DescChanging PolicyHousing California uses its relationships and partnerships to advance policy relating to building vibrant, inclusive, and prosperous communities by focusing on three areas: homelessness, affordable housing finance, and land use. The Organization continually seeks ways to address the structural problems driving high housing costs in California through: tax policy; local control; tenant protections and development challenges. As the foremost statewide voice for affordable housing, homelessness and related issues, Housing California builds on its expertise by connecting affordable housing to other issues such as: climate change; healthcare; and incarceration. In partnership with the California Housing Partnership (CHP) and the California Budget and Policy Center, successfully developed the California Roadmap HOME 2030 initiative to set the course for and implement a plan with a ten-year strategic vision; four goals, a five-pronged transformational, equity-centered framework; and a comprehensive package of fifty-seven evidence-based solutions designed to create system changes and structural reforms essential to realize the California dream with homes, health, and prosperity for all in thriving, sustainable communities. Housing California conducted research, engaged partners, centered racial equity, and built momentum to amplify our shared power for greater impact. Accomplishments during 2020 on the Roadmap included:Convened a thirty-member Policy Advisory Committee (PAC) that reflects Californias diverse geographic, demographic, and housing ecosystem. The PAC advised on policy solutions and gathered stakeholder input, and will support the rollout of the RoadmapConvened a Research Advisory Committee (RAC) with the California Budget & Policy Center and thirteen top academics on housing, homelessness, and displacement. The RAC advised on data collection and analysis methodology and helped ensure that the policy solutions are evidence-based and reflect the latest research.Formed five working groups on affordable housing development, affordable housing efficiency, homelessness, housing instability, and funding sources, to provide feedback on and develop policy proposals.Deployed a complex "hub and spokes" outreach model designed to test proposals and gain buy-in statewide. Through conversations with key leaders in the Governors administration and the Legislature, dozens of multi-sector organizations (e.g., health, government, academia, labor, business, philanthropy), and residents living in affordable housing, Housing California and CHP shared the Roadmap's vision, identified strategic alignment, and garnered critical support.Partnered with Race Forward to ensure racial equity is included in all aspects of the Roadmap, including deep capacity building. As part of this process, two RUN leaders officially joined Housing California, CHP, and the California Budget and Policy Center on the core leadership for the full Roadmap process and on the small racial equity task force leadership team.Partnered with TheCaseMade to build capacity on the use the Roadmap campaign to help shape a new, racial equity and economic inclusion centered housing justice narrative.Other Policy accomplishments included:Advanced twenty-one bills during the 2020 legislative session to increase affordable housing production, address homelessness, and protect low-income people. Opposed five bills that were identified as detrimental to advancing Housing Californias vision.Engaged in critical 2020 budget advocacy. The budget reflected a prioritization of housing and homelessness in light of the pandemic. Housing Californias advocacy helped ensure that the budget included nearly $1 billion to address homelessness and $500 million for the Low-Income Housing Tax Credit Program. Housing Californias budget advocacy centered around ensuring there was sufficient funding for Project Homekey operations and programs beyond Project Homekey. Our advocacy helped secure $50 million for operations dedicated from the general fund and $300 million for the Homeless Housing, Assistance, and Prevention Program. In partnership with the Corporation for Supportive Housing, coordinated a webinar early in the pandemic to create space for partners covering the homelessness response to COVID-19, and the legislative budget process, to learn and discuss this destabilizing and constantly changing landscape. Supported the Governor in creating a first in the nation program, Project Roomkey, to quickly move homeless off the streets and into shelter while also advocating for permanent solutions. Strengthened relationships with the Governor's office and deputy secretaries on housing and homelessness and provided top-level strategic thinking and technical assistance on homelessness and affordable housing programs. Housing California is recognized as an important advisor in these areas.Desc

DescShifting and Building PowerHousing California builds power through multi-sector coalitions and community organizing networks and believes that many of the greatest opportunities for funding and policy change lie at the intersection of housing and other social issues, including criminal justice, health care, climate change, transportation, education and child welfare. The Organization works diligently to bring non-housing groups into its work, educate them about the role affordable housing and homelessness plays as an aid or hindrance for the goals they are trying to achieve, and engage them as housing justice advocates. Housing California also believes that by developing resident leaders who have historically been excluded from decision-making tables, providing a mutual and respectful space for action, and uniting resident leaders with non-profit housing developers and service providers, a powerful and influential force can be created for housing justice in California. The Organization plays a key role in uniting non-traditional partners and resident leaders through coalitions and networks which learn from each other and identify actions to heal