<Description>ADVOCACY FOR FIELD RESOURCES: MMP WORKS TO DRIVE INCREASED RESOURCES TO THE MENTORING FIELD FROM THE PUBLIC SECTOR BY RAISING AWARENESS OF MENTORING AS A YOUTH DEVELOPMENT STRATEGY THAT CAN HELP ADDRESS SOCIAL PROBLEMS SUCH AS HIGH SCHOOL DROPOUT AND YOUTH VIOLENCE. MMP PROVIDES TRAINING FOR MENTORING PROGRAM STAFF ON GUIDING PRINCIPLES OF STATE LEVEL ADVOCACY AND MOBILIZES PROGRAM PARTNERS IN ADVOCACY CAMPAIGNS THAT INCREASE MENTORING STATE LEVEL FUNDING, MOST SPECIFICALLY FOCUSED ON THE STATUS OF THE MENTORING MATCHING GRANTS LINE ITEM. THIS YEAR MMP WAS ABLE TO INCREASE THE AMOUNT IN THE MENTORING MATCHING GRANTS LINE ITEM FROM $100,000 TO $250,000, THE FIRST INCREASE IN SEVERAL YEARS. ORIGINALLY CREATED IN FY99, THE MENTORING MATCHING GRANT FUNDING IS THE ONLY STATE INVESTMENT SOLELY DEDICATED TO EXPANDING YOUTH MENTORING IN MASSACHUSETTS. THE PRIMARY GOAL OF THIS FUNDING IS TO INCREASE THE NUMBER OF HIGH-QUALITY MENTORING MATCHES THROUGH GRANTS TO PUBLIC AND PRIVATE AGENCIES AS A STRATEGY TO ASSIST IN CLOSING THE PERSISTENT ACHIEVEMENT GAP AMONG MASSACHUSETTS YOUTH. THE INCREASE IS A DIRECT RESULT OF INCREASED INFLUENCE WITH AND SUPPORT FROM LEGISLATORS, STAFF IN THE EXECUTIVE OFFICE OF ADMINISTRATION AND FINANCE AND STAFF IN THE EXECUTIVE OFFICE OF EDUCATION. BEGINNING WITH STATE'S FY 12 BUDGET, MMP ASSUMED ADMINISTRATION OF THE STATE MENTORING MATCHING GRANTS SUBSIDY AGREEMENT ON BEHALF OF THE DEPARTMENT OF ELEMENTARY AND SECONDARY EDUCATION. MMP CONDUCTED A COMPETITIVE RFP PROCESS AMONG THE STATE'S YOUTH MENTORING PROGRAMS, MAKING GRANTS TO 19 MENTORING PROGRAMS ACROSS THE STATE CHOSEN BASED ON THE STRENGTH OF THEIR PROGRAMS, ABILITY TO SUSTAIN GROWTH, AND SUITABILITY OF THEIR PROGRAM GOALS AND OBJECTIVES TO THE GRANT'S STATED PURPOSE.IN 2011, MMP SPONSORED YOUTH MENTORING DAY AT THE STATE HOUSE, ATTENDED BY 235 INDIVIDUALS INCLUDING 28 LEGISLATIVE REPRESENTATIVES AND COORDINATED LEGISLATIVE MEETINGS FOR MENTORING PROGRAMS DURING THE DAT. MMP ALSO PROVIDES TECHNICAL ASSISTANCE FOR PROGRAMS APPLYING TO PUBLIC SECTOR GRANTS, AND INTERACTS WITH STATE GOVERNMENT ON ISSUES PERTAINING TO MENTORING INCLUDING YOUTH VIOLENCE PREVENTION, EDUCATION, PUBLIC HEALTH, AND WORKFORCE DEVELOPMENT.</Description>

<Description>TRAINING AND STRATEGIC SERVICES: MMP WORKS WITH PROGRAM PARTNERS TO ASSESS THEIR NEEDS AND ORGANIZATIONAL CAPACITY, IDENTIFY RESOURCES FOR PROGRAM START-UP AND ON-GOING OPERATIONS, AND PROVIDE CUSTOMIZED STRATEGIES ON HOW TO IMPLEMENT AND SUSTAIN A QUALITY YOUTH MENTORING PROGRAM. MMP DELIVERS FOURTEEN CORE TRAINING UNITS ON PROGRAM AND ORGANIZATIONAL DEVELOPMENT FOR STAFF OF MENTORING AND YOUTH DEVELOPMENT PROGRAMS ACROSS THE STATE, AND PROVIDES CUSTOMIZED TECHNICAL ASSISTANCE AND CONSULTATION TO ORGANIZATIONS SEEKING TO DEVELOP NEW PROGRAMS OR INCREASE THE EFFECTIVENESS OF CURRENT PROGRAM PRACTICES. MMP