SchD_P05_S00_L04 Schedule D, Part V, Line 4 The Board has established a policy regarding spending the net income with the stated purpose of ensuring that administrators of these funds are able to make the best possible use of the earnings of these funds while preserving the interests and intent of the donor, the Foundation and the University. The Foundations's Investment Policy is administered to all endowment funds unless exceptions have been stipulated by the donor. The earnings can be used for the purposes specified by the donor including scholarships, awards, or support for a particular school or department. Under this method when a gift is received, the present value of the aggregate annuities payable is recorded as a liability, based upon life expectancy tables, and the remainder is recorded as net assets. Investment income and gains are recorded as an increase to net assets, and annuity payments and investment losses are charged to liability accounts with annual adjustments made between the liability and the net assets to record adjustment of the actuarial liability. The Audit Committee reviewed the 990 on February 10, 2011 at a regular meeting. The filing is reviewed in detail to ensure the committee is comfortable with the process used by management to complete the form. Reminders are then sent to those individuals who do not comply by the original due date. There is currently no penalty for not complying with the policy, though reminders continue to be sent. One responsibility of the committee is to evaluate a salary range. The Human Resources department of Southern Illinois University Edwardsville maintains extensive salary data and since employees are paid by the University and not by the filing organization, the University assists in the process of determining an appropriate salary to offer based on review of comparable positions and budgetary considerations. F990_P07_S0A_L01a Form 990, Part VII, Section A, Line 1a Key Employee Richard Hampton's time is allotted between two related organizations; the Alumni Association and the Foundation. Fifteen percent of his time weekly or 5.625 hours on the average is devoted to the Alumni Association. The remainder of eighty five percent of his time is applied to the Foundation organization or 31.875 hours. The weekly hours total 37.5 hours. Key Employee Kevin Martin's time is allotted between two related organizations; the University and the Foundation. His time is on the average divided equally with 18.75 hours each for total weekly hours of 37.5 hours. Chief Executive Officer Patrick Hundley's time is also alloted between two related organizations; the University and the Foundation. His time on the average is divided 59 percent for the University and 41 percent for the Foundation. Respectively 22.125 hours for the University and 15.375 hours for the Foundation, for a total of 37.5 hours. The organization has an executive committee made up of the Foundation CEO, the University Chancellor, the Chairman of the Board of the University System, the President of the University System and the following officer positions of the Foundation board: President, Vice President, Treasurer, and Chairman. The President of the Foundation Board serves as chair. All members are members of the governing body of the filing organization. The executive committee, between meetings of the Board, "shall possess and shall exercise all the powers and duties of the Board in respect to the affairs of the Foundation, except alteration of membership of the Board and those actions not permitted by law."
