| Explanation | In Honduras and the surrounding Spanish-speaking countries from which the Organization will draw its students, racial discrimination is not an issue from a cultural perspective. The Organization has further determined that, as a seminary which draws its students from all of Honduras as well as from surrounding Spanish-speaking countries, the publishing of its racial nondiscrimination policy in a newspaper of general circulation would not be practical, nor would it effectively publicize its racial nondiscrimination policy to the communities from which it draws its students.
