<BadDebtFootnote>THE ORGANIZATION IS A PART OF THE ASCENSION HEALTH SYSTEM CONSOLIDATED AUDIT. THE FOOTNOTE THAT REFERENCES BAD DEBT EXPENSE IN THE 2010 CONSOLIDATED AUDIT IS AS FOLLOWS: "THE PROVISION FOR BAD DEBTS IS BASED UPON MANAGEMENT'S ASSESSMENT OF EXPECTED NET COLLECTIONS CONSIDERING ECONOMIC CONDITIONS, HISTORICAL EXPERIENCE, TRENDS IN HEALTH CARE COVERAGE, AND OTHER COLLECTION INDICATORS. PERIODICALLY THROUGHOUT THE YEAR, MANAGEMENT ASSESSES THE ADEQUACY OF THE ALLOWANCE FOR UNCOLLECTIBLE ACCOUNTS BASED UPON HISTORICAL WRITE-OFF EXPERIENCE BY PAYOR CATEGORY, INCLUDING THOSE AMOUNTS NOT COVERED BY INSURANCE. THE RESULTS OF THIS REVIEW ARE THEN USED TO MAKE ANY MODIFICATIONS TO THE PROVISION FOR BAD DEBTS TO ESTABLISH AN APPROPRIATE ALLOWANCE FOR UNCOLLECTIBLE ACCOUNTS. AFTER SATISFACTION OF AMOUNTS DUE FROM INSURANCE AND REASONABLE EFFORTS TO COLLECT FROM THE PATIENT HAVE BEEN EXHAUSTED, ASCENSION HEALTH FOLLOWS ESTABLISHED GUIDELINES FOR PLACING CERTAIN PAST-DUE PATIENT BALANCES WITH COLLECTION AGENCIES, SUBJECT TO THE TERMS OF CERTAIN RESTRICTIONS ON COLLECTION EFFORTS AS DETERMINED BY ASCENSION HEALTH. ACCOUNTS RECEIVABLE ARE WRITTEN OFF AFTER COLLECTION EFFORTS HAVE BEEN FOLLOWED IN ACCORDANCE WITH ASCENSION HEALTH'S POLICIES.</BadDebtFootnote>
<ShortfallAsCommunityBenefit>ASCENSION HEALTH AND RELATED HEALTH MINISTRIES FOLLOW THE CATHOLIC HEALTH ASSOCIATION ("CHA") GUIDELINES FOR DETERMINING COMMUNITY BENEFIT. CHA COMMUNITY BENEFIT REPORTING GUIDELINES SUGGEST THAT MEDICARE SHORTFALL IS NOT TREATED AS COMMUNITY BENEFIT.</ShortfallAsCommunityBenefit>
<DebtCollectionPolicy>THE ORGANIZATION HAS A WRITTEN DEBT COLLECTION POLICY THAT ALSO INCLUDES A PROVISION ON THE COLLECTION PRACTICES TO BE FOLLOWED FOR PATIENTS WHO ARE KNOWN TO QUALIFY FOR CHARITY CARE OR FINANCIAL ASSISTANCE. <CommunityBuildingActivities>IOSCO COUNTY SART THE MISSION OF ST. JOSEPH HEALTH SYSTEM COMPELS US TO PURSUE THE NEED TO COMMIT OURSELVES TO SERVING ALL PERSONS WITH SPECIAL ATTENTION TO THOSE WHO ARE POOR AND VULNERABLE. AFTER STATISTICS AND REPORTS FROM THE OFFICE FOR VICTIMS OF CRIME (OVC), ST. JOSEPH HEALTH SYSTEM'S EMERGENCY DEPARTMENT AND LAW ENFORCEMENT AGENCIES WITHIN OUR 5 COUNTY SERVICE AREA CREATED AN AWARENESS OF THE REALITY OF SEXUAL ASSAULT IN OUR COMMUNITIES, A TASK FORCE WAS INITIATED TO INVESTIGATE THE FEASIBILITY OF CREATING A SEXUAL ASSAULT RESPONSE TEAM (SART) IN OUR COUNTY. THROUGH INITIAL DISCUSSIONS WITH OTHER SART AND SEXUAL ASSAULT NURSE EXAMINER (SANE) PROGRAMS ACROSS THE STATE, WE CONTINUE TO SUCCESSFULLY IMPLEMENT THE NECESSARY PHASES TO ASSURE A SUCCESSFUL PROGRAM FOR THIS SENSITIVE, YET WORTHY COMMUNITY OUTREACH EFFORT. AS THE FIRST PROGRAM OF ITS KIND IN NORTHERN MICHIGAN, SART IS A MULTI-DISCIPLINARY, INTER-AGENCY COLLABORATION THAT UNITES ITS MEMBERS IN A COORDINATED VICTIM-CENTERED APPROACH TO THE INTERVENTION AND CARE FOR SEXUAL ASSAULT VICTIMS. THE MISSION OF THE IOSCO COUNTY SART IS TO FACILITATE THE CLINICAL, LEGAL AND EMOTIONAL RESOURCES TO CARE FOR SURVIVORS OF SEXUAL ASSAULT AND TO CREATE A COMMUNITY WHERE SURVIVORS OF SEXUAL ASSAULT ARE SUPPORTED AND TREATED WITH DIGNITY AND RESPECT. TO DATE, THE PROGRAM HAS SECURED A COORDINATOR, A PLANNING AND DEVELOPMENT SURVEY WAS DISTRIBUTED TO OUR COMMUNITY STAKE-HOLDERS TO SELECT A PROGRAM MODEL (REALIZING A 60% RETURN), A MISSION AND VISION STATEMENT AND STRATEGIC PLAN WAS COMPLETED AND PROGRAM PROCEDURES AND PROTOCOLS HAVE BEEN ESTABLISHED. ST. JOSEPH HEALTH SYSTEM HAS ALSO COMMITTED CLINICAL AND OFFICE SPACE TO IMPLEMENT THE PROGRAM. IN ADDITION, SJHS SPONSORED A COMMUNITY FORUM TO CREATE COMMUNITY AWARENESS OF SEXUAL ABUSE AND VIOLENCE BRINGING 40 COMMUNITY AND AGENCY MEMBERS TO THE TABLE AS WELL AS BROUGHT IN 2 SPEAKERS FROM THE MICHIGAN COALITION AGAINST DOMESTIC AND SEXUAL VIOLENCE TO EDUCATE PARTICIPANTS ON TOPICS SUCH AS COORDINATED COMMUNITY RESPONSE AND ADVOCATE TRAINING. WITH THE HELP OF STOP (SERVICES TRAINING OFFICERS PROSECUTOR) MONIES AND FUNDS FROM SHELTER, INC. GENERAL FUNDS, TWO ADDITIONAL NURSES HAVE COMPLETED SANE TRAINING AS WELL. THE NEXT STEPS INCLUDE THE CONVERSION OF THE SJHS SPACE TO THE SEXUAL ASSAULT RESOURCE CENTER THAT WILL HOUSE THE PROGRAM'S DEDICATED PHONE LINE, A FAMILY HEALING SPACE AND CLINICAL AREA.
