The Organization serves only as a funding course. Fairfax County conducts client assessments, conducts eligibility determinations, collects verifications, and requests financial assistance from the Organization. As the Organization does not have variance power over the recipients, the receipt and disbursements are treated as an agency transaction and are therefore excluded from the Organization's revenue and expenses. At June 30, 2025 and 2024, the liability on these agency transactions totaled $0 and $178,538, respectively, and is reflected as agency funds payable in the accompanying statements of financial position. A portion of funding attributable to an administrative fee for the Organization is recognized as part of government grants in the accompanying statements of activities and totaled $0 and $12,262 for the years ended June 30, 2025 and 2024, respectively.
