<Identifier>DESCRIPTION OF UNCERTAIN TAX POSITIONS UNDER FIN 48:</Identifier>
        <ReturnReference>PART X:</ReturnReference>
<Explanation>UUSC ACCOUNTS FOR THE EFFECT OF ANY UNCERTAIN TAX POSITIONS BASED ON A "MORE LIKELY THAN NOT" THRESHOLD TO THE RECOGNITION OF THE TAX POSITIONS BEING SUSTAINED BASED ON THE TECHNICAL MERITS OF THE POSITION UNDER SCRUTINY BY THE APPLICABLE TAXING AUTHORITY. IF A TAX POSITION OR POSITIONS ARE DEEMED TO RESULT IN UNCERTAINTIES OF THOSE POSITIONS, THE UNRECOGNIZED TAX BENEFIT IS ESTIMATED BASED ON A "CUMULATIVE PROBABILITY ASSESSMENT" THAT AGGREGATES THE ESTIMATED TAX LIABILITY FOR ALL UNCERTAIN TAX POSITIONS. UUSC HAS IDENTIFIED ITS TAX STATUS AS A TAX EXEMPT ENTITY AS ITS ONLY SIGNIFICANT TAX POSITION; HOWEVER, UUSC HAS DETERMINED THAT SUCH TAX POSITION DOES NOT RESULT IN AN UNCERTAINTY REQUIRING RECOGNITION. UUSC IS NOT CURRENTLY UNDER EXAMINATION BY ANY TAXING JURISDICTION. UUSC'S FEDERAL AND STATE INCOME TAX RETURNS ARE GENERALLY OPEN FOR EXAMINATION FOR THREE YEARS FOLLOWING THE DATE FILED.</Explanation>

<Explanation>RIGHTS IN HUMANITARIAN CRISES - IN BOTH DISASTERS AND CONFLICTS, UUSC AND ITS LOCAL GRASSROOTS PARTNERS SUPPORT POPULATIONS WHOSE RACE, CLASS, GENDER, OR RELIGION MARGINALIZE THEM FROM ACCESSING MAINSTREAM AID. SEED GRANTS FROM UUSC FUND INNOVATIVE PROJECTS BUILDING ON LOCAL CAPACITY THAT OTHER ORGANIZATIONS CAN LEARN FROM, ADAPT, AND BUILD UPON. IN FY12, UUSC RESPONDED TO DISASTERS AND CONFLICTS IN PAKISTAN, HAITI, JAPAN, SOMALIA AND EAST AFRICA, AND GAZA. UUSC ALSO CONTINUED TO WORK IN NEGLECTED CONFLICTS IN UGANDA, MYANMAR, DARFUR, AND KENYA. IN HAITI, THE ORGANIZATION FACILITATED THE TRAINING OF 50 HAITIANS WHO CAN NOW TRAIN TRAINERS IN TRAUMA RESILIENCY. UUSC ESTABLISHED AN ECO-VILLAGE MODEL FOR RESETTLING EARTHQUAKE SURVIVORS IN A SUSTAINABLE, VIABLE RURAL SETTING THAT IS NOW BEING REPLICATED BY OTHER NONGOVERNMENTAL ORGANIZATIONS. IN EAST AFRICA, UUSC PROTECTED 1,200 KENYAN SOMALI CHILDREN, DISPLACED BY FAMINE, FROM EXPLOITATION, ENABLING THEM TO ACCESS EDUCATION. BY PROVIDING SAFE, ACCESSIBLE, CLOSE SOURCES OF WATER, UUSC PROTECTED 9,000 DISPLACED KENYAN SOMALI WOMEN FROM GENDER-BASED VIOLENCE. UUSC TRAINED 30 IMAMS AND 40 WOMEN LEADERS IN DARFUR TO USE ISLAMIC VALUES TO PROTECT WOMEN FROM DOMESTIC AND GENDER-BASED VIOLENCE. IN JAPAN, UUSC SUPPORTED TOWNSPEOPLE TO BUILD AND ORGANIZE A COMMUNITY-RUN CENTER THAT PROVIDES 1,400 PEOPLE A MONTH WITH MEALS, PSYCHOLOGICAL SUPPORT, SERVICES AND ADVICE TO IMMIGRANTS, AND ACCESS TO VOLUNTEER SERVICES. WITH UUSC SUPPORT, 50 VILLAGES IN NORTHERN UGANDA HAVE BEEN ABLE TO SUCCESSFULLY ADVOCATE WITH LOCAL GOVERNMENT FOR ROADS, HEALTH CENTERS, AND SCHOOLS, HAVE BEGUN TO RESOLVE LAND CONFLICTS, AND ARE TRAINING OTHER COMMUNITIES IN CONFLICT RESOLUTION. ALMOST 300 COMMUNITIES IN A WAR-AFFECTED AREA OF MYANMAR NOW HAVE COMMUNITY-LED REVOLVING-LOAN FUNDS, GIVING THEM ACCESS TO CREDIT, AND BUILDING COLLECTIVE STRENGTH. THROUGH THOSE SAME CREDIT UNIONS, COMMUNITIES ARE HELPING PAY TEACHERS IN 30 COMMUNITY SCHOOLS.</Explanation>

