<MissionDescription>To accomplish charitable and educational purposes by making readily and freely available to the American people and interested organizations a variety of accurate, non-partisan, objective, useful, and valuable information on key indicators and issues that convey the position and progress of the united states in twelve areas including health, education, economy, environment, etc. The organization will accomplish its purpose by establishing a free, publicly available internet-based service which will include quantitative indicators to enable Americans to assess national progress for themselves.</MissionDescription>

<Description>General Program: The heart of SUSA is the development of its content - the ability to choose the issues, indicators and data sets that are most relevant, credible and legitimate for Americans to use in assessing the progress of the United States. Moreover, this content must then be displayed on SUSA's website in a manner that is not only responsible and objective, but also highly engaging to maximize its impact on the intended audiences.SUSA has designed a system to help Americans assess for themselves the progress of their nation, using the best quality measures and data in a dozen key areas, including health, education and the economy. The service emphasizes expert identification of key facts in an increasingly vast and complex sea of data, and combines that with contextual content development and design expertise to create a highly accessible online resource for all Americans.SUSA's model of working with leaders across a full spectrum - from policy to data management, statistics to science, business to philanthropy - has brought SUSA's work to the highest levels of policy consideration. As a result, the effort to create a Key National Indicator System has now become the law of the land.SUSA content incorporates issues, measures and data sets recommended by the National Academy of Sciences which include international and state level comparisons, as well as demographic breakdowns where data quality allows. As part of a Key National Indicator System, SUSA's value will grow exponentially as users are able to better inform themselves on a wide variety of issues and aspirations that are relevant to the American people.SUSA has a working set of nearly 60 indicators in 8 issue areas out of a projected 300 key indicators in 12 issue areas. Its editorial process can adapt and evolve this working set over time. SUSA engages subject matter experts with deep experience in the issues as well as statisticians and methodologists to help us shape how SUSA develops content. The SUSA editorial process is designed to frame and select the issues, indicators and data sets to optimize audience relevance, scientific credibility, public legitimacy, economic cost and timeliness.</Description>

<FactsAndCircumstancesTest>SUSA meets the facts and circumstances test under Income Tax Regulations Sec. 1.170A-9T(f)(3) for the current tax year (2011), based on the four tax years immediately preceding the current tax year (2006 through 2010). Under the facts and circumstances test: (1) SUSA maintains a continuous and bona fide program for soliciting funds from the general public, community, membership group involved, and governmental units, and (2) the sources of support provide services directly for the benefit of the general public on a continuing basis. SUSA's fundraising, historically, has been conducted primarily by direct, personal contact with potential donors. SUSA has also attempted to develop other programs for the solicitation of funds from the general public. SUSA intends to continue its efforts to develop its public support program. It is anticipated that additional government grants, as well as grants from other public charities, will be obtained, and that the percentage of the SUSA's public support will increase in future years. SUSA's goal is to raise its public support percentage beyond the one-third public support level. In addition to the two requirements discussed above, the facts relative to the other relevant public support factors described in Reg. Sec. 1.170A-9T(f)(3) are presented below:(1) Percentage of financial support factor. The organization has received over 20 percent of its support from contributions made directly by the general public over the last five years (2006-2011). This constitutes public support, and exceeds the minimum 10 percent of public support requirement.(2) Sources of support factor. As indicated above, the organization received contributions in the period 2006-2011 from a variety of organizations. SUSA did not conduct any formal solicitation programs, and had to rely on personal contact to solicit funds. (3) Representative governing body factor. SUSA is governed by a Board of Directors comprised of individuals who have special knowledge and expertise in the particular field in which SUSA is operating. (4) Availability of public facilities or services: public participation in programs or policies.</FactsAndCircumstancesTest>

        <ReturnReference>Form 990, Part III, line 3</ReturnReference>
<Explanation>During June 2011, the Organization formed a formal partnership with the National Academies of Sciences (NAS) while NAS and the Organization await the formation of a public-private partnership with the Federal government. Section 5605 of P.L. 111-148 authorizes $70 million in public funding over 9 years to create a web-based Key National Indicator System (KNIS). This integrated system will be implemented by the independent NAS which is preparing to do so in partnership with the Organization. The receipt of this funding is dependent on approval of the appropriations by Congress. While it is still uncertain as to when this will occur, it is anticipated that the first appropriation in the amount of $10 million will be received by the NAS in July of 2012. In order to maintain itself at a minimal cost to NAS and its current private funders, in November of 2010, the Organization terminated all employees and ceased its relationship with all its consultants and vendors with some few exceptions to maintain its basic infrastructure except for those employees and consultants who will provide their services on a pro bono basis. The Organization's President's salary is currently being paid by NAS, however, there is no formal written agreement related to this arrangement. These actions have reduced the Organization's monthly operating costs to approximately $14,000. Also, included in accounts payable is $122,781 that the Organization owes to NAS. While NAS still intends to keep outstanding invoices from the Organization on its books, they will only expect payment on such invoices if and when federal funding is achieved for a Key National Indicator System, an agreement is reached with the Key National Indicators Commission, a contract is decided upon with the Organization and there are sufficient private sector funds available to the Organization to resolve this debt. With current funding promised to the Organization over the course of the next year of $200,000, a cash balance at December 31, 2011 of over $84,000, and a continuing partnership with the NAS, management believes the Organization will be able to continue its existence as a going concern into 2013.</Explanation>
