CHILDREN & FAMILY SERVICES: IN 2011, CATHOLIC CHARITIES SERVICES CORPORATION (CCS) OFFERED THE FOLLOWING SERVICES TO CHILDREN AND FAMILIES:- PARMADALE INSTITUTE: PARMADALE INSTITUTE IS A STATE-OF-THE-ART SECURE INTENSIVE RESIDENTIAL TREATMENT CENTER THAT OPENED IN 2009 AND IS DESIGNED TO SERVE UP TO 80 CHILDREN, YOUTH AND THEIR FAMILIES AT ONE TIME FOR SEVERE EMOTIONAL DISORDERS, BEHAVIORAL CHALLENGES AND/OR ADDICTION TO ALCOHOL AND/OR OTHER DRUGS. STARTING OUT AS AN ORPHANAGE IN 1925, TODAY CCS/PARMADALE DISTINGUISHES ITSELF BY SERVING SOME OF THE COUNTY'S MOST "DEEP END" CHILDREN, WITH THE MOST SEVERE BEHAVIORAL AND EMOTIONAL DISORDERS. CCS/PARMADALE ALSO HAS A HISTORY OF WORKING WITH THE CHILDREN AND FAMILIES THROUGH SEVERAL DIFFERENT TYPES OF CRISES TO AVOID PRE-MATURE DISCHARGE, TO MINIMIZE DISRUPTIONS OF THE PLACEMENT AND TO AVOID THE NEED TO TRANSFER CHILDREN TO ALTERNATE RESIDENTIAL PLACEMENTS. THE QUALITY SERVICES PROVIDED INCLUDE MENTAL HEALTH ASSESSMENT, GROUP AND INDIVIDUAL COUNSELING SERVICES OFFERED BY LICENSED THERAPISTS, ACCORDING TO THE NEEDS AND GOALS OUTLINED IN THE INDIVIDUALIZED TREATMENT/SERVICE PLAN (ISP). CASE MANAGEMENT AND FAMILY COUNSELING ARE INTEGRAL COMPONENTS TO THE SERVICES OFFERED. THE TRAINED THERAPISTS USE DIALECTICAL BEHAVIOR THERAPY, TRAUMA FOCUSED -COGNITIVE BEHAVIOR THERAPY AS BEST PRACTICE MODELS, AMONG OTHERS; ALCOHOL AND OTHER DRUG TREATMENT SERVICES USE HAZELDEN'S "A NEW DIRECTION" CURRICULUM AND "THINKING FOR CHANGE" WHICH ALSO ADDRESSES CRIMINOGENIC THOUGHTS, ATTITUDES AND BELIEFS FOR CHILDREN WITH CO-OCCURRING SUBSTANCE ABUSE AND MENTAL HEALTH DIAGNOSES. A MEDICAL CLINIC ONSITE OFFERS PHYSICAL/MEDICAL SCREENS, PEDIATRIC, DENTAL AND VISION SERVICES, PSYCHIATRIC EVALUATIONS AND MEDICATION MONITORING (PHARMACOLOGICAL MANAGEMENT). A STRONG FAMILY COUNSELING COMPONENT, AS WELL AS CASE MANAGEMENT SERVICES, COORDINATE CARE, TRANSITION/DISCHARGE, AND SCHEDULE/MANAGE TEAM MEETINGS WHICH ARE AN INTEGRAL PART OF THE PROGRAM. YOUTH ATTEND SCHOOL ONSITE, PROVIDED BY TEACHING STAFF FROM THE EDUCATIONAL RESOURCE CENTER. YOUTH ARE REFERRED BY THE CHILD WELFARE AND JUVENILE JUSTICE SYSTEMS.- FOSTER CARE AND ADOPTION SERVICES: SINCE 1985, THE FOSTER CARE PROGRAM HAS SERVED THE COUNTY CHILD WELFARE SYSTEM TO FIND A TEMPORARY HOME FOR CHILDREN WHO HAVE BEEN ABUSED OR NEGLECTED. THE POPULATION SERVED ARE CHILDREN 0-21 YEARS OF AGE THAT DEMONSTRATE A BROAD RANGE OF BEHAVIORAL, EMOTIONAL, DEVELOPMENTAL AND COMPLEX MEDICAL NEEDS, EXACERBATED BY A HISTORY OF TRAUMA ASSOCIATED WITH ABUSE, NEGLECT AND/OR WITNESSING VIOLENCE. THE PROGRAM EMPHASIZES SUPPORT FOR THE FOSTER FAMILY, NURTURING THE RELATIONSHIP BETWEEN THE CHILD AND FOSTER FAMILY WHILE AGGRESSIVELY PURSUING SAFE REUNIFICATION WITH BIOLOGICAL PARENTS OR RELATIVES WHENEVER POSSIBLE. THE PROGRAM RECRUITS AND TRAINS FOSTER PARENTS WITH AN EXPECTATION THAT THEY MUST HAVE AN UNCONDITIONAL COMMITMENT TO SERVING CHILDREN AND EXHIBIT A "NEVER GIVE UP" ATTITUDE, WITH THE GOAL OF ACHIEVING PERMANENCY IN LIVING SITUATIONS FOR CHILDREN. AS AN AGENCY, ONE OF THE GREATEST ASSETS IS THE FOSTER PARENT'S UNCONDITIONAL COMMITMENT TO THE CHILDREN PLACED IN THEIR HOME. AT ORIENTATION, PROSPECTIVE FOSTER PARENTS ARE ENCOURAGED TO BECOME LICENSED FOSTER PARENTS AND SIMULTANEOUSLY BECOME APPROVED FOR ADOPTION. THIS STRATEGY HAS CREATED PERMANENCY FOR CHILDREN THROUGH THE FOSTER TO ADOPT PROGRAM, WHICH HAS ENHANCED THE SUCCESS FOR STABILITY FOR THE CHILDREN. THE PROGRAM CURRENTLY HAS 54 LICENSED FOSTER HOMES AND SERVES UP TO 170 CHILDREN PER YEAR.
