<Identifier>Description of Uncertain Tax Positions Under FIN 48:</Identifier>
        <ReturnReference>Part X, Line 2:</ReturnReference>
<Explanation>The Center and the Fund are not-for-profit organizations exempt from Federal income taxes under Section 501(c)(3) of the Internal Revenue Code and is recognized as such by the Internal Revenue Services. BCPIF and CDE are limited liability corporations and pass through entities for income tax purposes and thus these entities do not pay income taxes but instead their profits are passed through to its owners to be taxed. The provisions included in accounting principles generally accepted in the United States of America provide consistent guidance for the accounting for uncertainty in income taxes recognized in an entity's financial statements and prescribe a threshold of "more likely than not" for recognition of tax positions taken or expected to be taken in a tax return. The Center performed an evaluation of uncertain tax positions as of December 31, 2012, and determined that there were no matters that would require recognition in the financial statements or, which may have any effect on its tax-exempt status. As of December 31, 2012, the statute of limitations for tax years 2009 through 2012 remains open with the U.S. Federal jurisdiction or the various states and local jurisdictions in which the Center files tax returns. It is the Center's policy to recognize interest and/or penalties related to uncertain tax positions, if any, in income tax expense.</Explanation>

<Explanation>ORGANIZATIONAL OVERVIEW Since our founding in 1999, CFUF has remained at the front-line of addressing some of our city's most pressing issues: poverty, unemployment, father-absence and family disintegration. Central to CFUF's mission is the belief that men-the most disconnected and underserved citizens in urban communities-who connect with women, their children, and the workplace are key to the restoration of stability and optimism. Consistent with this mission, our organizational goal is to assist individuals in regaining the personal power needed to benefit their families and communities. PLI Building from CFUF's 10-year history of providing subject matter expertise and training to community and agency based practitioners devoted to strengthening urban communities through work with low-income fathers and families, CFUF formally established the Practitioners' Leadership Institute (PLI). The PLI is designed to build the capacity of and serve as a replication model for community and faith based organizations, government agencies and other institutions to successfully structure, implement, and manage high-quality programs and better serve low-income fathers and families. The PLI works to promote excellence in the human services industry by providing customized technical assistance and training for new, emerging and established programs. Additionally, the PLI works to promote the larger development and forward advancement of the human services field by fostering diverse venues for peer learning and establishing a broadened network of grassroots family strengthening organizations dedicated to providing quality services in responsible fatherhood, workforce development, and healthy relationships and marriage. Organizations served by the PLI are provided the invaluable opportunity to: -Access information on best practices, tools and strategies for program success; -Connect with like-minded organizations and trailblazers in the field through a structured peer-learning community; and, -Build organizational strength through hands-on mentorship and coaching provided by a team of seasoned practitioners. WORKFORCE DEVELOPMENT Specializing in serving Baltimore's most hard-to-reach populations, such as the formerly incarcerated and chronically un- or under-employed, the CFUF Workforce Development department consists of the following core components: -Pre-employment services to help low-income workers secure employment (STRIVE Baltimore); -Job retention and advancement programs to help low-income workers stay employed, advance in the workplace, and move towards family-sustaining wages; Market-driven training and certification programs; Intensive career and family-focused case management; and, through leveraged support, -Access to critical work supports and work-related benefits, including transportation subsidies, clothing assistance, and on-site access to a comprehensive supportive service referral system. The WFD department is intentionally structured to increase client access to a comprehensive range of job acquisition, retention and advancement services and work supports. The Workforce Development team is managed from and housed at CFUF's centrally located headquarters at 2201 N. Monroe Street in the Greater Mondawmin neighborhood. CFUF's location is conveniently located within walking distance of a major bus thoroughfare and subway line. BRFP The Baltimore Responsible Fatherhood Project (BRFP) is an outgrowth of the Center for Urban Families' thirteen year-old Men's Services program, serving Baltimore's low-income fathers and communities. The broader goals of the program are to increase fathers' emotional and financial support of their children and families by: -Improving acquisition and demonstration of parenting skills; -Increasing current child support payments; -Increasing healthy relationships and marriage readiness; -Increasing client job readiness and employability; and, -Decreasing recidivism and involvement in criminal activities. The BRFP delivers services through a comprehensive four-month cohort model, which consists of case management, support service referrals, and educational workshops. The key components of the BRFP are outreach and recruitment, intake and enrollment, service needs assessments, participation in a Responsible Fatherhood cohort that includes skills-based workshop attendance, needs-based case management, and a certificate upon completion of the workshop. ALUMNI CFUF recognizes the need for a consistent support system for our skilled program graduates. Through our innovative Alumni Services component, CFUF is able to galvanize a network of trained graduates, including young fathers of dependent children, into a positive force throughout their various Baltimore City communities. The mission of Alumni Services is to enhance the lives of our members by offering an extended continuum of support in responsible fatherhood and family strengthening, career planning and advancement, educational advancement, mentoring, and economic self-sufficiency. Our vision is to keep our alumni connected to CFUF's resources, while providing direct access to the services and supports necessary to encourage the continued growth and development of each of our members. The Alumni Services program maintains a 2-year minimum commitment for graduate engagement and is implemented with the following goals: -Building a wider sense of community and reinvestment by fostering an ongoing venue for positive client engagement, incentive building, social and interpersonal skills development, and networking; -Connecting program alumni with the resources necessary to ensure continued personal growth, career development, and sustained impact; -Serving as the repository for graduate feedback, and facilitation of client advocacy where appropriate; -Ensuring consistent graduate follow-up throughout the CFUF 2-year commitment, through client surveys, data management, and other methods of communication.</Explanation>
