Schedule D, Part V, Line 4 Intended uses of endowment fundsBoard Designated for Professional Liabilities Fund - This fund is intended to be used in the event OHA's professional liability insurance environment requires them to re-enter the market. Board Designated for Unemployment Compensation Program - The OHA's Group Unemployment Compensation Program allows tax-exempt hospitals to self-insure unemployment claims rather than participate in the state-funded program. The program consists of claims administration and the surety bond guaranty which requires all non-public, self-insured employers to post a surety bond to ensure their ability to pay claims in the event of financial difficulties. OHA has an agreement with their surety bond insurer to indemnify for the first $1,500,000 in losses. As such, the OHA Board has designated these funds to meet this obligation. Board Designated for Special Litigation Fund - The OHA Litigation Fund provides OHA with the financial resources to initiate legal action, to assist member hospitals in resolving legal issues of statewide and general importance to OHA hospital members and to participate in various types of litigation in order to advocate on behalf of the Ohio hospital community at large. Board Designated for Strategic Issues - The OHA Board approved creation of a Strategic Issues Fund to be drawn upon for specified types of activities and to be used for strategic purposes benefiting OHA's membership as a whole. This fund provides resources enabling OHA to take bold steps when situations call for extraordinary action; either to prevent hardships for hospitals or to optimize their success. Board Designated for Investment Opportunities Fund - This fund is intended to make funds available for investment opportunities to advance OHA's quality agenda.
Schedule D, Part X, Line 2 FIN 48 (ASC 740) footnoteThe Internal Revenue Service has ruled that OHA and the Program are tax-exempt organizations as defined under Section 501(c)(6). OHA and the Program are not subject to federal income taxes, except for income from unrelated business activities, if any. Management does not believe there are any significant tax liabilities related to Ohio Healthcare Purchasing, Inc. Accordingly, no provision for federal income taxes has been made in the combined financial statements. Accounting principles generally accepted in the United States of America prescribe recognition thresholds and measurement attributes for the financial statement recognition and measurement of a tax position taken or expected to be taken in a tax return. Tax benefits will be recognized only if the tax position is more likely-than-not sustained in a tax examination, with a tax examination being presumed to occur. The amount recognized will be the largest amount of tax benefit that is greater than 50% likely of being realized on examination. For tax positions not meeting the more-likely-than-not test, no tax benefit will be recorded. Management has concluded that they are unaware of any tax benefits or liabilities to be recognized at December 31, 2023 and 2022.
