The selection process used to award grants is as follows: 1)Potential recipient applies for grant, 2)Office staff reviews the request and presents it to the Application Review Committee (ARC), 3)ARC reviews and votes on the request, and 4)ARC presents the selected request to the full governing board for a final vote. Grant funds awarded are monitored by the Program/Grant Officer, and monitoring begins with execution of the grant contract between the organization and the grantee. Grantees submit cash requests for their grant projects on an as-needed basis, as well as final reports summarizing project accomplishments and financials upon project completion. Towards the end of each project, the Program/Grant Officer and accountant reconcile canceled checks, invoices, and receipts to the grant funding disbursed, and disburse the final 20% of the grant award only if proper records have been maintained by the grantee. Factors to be considered include employee performance, the organization's budget for the coming year, employee responsibilities, and the recommendation of the Executive Director. Periodically, the organization will compile and review, by position, local market employment data and compensation data provided by the Federation of State Humanities Councils to ensure competitive wages for its employees.
