<Description>The Holden Arboretum is an outdoor museum of woody plants, and conducts relevant programs in scientific research, education, collections curation, and natural areas management. Holden's programs are integrated to foster its vision of "a Northeast Ohio in which trees, forests, and gardens provide maximum ecological and social benefits to the region's people and communities". Organization By the end of the fiscal year, Holden had utilized the strategic plan completed in 2009 to increase the strategic relevance of all program areas, as well as their integration with each other, as the detail below elucidates. The strategic plan also served as the basis for the creation of the "Holden Storybook", a compilation of the themes on which Holden now focuses its primary efforts in education and visitor engagement, including the significant future improvements to tree collections, gardens, and visitor amenities that comprise the "New Leaf" master plan. The conceptual planning for "New Leaf" was completed during the year, and shortly thereafter schematic design was commenced for most of the elements of the master plan. The "quiet phase" of a campaign was begun during the year, and its initial success bodes well for the first New Leaf project (irrigation source water improvements) being executed in FY2011. The staff and operations reorganization implemented in FY08 and FY09, totaling $1.5M or over 30% of the operating budget, was successfully consolidated in FY10. The consolidation of Horticulture and Conservation proved particularly effective. Operational efficiencies and strategic choices resulted in negligible discernible negative impact to Holden's performance and mission service; in fact, noteworthy improvements in research, education, collections curation, natural areas management, guest services, and communications were realized. Board advisory committees were redefined according to Holden's new strategic themes, also increasing the strategic integration among program areas. One land transaction took place, the exchange of a 5-acre parcel west of the fire station on Kirtland-Chardon Road for an 8-acre parcel, also on Kirtland-Chardon Road between Lantern Court and Holden's Sperry Road entrance. This exchange enables a direct overland link between Holden's core area and Lantern Court, and improves our protection of the Pierson Creek watershed. During the year staff and board began a careful analysis of Holden's assets to determine how well each contributes to the organization's mission service. Consequences include more effective utilization of assets currently not serving at their potential and, in the case of assets deemed not of potential strategic relevance, possible disposal or exchange. Demolition of dilapidated and strategically irrelevant structures, including the house on the newly obtained parcel, continued. The aforementioned strategic plan articulates Holden's commitment to three strategic themes going forward: (1) Growing trees and communities: promoting the creation and care of interconnected networks of trees and wooded environments, to sustain the ecological health of the communities where we live and work; (2) Conserving native forests: fostering conservation of the diversity, health, function and ecological services of natural forested ecosystems in our region's human-impacted landscapes; and (3) Engaging children with plants: instilling in children an appreciation for and knowledge of plants and their environments, so they will apply that value and understanding as adults. The following account of our achievements is organized according to those themes, in addition to the general heading, Place and Purpose, in which we include how the community values Holden as a wonderful place to visit and an institution that improves their general well-being. Growing Trees and Communities Horticulture During the spring and fall planting seasons, 321 trees and shrubs and 4,500+ herbaceous plants were planted. There are currently 5551 different living plant taxa (species, varieties and cultivars) in the collections, of which 3704 are trees, shrubs and woody vines. The holdings of the herbarium increased to 2986 preserved plant specimens. The Plant Collections Curator continued to provide a horticultural information service to the public year-round, and responded to 320 contacts during the year with questions on plant identification, landscape plant selection and sources, horticultural practices and a range of related subjects. As a participant in the International Seed Exchange, Holden Nursery Staff distributed 327 packets of seed representing 11 different species native to Ohio on request at no charge to 90 sister institutions in 26 countries around the world and 5 states within the U.S. Beds in the Rhododendron and Main Display Gardens were renovated, redesigned and even added. Trial Azaleas from the Leach Research Station were planted in the Rhododendron garden to test for hardiness. A small wetland was enhanced and invasive plants removed in Rhododendron garden, and aquatic plants were added to Heath &amp; Oak Ponds. Viburnum species known to be invasive were removed from Main Display Garden and replanted. Degraded grass paths in Butterfly Garden were re-sodded with athletic turf overlaid with a plastic grid designed to reduce wear due to heavy foot traffic. Research and Plant Introduction Two new cold-hardy rhododendron cultivars that were hybridized by the late David Leach have been