<Explanation>ENVIRONMENTAL JUSTICE - UUSC WORKS TO ESTABLISH THE HUMAN RIGHT TO WATER AND SANITATION IN LAW, POLICY, AND FACT THROUGH SUPPORTING MODELS FOR IMPLEMENTATION AND NEW LAW AS WELL AS EFFORTS TO ADDRESS VIOLATIONS OF THESE HUMAN RIGHTS. ACCESS TO CLEAN, SAFE, AND AFFORDABLE WATER IS A FUNDAMENTAL HUMAN RIGHT ESSENTIAL TO HEALTH, THE ENVIRONMENT, AND THE ECONOMY GLOBALLY, NATIONALLY, AND LOCALLY. THE LEGACY OF NEGLECT IN MARGINALIZED COMMUNITIES FOR WATER AND SANITATION SERVICES MEANS THE NEEDS OF MANY WOMEN AND GIRLS, RACIAL AND ETHNIC GROUPS, AND LOW-INCOME RESIDENTS GO UNFULFILLED. THIS YEAR UUSC PROVIDED SUPPORT FOR 14 PARTNERS IN AFRICA, THE AMERICAS, AND ASIA. THE SUPPORT HELPED CIVIL-SOCIETY ORGANIZATIONS TO BRING STATE WATER POLICY CHANGE IN CALIFORNIA, RESEARCH THE IMPACTS OF WATER SHUT OFFS ACCORDING TO RACE IN BOSTON, MONITOR AND REACH AGREEMENT TO REMEDIATE MINING IMPACTS ON DRINKING WATER RESOURCES OF INDIGENOUS COMMUNITIES IN GUATEMALA, AND DEVELOP A PLATFORM OF GENDER EQUITY IN THE NATIONAL CONSTITUTIONAL PROCESS IN TANZANIA.</Explanation>

UUSC'S PARTNER, THE KENYA NATIONAL ALLIANCE OF STREET VENDORS AND INFORMAL TRADERS, ADVOCATED FOR NATIONAL LEGISLATION TO BOOST LABOR PROTECTIONS IN THE INFORMAL SECTOR, CONDUCTED LEADERSHIP FORUMS FOR WOMEN AND DISABLED STREET VENDORS, AND EXPANDED FROM 6,000 TO 9,200 MEMBERS. ALSO, UUSC SUPPORTED OUR PARTNER, STITCH, TO IMPLEMENT A LEADERSHIP AND ORGANIZING CURRICULUM WITH 4,000 MARGINALIZED WOMEN WORKERS IN THE UNITED STATES AND CENTRAL AMERICA, WHICH LED TO THE FORMATION OF WOMEN'S COMMITTEES AND ELECTION OF WOMEN TO KEY LEADERSHIP POSITIONS IN THEIR UNIONS AND ORGANIZATIONS.
