In addition, the Agency has been determined by the Internal Revenue Service not to be a private foundation within the meaning of Section 509(a) of the Internal Revenue Code. The Agency is similarly exempt for state income tax purposes by applicable state law. Effective July 1, 2009, the Agency adopted the guidance in the FASB Codification topic related to uncertainty in income taxes which prescribes a comprehensive model for recognizing, measuring, presenting and disclosing in the financial statements uncertain tax positions that the Agency has taken or expects to take in its tax returns, including positions that the Agency is exempt from income taxes or not subject to income taxes on unrelated business income. Under the guidance, the Agency may recognize the tax benefit from an uncertain tax position only if it is "more likely than not" that it is sustainable, based on its technical merits. The tax benefits recognized in the financial statements from such a position should be measured based on the largest benefit that has a greater than 50% likelihood of being realized upon ultimate settlement with the taxing authority having full knowledge of all relevant information. The adoption of the guidance had no effect on the Agency's financial statements as of July 1, 2009 and resulted in no adjustment for unrecognized income tax benefits for the year ended June 30, 2010. Grantees submit timesheets biweekly which are reviewed by staff to ensure accuracy and approval. The Agency pays clients based upon timesheet data. The contract service and dollar goals are monitored and reported monthly. Client rent: The Agency received state funding to pay rent subsidies for clients with disabilities.