introduced by Holden after many years' evaluation and testing: a fancy yellow-flowered creation named Rhododendron 'Holden's Solar Flair' and Rhododendron 'Holden's Spring Herald'. Liners of 'Holden's Solar Flair' were sold for the first time in 2010; liners for 'Holden's Spring Herald' will be available in 2011 or 2012. Ongoing hybridization and evaluation by research scientist Steve Krebs focus on combining esthetic qualities with resistance to root rot, a major impediment to broader garden use of rhododendrons, especially in heavy soils. Multiple garden tours were conducted at the David G. Leach Research Station during the month of May, with over 500 persons visiting the Station. The Leach open houses were held on May 9, 15 &amp; 16; other garden tours included Leadership Lake County, Fridays in the Garden and the Great Lakes Chapter of the American Rhododendron Society. Conserving Native Forests Research In FY10, research staff published 11 papers in peer-reviewed scientific journals, a book chapter and two non-peer-reviewed publications. Research staff presented seven scientific lectures at universities and scientific meetings, and were invited to present seven popular lectures to green industry professionals, garden clubs and Holden members. Two Holden scientists, David Burke and Kurt Smemo, received a $519,297 collaborative grant from the National Science Foundation with Jared DeForest, an Assistant Professor in the Environmental and Plant Biology Department at Ohio University in September 2009. The 4-year study is using forests at Holden, Case Western Reserve University's Squire Valleevue Farm, and two sites in Southeastern Ohio to examine the cumulative effects of acid rain on soil fertility, soil biodiversity, and the important role soil organisms may play in acquiring limiting nutrients from the soil for forest trees. Research staff submitted four proposals to federal and non-profit agencies, including the National Science Foundation, USDA Specialty Crops Initiative, and Department of Energy. Holden scientists reviewed manuscripts for peer-reviewed scientific journals, have reviewed grant proposals for federal agencies, including serving on an NSF review panel, and have been involved in the organization of national an international scientific meetings. Research Director Mary Topa was on the Scientific Organizing Committee for the Fifth International meeting "Physiological Processes in Roots of Woody Plants" in Victoria, BC, in Aug 2010. Education/Research collaborations Holden scientists are training/mentoring one research associate and postdoctoral scholar funded from a National Science Foundation grant awarded to the Holden scientists. Holden scientists are serving on graduate student committees for seven Ph.D. and/or M.S. students at Case Western Reserve University (CWRU), Kent State University, Iowa State University, Ohio State University and University of Minnesota; two of these students are using Holden's collections for part of their research. A Holden scientist was the academic advisor of a Ph.D. candidate from Case Western Reserve University, who successfully defended her dissertation research in May 2010. The Director of Research and Manager of Public Programs organized a free Scientist Lecture Series, and invited five scientists to define a healthy forest and why forest biodiversity is important to forest function. Invited lecturers discussed how some environmental stresses such as invasive plants and deer overabundance affect forest h</Description>

<GeneralExplanation>HOLDEN ARBORETUM'S PUBLIC SUPPORT PERCENTAGE, AS SHOWN ON LINE 14 OF PART II OF SCHEDULE A, IS BELOW THE SECTION 509(A)(1) REQUIREMENT OF 33.33%. THE ARBORETUM SUBMITS THAT IT SHOULD BE CONSIDERED AS A "PUBLICLY SUPPORTED ORGANIZATION" BECAUSE IT SATISFIES THE 10% FACTS AND CIRCUMSTANCES TEST OF REGULATION SECTION 1.170A-9(F)(3). REGULATION SECTION 1.170A-9(F)(3) REQUIRES AN ORGANIZATION TO HAVE A PUBLIC SUPPORT PERCENTAGE OF GREATER THAN 10%, WHICH THE ARBORETUM MEETS. FURTHER, THE REGULATION REQUIRES AN ORGANIZATION TO BE SO ORGANIZED AND OPERATED AS TO ATTRACT NEW AND ADDITIONAL PUBLIC OR GOVERNMENTAL SUPPORT ON A CONTINUOUS BASIS. THE ARBORETUM MAINTAINS A CONTINUOUS AND BONA FIDE SOLICITATION PROGRAM TO OBTAIN CONTRIBUTIONS FROM THE GENERAL PUBLIC, AND ITS CHARITABLE AND EDUCATIONAL ACTIVITIES ARE OF INTEREST TO THE ENTIRE COMMUNITY. THE ARBORETUM FURTHER SUBMITS THAT IT SATISFIES MANY OF THE ADDITIONAL FACTORS SPECIFIED IN REGULATION SECTION 1.170A-9(F)(3)(III) TO (VII): (1) ITS PUBLIC SUPPORT PERCENTAGE IS CLOSE TO THE REQUIRED 33.33% AND IS SUBSTANTIALLY MORE THAN 10%. (2) ITS FACILITIES ARE DIRECTLY AVAILABLE TO THE PUBLIC ON A YEAR-ROUND BASIS. THE ARBORETUM OFFERS FESTIVALS, SPECIAL EVENTS, EDUCATIONAL PROGRAMS AND OTHER ACTIVITIES RELATED TO ITS TREES, SHRUBS, PLANTS, AND OTHER NATURAL RESOURCES. (3) THE ARBORETUM'S BOARD OF DIRECTORS IS COMPRISED OF A BROAD CROSS-SECTION OF THE COMMUNITY THAT REPRESENTS THE INTERESTS OF THE PUBLIC INSTEAD OF THE PERSONAL INTERESTS OF A SMALL GROUP OF PEOPLE. ITS DIRECTORS INCLUDE COMMUNITY LEADERS AND EXPERTS IN THE HORTICULTURAL AND AGRICULTURAL FIELDS. (4) THE ACTIVITIES OF THE ARBORETUM ARE BROAD AND APPEAL TO PERSONS HAVING AN INTEREST IN NATURE AND NATURE'S RESOURCES. THE ARBORETUM CONDUCTS MANY SCIENTIFIC STUDIES AND ENGAGES IN OTHER EDUCATIONAL ACTIVITIES TO INCREASE KNOWLEDGE AND UNDERSTANDING OF HORTICULTURAL AND AGRICULTURAL TOPICS.</GeneralExplanation>
