The NDHC published 3 issues during the year: a "Sense of Place" issue, a "Philosophy" issue, and an "Eric Sevareid" issue. All applicants submit a written grant application describing the proposed project in detail along with a budget and budget narrative. Successful applicants sign a grant agreement and submit program evaluation reports and a final expenditure report for review by NDHC staff. Larger grantees are subject to the audit requirements of OMB Circular A-133; any findings related to NDHC grants are required to be reported to the NDHC office. F990_P06_S0B_L12c Form 990, Part VI, Section B, Line 12c At each meeting of the NDHC board of directors, actual and potential conflicts of interest are discussed and ruled on by the Chair before discussion and voting of grant applications takes place. Any board members deemed to have a conflict of interest remove themselves from the meeting during the discussion and abstain from voting on the relevent grant application. The Chair also monitors the outside activities of the Executive Director to ensure no conflicts of interest are taking place. Employees are required to disclose to the Executive Director all outside activities which could be considered a potential conflict of interest. F990_P06_S0B_L15 Form 990, Part VI, Section B, Line 15 The compensation of the the Executive Director and the Associate Director are approved annually at the October meeting of the NDHC Board of Directors. The NDHC Executive Committee conducts performance reviews and has available to them the annual salary survey of humanities councils conducted by the Federation of State Humanities Councils. All NDHC board actions related to compensation are recorded in the October board meeting minutes. This review was last undertaken at the October, 2010 NDHC Board of Directors meeting.
