MissionThe New York Immigration Coalition (NYIC) is an umbrella policy and advocacy organization for more than 200 groups working with immigrants and refugees in New York State. We envision a New York State that is stronger because all people are welcome, treated fairly, and given the chance to pursue their dreams. Our mission is to unite immigrants, members and allies so all New Yorkers can thrive. The NYICs role as a convener and coordinator allows us to maximize our effectiveness and provide a unified voice and a vehicle for collective action for New Yorks geographically, ethnically, culturally, and linguistically diverse immigrant communities. With member organizations located in every borough in New York City and across the state, collectively serving communities that speak more than 65 languages, the NYIC has a long history and track record of coordinating collaborative efforts with members and key allies to reach target populations and respond to issues. The NYIC has also built a strongMissionDesc

DescPolicy and AdvocacyThroughout the multi-layered COVID-19 health and economic crisis, the New York Immigration Coalition (NYIC) uniquely adapted our policy and advocacy work, and remained at the forefront of protecting immigrants and the most marginalized communities in New York State. Our COVID-19 response work built off of our core programming to promote health coverage and access to health care, equitable access to quality schools and programs, and more to improve the lives of immigrants and all New Yorkers, particularly those that live in lower income communities.COVID-19 Response:In March 2020, to respond to the increased need among our communities, the NYIC launched our New York United Campaign and Fund, which aimed to ensure that New Yorks 4.5 million immigrants were not left behind as we responded to the COVID-19 pandemic. Early on, we successfully advocated for expanded free COVID-19 testing, evaluation, and treatment to cover all low-income individuals in New York State, regardless of immigration status, resulting in an estimated 180,000 New Yorkers gaining COVID-19 health benefits. In addition to successful advocacy efforts, the NYIC also responded to the immediate needs of our communities in the pandemic most notably, mobilizing 82 of our member organizations across the State, selected via RFP, to provide $2.7 million dollars in emergency cash assistance to over 5,000 people ineligible for any form of public relief. Voter Engagement Programs:The NYICs REMAP NYS 2030 program reimagines civic engagement through the lens of long term capacity building (REMAP entails voter engagement work to Register, Educate, Mobilize, Advocate, and Protect). We approach our program with a ten year plan to support our member organizations, building upon our successful Immigrants Vote! Campaign to achieve long-lasting civic participation and far-reaching civic engagement across New York State. In 2020, the first year of REMAP NYS, the NYIC regranted $255,000 to 19 member organizations across New York State to support nonpartisan voter engagement programs for the June primary election and the November general election which generated 2 million voter contacts. Prior to the pandemic, we also attended naturalization ceremonies to provide on-site voter registration support to over 9,500 new citizens. The NYIC invested heavily in training our member organizations staff and volunteers on our digital tools to ensure that they could continue to conduct safe and meaningful outreach when their in-person strengths were diminished. These trainings and tools served as added capacity for our members, beyond civic engagement, to use in all their remote outreach.Census Engagement:To make sure immigrants and other hard-to-reach communities were counted in the Census, the NYIC developed and expanded New York Counts 2020, a powerful intersectional coalition, consisting of 185 diverse organizations and non-traditional partners, including public libraries, religious groups, and schools, to ensure that we had extensive statewide reach. In 2020 building on our successful state and city advocacy campaign that ensured a combined $60 million for Census outreach we held over 164 events and webinars that provided Census resources and best practices; and conducted text and phone banking across the state to share tailored information on the Census, reaching 182,266 individuals by text, and 191,046 individuals by robocalls. As of the end of the enumeration period, the preliminary self-response rates for New York State was 64.2%, and for New York City was 61.8%, nearly identical to 2010 levels which is significant given the challenges created by the pandemic. Education Advocacy and Policy: The NYIC worked to respond to the public education inequities compounded by the COVID-19 pandemic to protect immigrants' access to education, and achieved the implementation of a best practice of leveraging TV (a more accessible medium) in the Department of Education (DOE)s instruction for early childhood; improved interpretation on the main telephone helpline and translation of the device request form; expanded eligibility for Regional Enrichment Centers (RECs), as well as the use of videos to continuously push out information about meals, devices and RECs directly to community leaders; and ensuring access to devices following problems with form submission, delivery issues, etc.The NYIC also achieved major milestones during the school year prior to COVID-19s arrival. This included launching with our Education Collaborative our campaign for a $6 million pilot program to increase older newcomer immigrant youths access to good schools, enrolling more than 100 hard-to-reach immigrant families in preschool programs, and building a new state level multiethnic coalition to move priority education issues. Health Advocacy and Policy: In March 2020 the NYIC won a significant victory by getting New York State to expand COVID-19 testing, evaluation, and treatment care to all low-income New Yorkers, regardless of immigration status. We were also appointed to the Community Advisory Board of New York City Test & Trace, the largest COVID-19 testing and contact tracing effort in the U.S. Our public charge work became more important than ever, given the impact of the Department of Homeland Security (DHS) Public Charge Rules chilling effect on peoples ability and willingness to receive COVID-related services and benefits. Our existing training structure and recognition as the main convener and resource across New York State for timely public charge information helped us quickly disseminate COVID-related information through a public charge lens, including nearly 100 community events reaching more than 7,500 individuals. We also held 11 training-of-trainer events, leading to the creation of a corps of more than 250 public charge trainers across New York State. The NYIC worked closely with the national Protecting Immigrant Families Campaign (PIF) to fight back against the regulations as well.Desc

