Purchases are reflected as an expense in the year acquired. The Institute received no significant non-cash donations to the library during the years ended July 31, 2010 and 2009. Part III, Line 4 The Institute's collection of scholarly books, periodicals and government documents are used by matriculating students to understand the workings of government and to learn statesmanship, governance and public policy. These documents help facilitate the learning process and are an integral part of the Institute's educational mission. Endowments PART V, LINE 4 The Institute's endowment is used to fund educational programs run by the Institute, as well as to cover the day-to-day expenses of operation. Fin 48 Part X The income taxes topic number 740, "Income Taxes" of the FASB Accounting Standards Codification establishes criterion that an individual tax position has to meet for some or all the benefits of that position to be recognized in an entity's financial statements. On initial application, this criterion will be applied to all tax positions for which the statute of limitations remains open. Only tax positions that meet the "more-likely-than-not" recognition threshold at the adoption date will be recognized or continue to be recognized. This criterion was adopted by the Institute on August 1, 2009, and had no impact on the Institute's financial statements. The tax years ended 2007, 2008, 2009 and 2010 are still open to audit for both federal and District of Columbia purposes. The Institute has processes presently in place to ensure the maintenance of its tax-exempt status; to identify and report unrelated income; determine its filing and tax obligations in jurisdictions for which it has nexus; and to review other matters that may be considered tax positions. Schedule D, Part XII, Line 2(d) & Part XIII, Line 2(d) Scholarship and tuition discounts netted against revenue on the audited financial statements, but reclassed to Part IX, Line 2 - $550,975 Part XI, Line 5 The Institute of World Politics booked donated use of facilities of $187,076 as revenue and $71,256 as prepaid rent that was expensed in FY2010. Accordingly, donated services on the expense side totals $258,331, but only $187,076 on the revenue side. These scholarships are offered as direct reductions to tuition costs and no funds are remit to the students. Since the student may not exercise any personal discretion as to how the funds are applied, the Institute is not required to monitor the use of the funds. Research fellows are chosen based on the qualifications in the area of research determined by the Director of the Center for Culture and Security. Grants are awarded based on grant budgets and funding availability. Once grants are awarded, funds are spent at the fellows discretion. Periodic updates are required as determined by the grant agreement that stipulate outcomes and deliverables. Academic fellows and students requesting scholarships apply to IWP, and are awarded fellowships and scholarships by an admissions committee. Form 990, Part VI, Line 12 The Institute of World Politics has a conflict of interests policy in place. Every employee of the Institute is required to comply with the requirements of the conflicts of interest policy. On an annual basis, all employees (including officers, directors and key employees) are required to disclose any business transactions with either the Institute or with another Institute employee. This policy of disclosure also extends to family members of Institute employees. The institute exercises due diligence with respect to all conflict of interest disclosre. To the extent any conflict is discovered, the matter is addressed immediately by the appropriate Institute Department. No conflicts were discovered in the year ending July 31, 2010. POLICIES PART VI, LINE 15 The board of trustees determines the president's compensation, usually in executive session at one of the regular Spring or Fall board meetings. At these meetings, the trustees review and discuss the president's performance and annual compensation. This process has not been an annual process, but the Institute is looking to implement a formal process that is consistent and documented in the appropriate Board minutes. Within the context of an approved budget, The president reviews and approves the compensation of the Vice President of Finance and Administration, the Vice President of Institutional Advancement, and the Dean of Academic Affairs. DISCLOSURE PART VI, LINE 19 The Institute makes its Form 990 available to the public by retaining a copy at its place of business. The Form 990 is likewise published on the internet at www.guidestar.org. The organization's financial statements, governing documents and conflict of interest policy are not ordinarily made available to the public, but, if requested, will be provided at management's discretion. Form 990, Schedule C The Institute does not undertake any direct lobbying activities; however, the Institute is a dues-paying member in various college and higher education professional associations. By virtue of its membership in these associations, the Institute may undertake some indirect lobbying activities as a portion of its membership dues may be used to fund higher education advocacy endeavors. The Institute has not received notification from the Associations of its allocable share of non-deductible lobbying expenditures; accordingly, the Institute has not disclosed any amounts on Schedule C. This disclosure in Schedule O is offered in the interests of full disclosure.
