The guidance prescribes a recognition threshold and measurement attribute for the financial statement recognition and measurement of a tax position taken or expected to be taken in a tax return, and also provides guidance on derecognition, classification, interest and penalties, accounting in interim periods, disclosure and transition. As of June 30, 2010, the Company had no uncertain tax positions that qualify for either recognition or disclosure in the University's financial statements. The University's policy is to recognize interest and penalties on unrecognized tax benefits in income tax expense in the financial statements. "Need" is defined as the Cost of Attendance [COA] (Tuition, Fees, Books, Room & Board, Transportation, and Personal Expenses) minus the Expected Family Contribution [EFC] as determined by the U.S. Department of Education need analysis formulae. The coordination of institutional grant aid occurs subsequent to the federal regulations requirement that Federal and State Grant aid awards be determined first. The Bylaws had previously provided that the term of the Chair was one year in duration, with any individual limited to a maximum of two terms (2 years total). In the spring of 2009, the Nominating Committee felt the University was in the middle of several key items, such as accreditation, and that a change in Board leadership would not have been prudent. A temporary amendment to the ByLaws was adopted to allow the then serving Chair to serve an additional one year term. In May 2010, the ByLaws were further amended to change the terms of the Chair and Vice-Chairs to two years, with a maximum of two consecutive terms (4 years total). The Bylaws were also amended to eliminate reference to the Chair of the Board of Control of the Harrisburg School District, as that position no longer exists.
