Part I Line 2	All program staff are located in Vietnam and actively manage and monitor all programs. Each program operates under written guidelines designed to promote measurable goals. The importance of the policy is explained to Board members, officers, and staff members at least annually. Board members, officers, and staff members are required to sign the policy to acknowledge that they understand the policy and agree to comply with its provisions. They are also required to disclose any potential conflicts of interest. Any significant expenditures of HSCV funds for goods and services are reviewed to insure that a conflict of interest does not exist.
Form 990, Part VI, Section B, Line 15a	The Board of Directors, all of whom are independent, review the Executive Directors performance. Part of this review includes a review of comparable salaries for Executive Director salaries of similar sized non-profit organizations operating in Vietnam. Any recommendation for salary adjustments are recorded in the Board minutes.
