<Explanation>Organizational Overview The Center for Urban Families (CFUF) is an independent 501(c)3 organization located in Baltimore, MD. CFUF specializes in servicing the needs of Baltimore's most hard-to-reach populations, including the formerly incarcerated, those with a prior history of substance abuse, and low-income, non-custodial fathers. Since our founding in 1999, CFUF has remained at the front-line of addressing some of our city's most pressing issues, including poverty, unemployment, father-absence and family disintegration. We maintain an unwavering focus on addressing the key challenges of Baltimore's urban families by working to connect fathers to their children, creating opportunities for economic and financial security through work, and providing access to other key interventions and supportive services. Our core mission is to strengthen urban communities by helping fathers and families achieve stability and economic success. Our unique service model, Family Stability and Economic Success (FSES)TM, is an integrated and comprehensive approach to addressing the needs of our target population. Services offered through the FSES Model target two critical areas: chronic unemployment and family instability. FSES brings together use of streamlined accountability systems, co-located and bundled resources and partnerships, and an intensive system of family strengthening and economic stability-focused wrap-around services and interventions, to address the needs of low-income families and workers in a holistic and effective manner. Further detailed below, our core initiatives include: The Baltimore Responsible Fatherhood Project, which offers services to low-income fathers who wish to accept the financial and emotional responsibilities of fatherhood; STRIVE Baltimore, which offers attitudinal-based employment training and placement services for low-income men and women; and, Career Path, which provides training and support for STRIVE graduates to earn higher wages and pursue careers. Additionally, through our Alumni Services program and extensive network of long-standing community and agency partners, CFUF provides each client and family extended access to the critical supports and resources necessary to help sustain their long-term progress towards greater self-sufficiency and fulfillment. CFUF's services and programs are open to Baltimore City residents, age 18 and over. Our participants are 98% African-American and 66% male. On average at the time of enrollment, 45% of CFUF clients do not possess a high school diploma or GED-equivalent, 25% are on parole or probation, 53% lack stable housing, and 35% report having no employment within the prior 12 months. Nearly all CFUF clients live in high crime, high poverty areas of Baltimore City. In addition, over 65% report a prior history of criminal involvement and/or incarceration. Organizational Highlights In 2011, CFUF embarked on a number of intensive efforts devoted to strengthening organizational and program performance and ensuring organizational sustainability. These efforts most notably included investment in infrastructure, including the internal establishment of previously outsourced financial management and fundraising functions; refinement of organizational statements of mission, vision and strategy; Board capacity building and policy refinement efforts; the formation of a Board committee on Programmatic Quality; the launch of a number of strategic partnerships and cross-sector collaborations; and, the development of CFUF's Family Stability and Economic Success (FSES)TM programmatic model, an integrated and comprehensive approach to addressing the needs of low-income fathers and families. Key organizational highlights from the prior year are further detailed below: -Refined Mission, Vision and Strategy. Launched in 2011 and finalized through Board approval in February of this year, CFUF has engaged in an effort to refine its statement of organizational mission, vision and strategy. This updated framework now provides the basis of CFUF's preparation for the development of its next 3-5 year strategic plan. -Investment in Infrastructure & Strategies to Support Organizational Sustainability. As mentioned above, in 2011, CFUF began major investment in key infrastructure, including the internal establishment of previously outsourced financial management and fundraising functions. Through the support of a seasoned fundraising consultant, CFUF is also executing a number of strategies to support the organization's sustainability. These include: 1. The development of a strategic fundraising plan, structured to address resource needs through FY2014; 2. Through leveraged support provided by the Goldseker Foundation, the hosting of a Board development retreat, a major focus of which was strategies to support the sustainability of CFUF; and, 3. The establishment of the organization's first annual/individual giving program. -Establishment of the Board Committee on Programmatic Quality & Board Development Committee. Formally established in August 2011, the Board Committee on Programmatic Quality is charged with the responsibility of providing strengthened oversight of and Board input into the areas of data management, data quality, program assessment, and evaluation. The Board Development Committee was established in January 2011 to strengthen Board involvement in matters of fundraising and organizational sustainability. -Establishment of the CFUF