. Additionally, the Hospital works in conjunction with the Cowley County Health Department to identify patterns of migration for services that might be in need for potential new services.
Part VI, Line 3:William Newton Memorial Hospital educates patients about its charity care policies by signage at the registration desk and business office counter. When possible, the Hospital will conduct a pre-admission interview with the patient, the guarantor, and/or his/her legal representative to determine eligibility for charity care. If a pre-admission interview is not possible, the interview is conducted upon admission or as soon as possible thereafter. In the case of an emergency admission, the Hospital's evaluation of charity care qualification, or payment alternatives does not take place until the required medical care has been provided. Identification of potential eligible patients can take place at any time during the rendering of services or during the collection process. Patients who may qualify for financial assistance from a governmental program are referred to the appropriate program, such as Medicaid, prior to consideration for charity care. All patients who inquire about assistance are referred to the credit/collections manager for complete explanation of options.
Part VI, Line 4:The Hospital's primary service area is Cowley County, Kansas. Cowley County is a rural community located 135 miles west of the Missouri state line and it touches the Oklahoma border. The US Census Bureau estimates the 2019 population of Cowley County, Kansas to be 34,908. 18.8% of the population is 65 years of age or older. Median household income is $48,087, and 15.4% of the population is below poverty level compared to the State of Kansas average of 12.0%. There is one other acute care hospital located in Cowley County. William Newton has four rural health clinics in both Elk and Chautauqua Counties. These counties neighbor Cowley County on the east and northeast side. According to the 2019 US Census Bureau estimates, Elk County's population is 2,530. 28.9% of the population is 65 years of age or older. Median household income is $38,494, and 17.7% of the population is below poverty level. According to the 2019 US Census Bureau estimates, Chautauqua County's population is 3,250. 27.8% of the population is 65 years of age or older. Median household income is $38,690, and 17.2% of the population is below poverty level.
Part VI, Line 5:The administration of William Newton Hospital conducts extensive physician recruitment for the greater good of the broader community. Ongoing recruitment is vital for the health of the community. Recruitment expense for 2019 was approximately $717,875. Community Health Fair, outreach programs, public education and newsletters are some examples of other activities the Hospital does to support health in the community. The Hospital also operates four rural health clinics in Elk and Chautauqua Counties in Kansas. These clinics provide the primary source of health care to these communities. The Hospital provides access to health information for the community through the Hospital's web page. The Hospital's governing body is comprised of persons who reside in the primary service area who are neither employees nor contractors of the Hospital, nor family members thereof.
Part VI, Line 6:The Hospital is not part of an affiliated health care system.
