<MissionDescription>National Center for Victims of Crime is dedicated to serving individuals, families, and communities harmed by crime. For more than 25 years, the National Center for Victims of Crime has served as the nation's most comprehensive resource and advocacy organization dedicated to supporting crime victims and those who serve them.
Training and Technical Assistance: National Center for Victims of Crime values education and training to improve the way crime victims are treated and understood. Our training activities and programs served as a resource for those who work with victims, represent victims' perspectives, raise awareness, develop services, and foster systemic change. Our general and topic-specific conferences emphasized a multidisciplinary approach to sharing promising practices, current research, and effective programs and policies that are victim-centered, evidence-based, and research-informed. Our DNA Resource Center helped victim service and criminal justice professionals to understand forensic DNA and DNA databases, the roles of sexual assault nurse examiners helping survivors of DNA exonerations, and how DNA can be used in missing persons cases. We increased the capacity of those who work with victims to provide victims with informed and sensitive guidance related to matters involving forensic DNA. Our Stalking Resource Center enhanced the ability of professionals, organizations, and systems to respond effectively to stalking. Our Youth Initiative built the nation's capacity to support youth victims while working to advance their rights and to ensure youth leadership on issues that affect youth. At our National Conference, victim service providers across the country discussed the current climate of victim assistance, emerging research, and innovative practices.

Public Education: National Center for Victims of Crime created and distributed, online and in print, unique informational products including fact books, directories, training manuals, research reports, policy briefs, and victim service materials to the public (see www.ncvc.org). National Center for Victims of Crime developed an extensive resource guide of public awareness materials for annual observances of National Crime Victims' Rights Week. The resource guide was used by victim service providers and allied professionals across the country to heighten public awareness of crime victim issues. In order to improve the collection and payment of victim restitution nationwide, we conducted a peer education project that will allow states with innovative and promising restitution collection and payment programs to share their successes, challenges, and new ideas with their peers in other states whose efforts have not yet matured.

Evaluation and Research: National Center for Victims of Crime undertook research projects that advanced the knowledge of victim issues. We facilitated and documented a deep and broad examination of the capacity of the victim services field to meet victims' needs in the coming decades, with a focus on the current and desired levels of services, funding, flexibility, collaboration, and diversity among those working to serve crime victims. We examined issues surrounding the capacity of victim service providers and developed recommendations for the victim service field. The final report offered fifty recommendations, concrete steps that can be taken by national programs, federal agencies, states, individual organization, and agencies, and Congress to improve the nation's capacity to reach and serve victims of crime.

Victim Services: National Center for Victims of Crime operated its National Crime Victim Helpline, a nationwide, toll-free information and referral service for crime victims and others seeking assistance or information on how to help victims of crime. The Helpline provided advice on crime victimization and referrals to local agencies throughout the country. In December 2010, National Center for Victims of Crime closed the Helpline due to the loss of the funding that had supported the service. National Center for Victims of Crime is preparing to make available on its Web site the extensive victim services referral database, with more than 14,000 agencies, that was used by the Helpline staff.

Public Policy: National Center for Victims of Crime advocated for passage of laws and public policies that create resources and secure rights and protections for crime victims. Our VictimLaw database, www.victimlaw.info, is a free, comprehensive, user-friendly, online database of victims' rights statutes, tribal laws, constitutional amendments, court rules, administrative code provisions, and case summaries of related court decisions that meets the needs of a wide variety of users with different levels of substantive and technological expertise. We developed policy-related resources and tools to help victim-serving professionals. Victim service professionals received thoughtful policy analysis, reports on best practices, late-breaking news alerts, and tools to educate their communities on victims' issues.

Civil Justice: National Center for Victims of Crime's National Crime Victim Bar Association provided technical support to attorneys representing crime victims in civil actions, referred crime victims to attorneys in their local areas, and worked to increase general awareness about the availability of civil remedies for victims of crime. At the Civil Actions for Criminal Acts conference, some of the country's leading civil attorneys and expert consultants analyzed approaches and enhanced participants' skills in representing victims of crime and holding offenders and third parties accountable through the civil justice system. We provided access to a civil justice database, containing more than 11,000 annotated summaries of civil cases brought by crime victims. We hosted an attorney referral phone line to refer victims to attorneys who may be able to represent them in appropriate cases.

<Explanation>One way the National Center for Victims of Crime advances its mission is by presenting its annual Leadership Awards to individuals who have shown outstanding leadership in helping crime victims. The 2011 Leadership Awards recipients were U.S. Senator Patrick Leahy (D-VT); U.S. Representative Ted Poe (R-TX); and David Austern, the current vice chair of the National Center Board of Directors; and former NFL linebacker Al Chesley. Senator Leahy, who witnessed crime's impact on victims when he served as State's Attorney in Vermont more than three decades ago, has become a forceful advocate for major victim-related legislation including the Victims of Crime Act of 1984 and the 2004 Justice for All Act. Senator Leahy is a fierce defender of the Crime Victims Fund, which supports victim compensation and services needed to help victims rebuild their lives. U.S. Representative Ted Poe was the first chief felony prosecutor for the Harris County, Texas, District Attorney's Office and elected to six terms as a judge. In Congress, he co-founded the bipartisan Victims' Rights Caucus and has been a passionate leader in the victims' rights field. David Austern, formerly an assistant district attorney in New York City and Assistant United States Attorney in Washington, DC, has served the National Center for Victims of Crime with distinction for more than two decades, as president, vice chair, and treasurer. Al Chesley, a former NFL linebacker with the Chicago Bears and Philadelphia Eagles, was a young teenager when he was sexually abused by a police officer. Mr. Chesley has transformed this traumatic experience into a crusade to reach and protect other child sexual abuse victims and to advocate for greater rights at the state level.</Explanation>
