DescComprehensive Client Care - Our professional client care team assists homeless individuals and families as they transition from crisis and uncertainty to stability and hope. Every person who enters our program is unique, and so each plan for care and support is tailored to evaluate and address their most urgent needs on an economic, physical, emotional/ psychological and vocational level. Our thorough intake process begins with a psychosocial assessment that cuts to the heart of the causes of homelessness. Building on a relationship of trust and compassion, we help our clients set goals and connect to the support they need to meet them. This could mean simply some help with finding another job after loss of one, or as complex navigating paperwork to qualify for social security/services; connections to health services; support with addiction recovery; or legal issues related to domestic violence. Our dedicated case managers use a combination of compassion and creativity to find ways to empower clients to meet their goals, including finding housing, but also maintaining stability in the long term. Identifying strengths and building confidence is an essential part of the process of helping clients move forward, step by step, towards greater independence. While securing housing is a huge step forward, it also introduces new challenges. Support continues during this tender transition to ensure that clients have the resilience to maintain their independence and continue to make progress on their goals. Post-housing support is a critical phase, since many people are only emotionally ready to benefit from access to life-skills education, financial literacy, career training and mental health once they are stably housed. Home visits, transportation and child supervision are provided so clients can take care of building their skills and their physical and mental health. It is a slow process that cant be rushed, but is critical to the lasting change that prevents the cycle of poverty and homelessness from repeating itself.Desc

DescFamily Shelter - The Hospitality House family shelter is designed to provide families a place to call home until they can secure permanent housing. Located in a renovated Rockport farmhouse, Hospitality House can accommodate up to 22 individuals at a time, half of whom are often children. The average stay in 2021 was just over 3 months. We offer a caring, safe environment, balanced with structured programming that keeps clients accountable while supporting the family in moving to independent living. A Case Manager and Housing Navigator support the process of finding housing and moving forward on goals while encouraging peer support.Desc

DescYouth Services - The Landing Place is our comprehensive youth program, which provides resources for highly resilient but often marginalized youth who are at high risk for becoming homeless. In cooperation with local schools, we are working to mitigate the impact of multi-generational patterns of adversity caused by poverty, lack of education, ill health, and sometimes even violence and neglect. Our low-barrier drop-in center (operating at reduced capacity since March 2020, due to the COVID-19 pandemic) has continued to provide easy access for youth to free food, supplies, and a warm welcome. Youth can connect with trauma-informed adults who provide non-judgmental support with relationships, sexual health, school issues, and other needs. The drop-in center offers enrichment activities, low-barrier mental health services, community service projects, and generally serves as a bridge to school, home, and community. Case management is available to youth through the center and now directly at the local high school. Our Transitional Living Program offers a pathway to housing stability for emancipated minors and young adults. Through our extensive outreach efforts we work with 60 partners to provide a robust community network of support for our youth. As with all of our programsthe basis of trust, respect, dignity and genuine caring and a focus on building confidence based on an individuals strengths is in place at every turn.Desc

DescOther Programs - Emergency Services: We provide emergency support and supplies to our families on the waiting listwith a team of two dedicated staff. Supplies can be life savinggas cards to keep cars running in winter, food, blankets, camping gear, clothing, toiletries and hygiene supplies. Move in support: Through in-kind donations of furniture and other household items, we provide household furnishings to clients when they find housing. Transportation: We also provide COVID-safe transportation to clients who have no access to a vehicle. Affordable Housing:Transitional Living Program for youth. With the critical shortage of available housing units in our area, and the additional services required by many of our clients to sustain stability, we have introduced a number of initiatives to provide housing options to our clients. The Transitional Living Program, which opened in late 2020 offers the only transitional living apartments with supportive services to young adults in the Mid Coast. While enrolled, youth work on skills to help them establish and maintain their own, sustainable living situations. Youth are expected to be either employed or enrolled in school. Youth are expected to pay into the program on a scalable level which includes a savings component that they receive upon graduation from the program.Warren Street: We acquired a duplex in Rockland last year that provides two-three bedroom units of affordable housing to families.- Our Talbot Avenue affordable housing project will yield 13 units of affordable housing. It continues to move forward in partnership with Midcoast Habitat for Humanity and Maine State Housing. The project will be a balanced small footprint housing community in Rockland, with opportunities for both rental and home ownership.- Our Madelyn Lane affordable housing project will yield 18 units as well as space for supportive services if/as needed.Desc

Escrow account liability (Part IV, line 2b)During 2019, the Coalition agreed to serve as a fiscal agent for another not-for-profit project, the Community Emergency Shelter Committee. In this capacity, the Coalition receives and holds contributions and other income for the Committee, and disburses same in payment of expenditures as directed by the Committee. Accordingly, the receipts and disbursements arising from this agency agreement are not included within the Coalitions statements of activities and functional expenses; rather, the cumulative cash received for use by the Committee, net of disbursements from same, is presented as a liability within the Coalitions statement of financial position. This liability amounted to $35,575 and $35,575 as of December 31,2021 and 2020, respectively.
Footnote for uncertain tax position under FIN 48 (Part X)The Coalition has adopted the recognition requirements for uncertain income tax positions as required by generally accepted accounting principles, with no cumulative effect adjustment required. Income tax benefits are recognized for income tax positions taken or expected to be taken in a tax return, only when it is determined that the income tax position will more-likely-than-not be sustained upon examination by taxing authorities. It is the opinion of management that the Coalition has no uncertain positions that qualify for recognition or disclosure in the financial statements. The Coalition is subject to examinations by tax authorities for three years following the filing of the return.

