Intellectual Disability ServicesKSS's Intellectual Disability Services encourage long-term relationships and stress natural supports, individuality, respect, choice, and the dignity of human spirit. KSS offers support for individuals with intellectual disabilities through programs such as Residential Living Services, Life Sharing through Family Living, Home and Community-Based Services, Respite Care, Supported and Independent Living, Home and Community Based Habilitation Services, and Adult Day Services. Individuals receive services in a variety of settings ranging from their own homes to KSS owned homes, family-provider homes, community supports, and adult day centers. Notable accomplishments for fiscal year 2012 include:KSS successfully and seamlessly integrated individuals served by its sister organization, Impact Systems, Inc. (ISI), into KSS's intellectual disabilities services. Due to statewide funding cuts to these programs, KSS completely restructured the organizational structure of its intellectual disabilities services, integrating the individuals served by ISI as well as the ISI employees into the new structure, while maintaining KSS's high standard of service. After the integration of ISI programs, KSS served over 1,100 individuals through its intellectual disabilities services.Overall KSS's support services for individuals with intellectual disabilities are aimed at supporting people to experience life that is typical in the communities where they reside. The goal is to provide people with meaningful life experiences such as supporting formal education participation or assisting in seeking meaningful employment experiences to include starting their own business ventures.

Children and Family ServicesKSS offers a fully integrated system of early education, early intervention and individualized behavioral health care services for children and families through its children and family services. Applying an innovative, multi-dimensional, and holistic perspective, KSS considers the child and their family within the entire context of home, family, school and community and work to help each succeed in these important realms. KSS strengthens children and families in their own communities as they strive to achieve immediate and long-term success.KSS provides Children and Family Services through a wide range of programs including: Behavioral Health Rehabilitation Services (BHRS), Therapeutic Foster Care and Host Home Services, Early Intervention (EI), Family Preservation and Reunification, Summer Therapeutic Activities Program, Family-Based Mental Health Services, Student Assistance Program, Susquehanna Service Dogs, and Capital Area Head Start (CAHS). Children and families receive services in a variety of settings ranging from home, school and community environments to traditional office settings or therapeutic residential homes. Approximately 2,565 individuals receive services through these programs.Notable accomplishments for fiscal year 2012 include:Fourth Grade Students scored higher on the Pennsylvania System of School Assessment (PSSA) in literacy and math than peers who had not participated in our preschool program. This is collaboration between Capital Area Head Start and the Harrisburg School District. The evaluation was completed by the Penn State Prevention Research Center. The Susquehanna Service Dogs (SSD) placed 11 service dogs, 1 companion dog, and 1 hearing dog during the 2012 fiscal year. SSD secured a 5 year grant from a private foundation to develop ongoing fundraising support for the long-term sustainability of SSD. The implementation of an internship program proved to be very successful both internally and externally. The purpose of the internship program is to address the evaluation process, to enhance clinical staff, and to infuse all the mental health programs with a higher level of clinical sophistication. The interns completed almost 300 evaluations during the year. Revision of the evaluation and treatment planning process were extremely beneficial. . The Interns provided additional support to Host Home and Capital Area Head Start programs during the time of transition. CBHNP Chief of Clinical Staff praised KSS as a preferred evaluator.

<Explanation>This policy establishes the intention of Keystone Human Services (KHS) to provide reasonable remuneration to the KHS President and designated Officers in their leadership roles for a large, comprehensive non-profit corporation providing human services.POLICY: It is the policy of KHS to use a compensation system for the KHS President and Officers that will determine the current market value of a position based on the skills, knowledge and behaviors required of a fully competent incumbent. The system used will be affordable, objective and non-discriminatory in theory, application and practice and be in compliance with Federal IRS "Intermediate Sanctions" regulations. PROCEDURES:KHS will use a professional compensation consultant and system recommended by executive management and approved by the Compensation Committee of the Board of Directors. The Committee, operating in their fiduciary capacity, will balance executive performance, market data, and affordability into any decision involving executive remuneration.Total Compensation Analysis:Competitiveness of the President and Officer's total remunerations (all elements of compensation and benefits) is compared to the market median for both base salary and total cash compensation when compared to similar executive roles. The analysis process includes position pricing by title match and job size. The above market approach results will be blended to develop a market reference that reflects components of both the complexity of the positions and the title/organizational size.Responsibilities:On a periodic basis the Compensation Committee of the Board of Directors will review and approve, as appropriate, recommended changes in remuneration based on market analysis, executive performance and organization affordability. As part of the process, the Compensation Committee of the Board of Directors will review and approve, as applicable, total compensation range, which would include base salary, total cash, deferred compensation, benefit plans and perquisites. The Board shall set the position level, salary and benefit components of the total compensation package for the President. The President shall set the position level, salary and benefit components of the total compensation package of officers designated by the Board of Directors. In the event funding is reduced, not available, contracts are lost or a compensation survey indicates the individual is receiving salary and benefits that exceed market level, the salary and benefits may be frozen or reduced.Executive salary and benefits will be allocated and charged to appropriate cost centers at a level that is consistent with all regulatory and contractual obligations and applicable cost allocation plans.OfficersOfficers are executive positions identified and approved by the KHS Board of Directors.Board Compensation Committee A committee consisting of Board members who are not employees of Keystone Human Services and not classified as disqualified persons pursuant to Internal Revenue Service regulations.</Explanation>
