I. Competitive selection process. OFRF uses a competitive process to identify high quality organic research and education projects to fund. The request for proposals mandates that applicants thoroughly explain their scientific methodology including the experimental design and contains explicit language about what kinds of costs can and cannot be included in proposal budgets. II. Committee Review. Each proposal is carefully scrutinized by a panel of 7 board members with expertise in organic farming, research and marketing. The criteria used to assess proposals include use of a scientifically sound methodology. An important part of the review process involves ensuring that project methods are valid and that budget line items are reasonable and fit within the funding requirements. III. Board review. The full board reviews all proposals forwarded to them by committee, including further scrutiny of the scientific methodology and additional budget review to ensure that all proposed costs are appropriate. IV. Conflict of Interest Policy. The Foundation operates under a conflict of interest policy regardings its grant making activities that bars any board or staff members from applying for a grant. Board members must declare any personal conflict or interest (as defined in the policy) and leave the room during discussion and are unable to vote on any grant proposal this identified as such. V. Grant Contract. OFRF Grant recipients are required to sign and return a contract that specifies that their funds will only be used to carry out the objectives as described in the original grant proposal. Use of funds for indirect costs or for any purpose inconsistent with OFRF's 51(c)(3) status is specifically prohibited. VI. Holdback of final 10% and report evaluation of the last 10% of the full grant award is held back until submission of a final report and evaluation of the report to ensure that originally funded objectives were met.
