| Explanation | The Institution has Manuals of Procedures for the funds of the "grantsX and we also have external evaluations, to monitor the management of the funds.We are including an extract of some of the procedures included in the manuals. All "grants" respond to these procedures.Purchase Procedures-Equipment, supplies, and other items identified in the approved budget may be ordered upon the authorization of the Activity Director and the Title V Project Director. The established procedures need to be followed for ordering and receiving merchandise. The Activity Director will originate Title V purchase requests on the following form. All requisitions must be recommended and signed by the Activity Director, signed by the Fiscal Officer, and approved by the Project Director prior to the Quote requisition, selecting approval Purchase and Order (see annexed). All requests will be forwarded to the Title V Office. To comply with Title V procedures, we will follow a quote system for all purchases in excess of $500.The Title V personnel will contact the purchasing agent for quotes.In some cases when there are not 3 suppliers for a specific equipment the Project Director will offer the Fiscal Office an explanation for the missing quotations.If the lowest quotation is not accepted, the Activity Director will provide an explanation for the purchase.The Activity Director should examine the Title V proposal and ask the buyer to develop specifications that are correspondingly similar to those in the proposal taking into account the improvements in computer equipment and software since the development of the proposal.All purchase requests need to be made in advance of the purchase.