CENTERS MUCH OF ITS TRAINING AND TECHNICAL ASSISTANCE AROUND QUALITY BASED MEMBERSHIP(QBM). QBM IS MMP'S QUALITY ASSURANCE PROCESS THAT PROVIDES AN "INDICATOR OF QUALITY" FOR MENTORING PROGRAMS IN MASSACHUSETTS TO HELP THEM BENCHMARK THEIR PROGRAM PRACTICES AGAINST NATIONAL STANDARDS OF EXCELLENCE. QBM DEMONSTRATES A COMMITMENT TO EXCELLENCE TO POTENTIAL MENTORS, FUNDERS, PARENTS AND COMMUNITY PARTNERS. TOGETHER MENTORING PROGRAM STAFF AND MMP STAFF DEVELOP A "ROAD TO MEMBERSHIP" PLAN WHICH OUTLINES THE TRAINING AND TECHNICAL ASSISTANCE MMP STAFF WILL PROVIDE TO HELP STRENGTHEN THE ORGANIZATION'S PROGRAM. THE THREE LEVELS OF MEMBERSHIP INCLUDE: AFFILIATE, ENTRY POINT FOR MEMBERSHIP; ASSOCIATE PARTNER, PROGRAMS IN THE PROCESS OF CONDUCTING A SELF-ASSESSMENT OR ACTIVELY WORKING TO MEET DESIGNATED STANDARDS FOR QUALITY; AND PARTNER MEMBER, FORMAL YOUTH MENTORING PROGRAMS THAT HAVE COMPLETED THE SELF-ASSESSMENT AND DEMONSTRATE ADHERENCE TO ALL REQUIREMENTS OF QBM. QBM'S OVERALL GOAL IS TO HELP SUSTAIN AND GROW HIGH QUALITY MENTORING PROGRAMS IN ORDER TO MATCH MORE CARING ADULTS WITH YOUNG PEOPLE IN NEED. IN 2011, MMP REPORTS 49 PARTNER MEMBER PROGRAMS, 12 ASSOCIATE PARTNER PROGRAMS, AND 154 AFFILIATE PROGRAMS.MMP ALSO CONDUCTS BI-ANNUAL STATEWIDE RESEARCH, MASS MENTORING COUNTS, TO REPORT ON THE MENTORING FIELD IN MASSACHUSETTS TO A WIDE-RANGE OF COMMUNITY STAKEHOLDERS.</Description>

<Identifier>DESCRIPTION OF UNCERTAIN TAX POSITIONS UNDER FIN 48:</Identifier>
        <ReturnReference>PART X:</ReturnReference>
<Explanation>THE ORGANIZATION IS EXEMPT FROM FEDERAL INCOME TAXES, UNDER SECTION 501(C)(3) OF THE INTERNAL REVENUE CODE. THE ORGANIZATION IS, HOWEVER, SUBJECT TO THE TAX ON UNRELATED BUSINESS INCOME, IF ANY SUCH INCOME EXISTS. IN ADDITION, THE ORGANIZATION QUALIFIES FOR THE CHARITABLE CONTRIBUTION DEDUCTION UNDER SECTION 170(B)(1)(A) AND HAS BEEN CLASSIFIED AS AN ORGANIZATION THAT IS NOT A PRIVATE FOUNDATION UNDER SECTION 509(A). THE ORGANIZATION RECOGNIZES AND MEASURES ITS UNRECOGNIZED TAX POSITIONS IN ACCORDANCE WITH FASB ASC 740, ACCOUNTING FOR UNCERTAINTIES IN INCOME TAXES. UNDER THAT GUIDANCE THE ORGANIZATION ASSESSES THE LIKELIHOOD, BASED ON THEIR TECHNICAL MERIT, THAT TAX POSITIONS WILL BE SUSTAINED UPON EXAMINATION BASED ON THE FACTS, CIRCUMSTANCES AND INFORMATION AVAILABLE AT THE END OF EACH PERIOD. THE MEASUREMENT OF UNRECOGNIZED TAX POSITIONS IS ADJUSTED WHEN NEW INFORMATION IS AVAILABLE, OR WHEN AN EVENT OCCURS THAT REQUIRES A CHANGE. THE ORGANIZATION HAS NOT IDENTIFIED ANY UNCERTAIN TAX POSITIONS AT DECEMBER 31, 2011 OR 2010. INTEREST AND PENALTIES ASSOCIATED WITH UNRECOGNIZED INCOME TAX POSITION, IF IDENTIFIED, WOULD BE CLASSIFIED AS ADDITIONAL INCOME TAXES IN THE STATEMENT OF ACTIVITIES. THE ORGANIZATION IS GENERALLY NO LONGER SUBJECT TO EXAMINATION BY THE INTERNAL REVENUE SERVICE FOR YEARS BEFORE 2008.</Explanation>