historically broken relationships and collectively advance broader social equity and environmental justice solutions, including poverty, climate change, health, displacement, homelessness and incarceration. Activities during 2020 included:Because of the COVID-19 pandemic, our annual, in-person conference scheduled for April 2020 in San Diego was canceled. Housing California made an enormous pivot to plan, fund-raise, and implement its first-ever virtual Housing CA Un-conference at the end of August. This event brought over 1,400 affordable housing developers, homeless service providers, resident leaders, legislators and their staffers, the Governor, and his administrator leaders as well as other multi-sector leaders from throughout the state to address the 2020 theme - Our Homes. Our Voice. The five-day event featured twenty-seven separate events. Housing California also increased accessibility by including Spanish and ASL interpretation as well as closed captioning. Continued to work with the National Low Income Housing Coalition, the National Alliance to End Homelessness, the Center on Budget and Policy Priorities, and long-time partner Corporation for Supportive Housing, to link, leverage, and inform federal advocacy. Served as the lead organization in Californias Opportunity Starts at Home, a multi-sector national campaign to collectively advance federal housing solutions to meet the rental housing needs of residents struggling to make ends meet.Served as the only member representing homelessness and affordable housing on the Census Policy Advocacy Network, a collaborative effort among statewide organizations to educate policymakers and community leaders and shape 2020 Census policy. This advocacy contributed to $187 million in state funding allocations to help with California's outreach and engagement of hard to count people in hard to count places. Our Executive Director continued to serve as a on the Governor-appointed California Complete Count Committee.Continued to actively engage in investAHSC, a statewide, multi-sector coalition that evolved in 2019 out of our multi-sector, equity-centered Sustainable Communities for All coalition, to ensure that the State continues to protect the twenty-percent continuous appropriation of the Affordable Housing Sustainable Communities (AHSC) program. This work keeps Housing California actively engaged in Californias climate change efforts.Residents United Network (RUN) shifted to an entirely virtual program which included a significant shift in RUN's training and organizing models. Weekly Community Care calls provided regular opportunities to support and train our most active leaders. In spring 2020, RUN hosted six regional convenings for 150 participants focused on the originally planned for in-person March 2020 Lobby Day in Sacramento, Oakland, Los Angeles, San Diego, Santa Ana, and Madera with a video call-in from Stockton.Continued to work toward formalizing and refining RUNs leadership ladder which will allow regional coordinators to assess where their resident leaders are in their leadership development, determine where they want to move their leaders, and what support they will need to do so.Increased the capacity of six regional partners to support and sustain RUN infrastructure and build greater resident power in state policymaking by providing significant pass-through funds, encouraging increased coordination, and providing training opportunities. To support the passage of three priority bills, resident leaders engaged in district visits, created twenty videos in English and Spanish aimed at target policymakers, and sent emails, made calls, testified virtually, and held virtual legislative visits to share resident stories, advocate for the bills, and hold their legislators accountable.Desc

DescShaping the NarrativeHousing and homelessness are tremendously complex topics, making it difficult to craft a comprehensive message. Housing California must first shift Californias housing and homelessness dominant narrative from a problem-focused, individual blame frame to a solutions-oriented, societal change frame in order to advocate more effectively for bold systems change solutions that create homes, health, and prosperity for all. Housing California must convey the various ways that housing and homelessness policy can deliver tangible public benefits, thereby increasing public demand for change in order to advocate more effectively for progressive affordable housing and homelessness policy changes.Activities during 2020 included:Secured twenty-six radio and print earned media placements across the state, including two op-eds.Gained 1,181 email subscribers, 493 Twitter followers, and 152 Facebook likes.Presented at more than eleven local, regional, state and national convenings including, but not limited, to - Capitol Weekly's Conference on Housing, National Low Income Housing Coalition's National Call on Coronavirus and Homelessness/Housing, SDHF's Annual Conference, CARA Convening, USF master's in public health class about homelessness, SCANPH's Annual Virtual Conference, NACEDA Summit 2020, CCRH's virtual Rural Housing Summit, EAH Ballot Party, Sacramento Housing Alliance Annual Conference, Funders Together to End Homelessness Convening: Using Policy to Re-Imagine Homelessness and Housing Systems in California. Several Housing CA staff also presented during Housing Californias first-ever virtual un-conference.In partnership with our strategic communications consulting firm, Spitfire Strategies, held a capacity building webinar titled How to Win Media Coverage for Housing Affordability and Homelessness, to help grow expertise in the field statewide. Continued to advance a comprehensive website redesign process, including two special micro-sites featuring the first ever 2020 Housing CA unconference, and the CA Roadmap Home 2030.The Organizations primary means of communication include its website www.housingca.org, newsletter (8,083 subscribers), Facebook (2,993 followers and 2,642 likes), and Twitter (5,158 followers).Desc
