We specialize in kinship care, working to keep children within their extended family and kin network to reduce the trauma of out of home care whenever possible. In non-relative foster care, we work to recruit and prepare families who are willing and able to provide a nurturing, supporting and affirming environment for children and youth, many who have experienced significant trauma, usually between the ages of 10-18 years old. We conduct thorough home studies to ensure that the families we license are safe and prepared to support the children and youth that will be in their care. We also provide individual and group training and classes that educate families on trauma informed care, the impacts of abuse and neglect, and supporting children's culture, beliefs, identity, emotional, physical, and behavioral needs. EVOLVE's Child-Specific Recruitment (CSR) program is provided for youth in foster care who are in need of a permanent family. Our child-centered approach leads with the unique strengths and needs of each youth, developing a trusting relationship through meaningful engagement, and prioritizing their voice and preferences. We work to identify and assess appropriate adoption matches, engage in Lifebook work, prepare youth for permanency and support them through transition into their adoptive family, from placement through finalization. Our Successful Transitions to Adulthood for Youth (STAY) programming serves youth in foster care aged 14-23, who are at risk of aging out or who have already transitioned out of foster care without a permanent family. These services include individual case management, independent living skills groups and development, assistance with housing and limited material support, as well as Youth Leadership Councils where youth can share their voice and help address concerns within the system. Since the Organization is exempt from federal and state income tax liability, no provision is made for current or deferred income tax expense. The Organization is not a private foundation. Management has determined that the Organization is not subject to unrelated business income tax. Management is not aware of any transactions that would impact the Organization's tax-exempt status. The Organization follows the guidance of the Accounting Standard Codification (ASC) 740, Accounting for Income Taxes, related to uncertainties in income taxes, which prescribes a threshold of more likely than not for recognition and derecognition of positions taken or expected to be taken in a tax return. For the years ended June 30, 2025 and 2024, management of the Organization is not aware of any material uncertain tax positions. All tax-exempt entities are subject to review and audit by federal, state and other applicable agencies. Such agencies may review the taxability of unrelated business income, or the qualification of the tax-exempt entity under the Internal Revenue Code and applicable state statutes. For federal tax purposes, the tax returns remain open for possible examination for a period of three years after the respective filing deadlines of those returns. Form 990, Part VI, Section B, line 11b After the Form 990 has been prepared, the finance committee reviews the document for accuracy. Afterwards, the board treasurer presents the Form 990 at the general board meeting. At the meeting, the board will vote on whether to accept the Form 990. When approved, the Board Chair will sign the document. Form 990, Part VI, Section B, line 12c EVOLVE does have a conflict of interest policy. If conflicts were to arise, the issue would be put on the board meeting agenda for discussion and decision. Form 990, Part VI, Section B, line 15a The board chair conducts annual appraisals on the Executive Director and reviews salary benchmarks available from the Minnesota Council of Nonprofits in determining the Executive Director's salary. Once completed, the board votes to approve the salary. Form 990, Part VI, Section C, line 19 EVOLVE makes its governing documents, conflict of interest policy and audited financial statements available to the public upon request.
