This new guidance prescribes a comprehensive model for recognizing, measuring, presenting and disclosing in the financial statements tax positions taken or expected to be taken on a tax return, including positions that the organization is exempt from income taxes or not subject to income taxes on unrelated business income. NICB is exempt from income tax under Internal Revenue Code ("IRC") section 501(c)(4), though the organization as a whole is subject to tax on income unrelated to its exempt purposes, unless that income is otherwise excluded by the IRC. Therefore, no provision for income taxes has been made in the accompanying financial statements. The tax years ended 2007, 2008 and 2009 are still open to audit for both Federal and state purposes. NICB adopted FIN 48 as of January 1, 2009, and it had no impact on the financial position and results of operations. NICB issued 26 news releases focusing on questionable claims, hotline activity and motor cycle theft and strategic and tactical data reports. NICB also developed campaigns related to hail/roofing, staged accidents, towing fraud and heavy equipment fraud.