General explanation attachmentOrganizations Mission - The mission of Knox County Homeless Coalition is to break cycles of poverty and homelessness in Midcoast Maine.Summary of Activities - Knox County Homeless Coalition (KCHC) takes a holistic, compassionate and comprehensive approach to addressing the needs of homeless adults, families and children in Midcoast Maine, providing emergency and wraparound services, case management, shelter solutions, and affordable housing initiatives. Our youth program, The Landing Place, emerged from KCHCs commitment to support whole families and the recognition that an intergenerational approach would be essential to creating systemic and lasting change in our communities. From 2014 to 2021, the Knox County Homeless Coalition served over 2,100 people, finding housing for more than 1,000; over 95% of the clients who graduate from our program have maintained their independence for at least one year. Across all programs, more than half the people we serve are children and youth. KCHC is the only dedicated homeless services organization serving Knox, Waldo and northern Lincoln Counties. Our client-centered model serves adults, youth and families with trauma-informed care, building a relationship of trust with each client/household to help them build confidence enough to access needed services to support their goals, find housing and build resources needed for sustainability, including connections to the community. Our work continues through the critical post-housing phase as clients make progress on goals to improve health, education, employment, and financial security, which are fundamental to maintaining productive independence and stable housing. While supporting our adult clients and families, we are intervening at a critical stage in the development of our at-risk youth population through The Landing Placea comprehensive youth program, including a low-barrier drop-in center, case management, the only 4 unit transitional living program in the Mid Coast of Maine, and extensive community outreach to schools, local organizations and businesses. We are working closely with collaborative partners including our YMCA and local school districts to bring specialized curriculum to our childrenteaching about healthy relationships. This is proactive preventive collaborative work with partners and spearheaded by KCHCs mental health specialist. Our work brings to light so many instances where abuse, neglect and unhealthy relational behavior is a root cause of homelessnessso we are working hard to change the pattern with education! Finally, we are addressing the current number ONE root cause of homelessness---lack of affordable housing. We have 31 units in the pipeline. This includes a new supportive housing duplex for families in Rockland, and breaking ground on our 13 unit small footprint cottage project in Rockland--Building Communities Together. This project is being done in conjunction with Maine State Housing Authority and Midcoast Habitat for Humanity. In addition we have a third affordable housing project starting in Rockport. This project involves the conversion of a former medical facility into 18 units of affordable housing. Together our projects will result in 31 units of affordable housing units to the areaall with built-in collaborative innovations in rural affordable housing! We aspire to documenting and sharing our financial, logistical, communications and programming model for what a balanced, affordable neighborhood can look like in many rural areas of Maine and beyond. Our executive director chaired the Statewide Homeless Council in Maine for the past three years, working with cross-sector partners for solutions at the policy level. Part III - The Organizations MissionKnox County Homeless Coalition (KCHC) was founded in 2013 as the result of a grassroots community effort to re-imagine how homeless services are delivered in Midcoast Maine. Our innovative approach is focused on removing barriers and filling gaps with a trauma-informed, strengths based model that accompanies adults, youth, and whole families to greater health and well-being as thriving members of our society. In addition to providing direct services, we are also addressing the root causes of homelessness in Midcoast Maine, including lack of affordable housing and transportation, and the cycle of poverty and homelessness caused by multigenerational poverty. There is no single answer to homelessnessevery situation is unique and requires a personalized solution. With the skilled and dedicated attention of our professional team, we support our clients not only in finding housing opportunities but also identifying goals that will create a sustainable path to a more hopeful and independent future. We work with clients to establish holistic goals, including physical health and wellness, nutrition and financial management education, mental and social-emotional health, further education toward better earning potential, and perhaps most important, a re-discovery of confidence, strengths, gifts, and what brings them joy. We are helping whole families make life changes that break through the barriers to a sustainable, independent future. Our comprehensive youth program, The Landing Place, deepens our capacity to reach homeless and at-risk youth and serve whole families in the most effective and impactful waysbreaking cycles of generational poverty and homelessness. Our efforts are powered by a dedicated, passionate staff of nearly 60 employees, including skilled case managers, masters-level social workers and educators, and 2 mental health specialists. In addition, approximately 50 volunteers from the community provide just under 1,000 hours of time helping our clients with a variety of activities including coordinating donations of food, clothing, and furniture, helping our clients move into their new homes, fixing bicycles and providing artistic programming. We enjoy broad support from community groups, individual donors and private foundations. We receive some public funding from the Maine Department of Health & Human Services and Maine State Housing Authority. In our ongoing effort to address root causes and help prevent people from experiencing homelessness in the first place, we are continuing to innovate in collaboration with community partners, including Midcoast Habitat for Humanity, local churches, Area Interfaith Outreach Food Pantry, YMCA, local school districts, Pen Bay and Waldo County Hospitals, and Maine State Housing Authority, among others. We are working together with these partners to develop a range of projects that continue to address food insecurity, child care, affordable and supported housing, and increased shelter capacity, including a small footprint affordable housing community and a second affordable housing community which converts former medical facilities into apartments. We also have 4 of the only efficiency apartments for young adults in the mid-coast. Future plans for our campus include a bunkhouse for unaccompanied homeless youth. Our original plan for a temporary congregate emergency shelter during the winter months was put on an indefinite hold due to public safety concerns that arose out of the COVID-19 pandemic. We continue to work with community partners to explore the feasibility of providing non-congregate emergency shelter solutions in the winter months. We are delivering customized positive relationship curriculum into the schools and the youth programs at the YMCA as a start to our collaborative prevention strategies. These activities and partnerships promote our vision of a supportive community within which all families and individuals have the opportunity for housing and a sustainable, productive life.