DescImmigrant Services SupportWhile the COVID-19 pandemic impacted every aspect of our Immigrant Services Support work, the NYIC was able to reach the same communities we had planned to by pivoting quickly during the month of March into online tools and social media. Most notably, the NYIC pivoted our flagship Key to the City program, which typically hosts 300-600 people over the course of four days at community resource fairs, into a socially-distanced and safe protocol, using an online video platform for virtual information sharing and community engagement opportunities. While staying parallel to the existing program model, this new platform allowed us to focus on COVID-related content such as health care access and testing, financial resources and support and tenants rights. We built upon our expansion into a focus on financial empowerment in 2020 by creating an online clinic to maintain the same service, and we saw the popularity of the resource increase.Desc

DescMember Engagement & Capacity BuildingThe NYIC supports our member organizations through regrants, training, technical assistance, leadership development support, and sharing best practices. In 2020 the NYIC awarded 77 unique Member and partner organizations $523,333 in regrants in support of their work on immigration advocacy, and service and integration campaigns. We provided more than 24 informative events to over 1,000 attendees from our member network on topics such as: PPP loan forgiveness, virtual gala planning, and virtual outreach tools. Through its FY20 NYIC VISTA program, the NYIC placed 17 NYIC (AmeriCorps) VISTAs into full-time, year-long service at 17 unique Member organizations. The NYIC also supported individual leadership development of Member organization staff and other individuals through programs such as: NYICs 2020 DREAM Fellowship Program, Coro New York's 2020 Immigrant Civic Leadership Program (ICLP), and the NYC Mayors Office of Immigrant Affairs (MOIA) Immigration Navigator program.Desc

Form And Line ReferenceGrantmaker's Description of How Grants are UsedFormAndLineReferenceDesc
ExplanationThe NYIC launched the Emergency Cash Assistance Program (ECAP) to assist community members whose needs have increased due to COVID-19. Each beneficiary was screened in accordance with the eligibility criteria. The eligibility criteria included verification that the applicant of the program was a resident of NYC, attended NYC school, worked in NYC, had to move from NYC or lost job in NYC due to and had not received any type of assistance such as the Federal CARES Act stimulus payment, SNAP program, unemployment insurance, a different cash assistance grant from another non-profit/CBO. Each beneficiaryof the ECAP program received $500 via pre-loaded debit card. USIO is the payment processing company that generates the credit cards and sends them to the NYIC member organizations, who then distribute the cards to the beneficiaries per NYIC approval. The beneficiaryinfo was stored and maintained by the Member & Capacity Building staff to cross-check that each beneficiary received this cash assistance only once.ExplanationTxt