Practitioners'Leadership Institute. Building from CFUF's over 10-year history of providing subject matter expertise and training to community and agency based practitioners, CFUF has partnered with the Open Society Foundations to formally establish the CFUF Practitioners'Leadership Institute (PLI). Scheduled for formal launch in October 2012, the PLI is a national initiative designed to build the capacity of and serve as a replication model for community and faith-based organizations, government agencies and other institutions engaged in efforts to structure and implement high-quality Responsible Fatherhood and Family Strengthening programs. Organizations served by the PLI access information on best practices, tools and strategies for program success; connect with like-minded organizations and trailblazers in the field; and, build organizational strength through mentorship and coaching provided by seasoned practitioners. -Partnerships. During the past year, CFUF launched a number of strategic partnerships to help support our goal of providing our clients with increased, on-site access to a comprehensive set of family and economic stability-focused supportive services and resources. These most notably include the following: o Baltimore City Community College (BCCC). Through an expanded partnership with BCCC, CFUF provides its clients with increased access to on-site adult educational offerings. These include GED courses, tutoring, occupational certification and training programs, and assistance with post-secondary educational enrollment. In addition, remedial math and reading modules will now be incorporated into CFUF's core STRIVE three-week employment readiness program through use of BCCC instructors. o Baltimore Cash Campaign. Through this partnership, CFUF will join the Cash Campaign's network as a free tax preparation (Vita) site. In addition to free tax preparation, Vita sites offer a number of additional services including access to: savings bonds, savings accounts and certificates of deposit, prepaid debit cards, and FAFSA/financial aid filing assistance. Slated for launch during the 2013 tax season, the CFUF site will serve an estimated 250-350 clients and community members during its first year of operation. o Central Scholarship Bureau. Through this partnership, CFUF provides client access to funding (grants and scholarships) to support their enrollment in vocational and career training programs, undergraduate programs, as well as graduate and professional degrees. o Seedco EarnBenefits. Through this partnership, CFUF provides client access to user-friendly materials to increase client awareness of available benefits and their potential impact on economic stability and advancement. Additionally, a dedicated EarnBenefits coordinator works with clients on-site to conduct benefits eligibility screenings, provide application assistance for multiple benefits, and e-file completed applications directly to local benefits administering agencies. The EarnBenefits coordinator is additionally responsible for providing clients with guidance to help them manage their benefits and assist with recertification and linkages to financial education and coaching. o The Woda Group, LLC. The Woda Group is one of the nation's top developers of affordable housing. Through this partnership (and with the assistance of various housing counseling agencies), CFUF assists CFUF program graduates</Explanation>

In June of this year, CFUF CEO Joe Jones received recognition as a Champion of Change, a prestigious honor bestowed by the White House. Mr. Jones was selected with nine other individuals chosen nationally for their work to promote responsible fatherhood and strong families. As a result of this honor, Mr. Jones was featured by several media outlets including WBAL and TheGrio. In addition, The Daily Record recently named Mr. Jones one of Maryland's Most Admired CEOs. Selections for this recognition are based on professional experience, community involvement, and dedication to change, as well as leadership and vision, competitiveness and innovation, financial performance and growth, and corporate leadership and board service. Program Descriptions The following section provides an overview of CFUF's core programs and initiatives: Alumni Services: Through the Alumni Services program, CFUF works to galvanize a network of trained graduates into a positive force throughout their various Baltimore City communities. The mission of Alumni Services is to enhance the lives of our members by offering an extended continuum of support in responsible fatherhood and family strengthening, career planning and advancement, educational advancement, mentoring, and economic self-sufficiency. With a 2-year minimum commitment for graduate engagement, the Alumni Services program works to: -Build a value for community and organizational reinvestment amongst program alumni by fostering an ongoing venue for positive client engagement, incentive building, social and interpersonal skills development, and networking; -Connect program alumni with the resources necessary to ensure continued personal growth, career development, and sustained impact; -Serve as the repository for graduate feedback, and facilitation of client advocacy where appropriate; -Ensure consistent follow-up and tracking throughout CFUF's 2-year commitment, utilizing client surveys, data management, and other methods of communication. The following are programs and services currently