The Board acted to establish three separate funds: Public Affairs Endowment, CSE Endowment, and Public Affairs Contingency. The initial balance in the Board funds was split 50/50 with the PA and CSE funds and $500,000 was also added to these two funds. The Public Affairs Contingency fund was to start with a zero balance and be funded along with the other funds by future bequests. Whenever a bequest is received, it is to be allocated to all three funds accordingly: PA (40%), CSE (40%), and PA Contingency (20%).