offered through the Alumni Services department: -START Mentoring Program: Founded in 2010 through leveraged funds provided by the U.S. Department of Justice, the START (Standing Together Achieving Results through Transition) mentoring program matches current and former prisoners (prospective CFUF clients), with stable and caring mentors (CFUF graduates), who provide them with guidance and support while working towards social and economic self-sufficiency. Members of the CFUF Mentorship Team are selected from CFUF's pool of over 19,000 program alumni. -Graduate Services: Access to networking and social events, job fairs, client empowerment and educational workshops, case management and supportive service referrals, etc. -Career Gear: Through partnership with Career Gear, a national organization devoted to providing men from underserved communities with access to work attire and other work supports, CFUF provides new suits to CFUF graduates. -Graduate Volunteerism: Graduate volunteer and community service opportunities. -The Alumni Giving Program: The Alumni Giving Program is an initiative devoted to encouraging our program graduates to give back to the CFUF cause and mission. For many of our clients, this effort is their first exposure to philanthropy and first opportunity to make a valued contribution to the betterment of the communities from which they come. Each alumni contribution is matched 10:1 through support provided by a donor who prefers to remain anonymous. -Alumni Executive Board: In 2012, the Alumni Services program will launch the Alumni Executive Board as its first graduate leadership opportunity. The Alumni Executive Board will be comprised of CFUF alumni who demonstrate a high level of interest in supporting the continued engagement of clients. This Board will be tasked with responsibilities that include brainstorming and developing ways to keeping CFUF alumni engaged, providing additional constructive feedback on CFUF programming, and serving as representatives and ambassadors of CFUF. Baltimore Responsible Fatherhood Project (BRFP): An outgrowth of CFUF's thirteen year-old Men's Services program, the broader goals of BRFP are to increase fathers' emotional and financial support of their children and families by: 1) improving acquisition and demonstration of parenting skills as well as increasing current child support payments (responsibility & fatherhood), 2) increasing healthy relationships and marriage readiness (healthy relationships & marriage), and 3) increasing client job readiness and employability (economic stability). The Advancing Responsible Fatherhood program model consists of intense case management, support service referrals and educational workshops. The key components of the BRFP are outreach and recruitment, intake and enrollment service needs assessments, and participation in a Responsible Fatherhood educational cohort. Workforce Development Program/STRIVE Baltimore (WDP): The CFUF Workforce Development Program (WDP) consists of the following core components: -Pre-employment services to help low-income workers secure employment; -Job retention and advancement programs to help low-income workers stay employed, advance in the workplace, and move towards family-sustaining wages; -Market-driven training and certification programs; -Intensive career and family-focused case management; -Unique interventions targeted to meet the needs of formerly incarcerated individuals; and, through leveraged support, -Access to critical work supports and work-related benefits, including transportation subsidies, clothing assistance, and on-site access to a comprehensive supportive service referral system. Practitioner's Leadership Institute: In 2011, CFUF established the Practitioners Leadership Institute (PLI), a national initiative devoted to building the capacity of the family strengthening and responsible fatherhood fields. Launched through the generous support of the Open Society Foundations' Campaign for Black Male Achievement, the PLI uplifts best practice by using CFUF's model as a national prototype, delivering customized training, peer learning, and program development resources to grassroots practitioners and agencies across the country. As mentioned above, the PLI is designed to build the capacity of and serve as a replication model for community and faith based organizations, government agencies and other institutions to successfully structure, implement, and manage high-quality programs and better serve low-income fathers and families. The PLI works to promote excellence in the human services industry by providing customized technical assistance and training for new, emerging and established programs. Additionally, the PLI works to promote the larger development and forward advancement of the human services field by fostering diverse venues for peer learning and establishing a broadened network of grassroots family strengthening organizations dedicated to providing quality services in responsible fatherhood, workforce development, and healthy relationships and marriage. Organizations served by the PLI are provided the invaluable opportunity to: -Access information on best practices, tools and strategies for program success; -Connect with like-minded organizations and trailblazers in the field through a structured peer-learning community; and, - Build organizational strength through hands-on mentorship and coaching provided by a team of seasoned practitioners.</Explanation>
