IMPROVING SCHOOL AND HOSPITAL EARTHQUAKE SAFETY IN SOUTH ASIA:GHI AND THE WORLD BANK'S GLOBAL FACILITY FOR DISASTER REDUCTION AND RECOVERY (GFDRR) HAVE FORMED A PARTNERSHIP TO IMPROVE SCHOOL AND HOSPITAL EARTHQUAKE SAFETY IN SOUTH ASIA. THE PROJECT'S ULTIMATE GOAL WILL BE TO PRODUCE CONSENSUS-BASED, COUNTRY-OWNED, DRAFT NATIONAL ACTION PLANS FOR SCHOOL AND HOSPITAL EARTHQUAKE SAFETY IN INDIA AND BHUTAN. THESE DRAFT NATIONAL ACTION PLANS WILL PROVIDE LEADERS WITH SUBSTANTIVE GUIDANCE THAT CAN BE FORMALLY ADOPTED AND THAT CAN ALSO DIRECT IMMEDIATE AND LONG-TERM EFFORTS TO IMPLEMENT RISK REDUCTION ACTIVITIES AS A FIRST MAJOR STEP TOWARD DEVELOPING THE DRAFT NATIONAL ACTION PLANS, GHI AND GFDRR HOSTED A SOUTH ASIA REGIONAL CONSULTATION WORKSHOP ON SCHOOL AND HOSPITAL EARTHQUAKE SAFETY IN NEW DELHI MAY 24-25, 2011. AT THE WORKSHOP, DELEGATES FROM HEALTH AND EDUCATION MINISTRIES IN INDIA, BHUTAN, AND NEPAL, AS WELL AS REPRESENTATIVES FROM REGIONAL AND INTERNATIONAL ORGANIZATIONS PROVIDED INFORMATION ON THE CURRENT PROGRESS TOWARD SCHOOL AND HOSPITAL EARTHQUAKE SAFETY IN THE REGION.SUMMARY REPORT OF THE REGIONAL WORKSHOP IN ADDITION TO THE REGIONAL WORKSHOP, GHI WILL HOLD NATIONAL WORKSHOPS, SMALLER CONSULTATIONS WITH KEY STAKEHOLDERS, AND FOCUSED INTERACTIONS WITH STAKEHOLDER WORKING GROUPS TO ASSIST IN THE DEVELOPMENT OF THE DRAFT NATIONAL ACTION PLANS. THE DRAFT NATIONAL ACTION PLANS, WHICH WILL ADVANCE THE IMPROVEMENT OF EDUCATION AND HEALTHCARE INFRASTRUCTURE, WILL NOT ONLY SAVE LIVES AND REDUCE SUFFERING, BUT WILL ALSO PREVENT AVOIDABLE LOSSES OF HARD-FOUGHT DEVELOPMENT GAINS WHEN AN EARTHQUAKE STRIKES. SEISMIC SAFETY IS KEY TO ENSURING THE SUSTAINABILITY OF THE REGION'S DEVELOPMENT. ANTICIPATED RESULTS:. ONE REGIONAL CONSULTATION WORKSHOP TO ASSESS THE STATUS OF SCHOOL AND HOSPITAL EARTHQUAKE SAFETY EFFORTS IN THE REGION. TWO NATIONAL CONSULTATION WORKSHOPS TO GATHER INPUT FOR DRAFT ACTION PLANS. TWO DRAFT NATIONAL ACTION PLANS ON SCHOOL AND HOSPITAL EARTHQUAKE SAFETY. IMPROVED EDUCATION AND HEALTHCARE INFRASTRUCTURE

TSUNAMI PREPAREDNESS - INDONESIAGHI AND ITS PROJECT PARTNERS, GEOSCIENTISTS WITHOUT BORDERS AND ENGINEERS FOR A SUSTAINABLE WORLD, ARE CONDUCTING A FEASIBILITY STUDY OF VERTICAL EVACUATION STRUCTURES AS A KEY COMPONENT OF TSUNAMI PREPAREDNESS IN SUMATRA. A VERTICAL EVACUATION STRUCTURE IS A BUILDING OR EARTH MOUND THAT IS SPECIALLY DESIGNED TO RESIST EARTHQUAKE AND TSUNAMI FORCES, AND ITS HEIGHT ALLOWS PEOPLE TO EVACUATE ABOVE THE LEVEL OF TSUNAMI INUNDATION. THE MAIN PURPOSE OF VERTICAL EVACUATION STRUCTURES IS TO PROVIDE PROTECTION DURING A TSUNAMI. THESE BUILDINGS ARE ESPECIALLY IMPORTANT WHERE HIGH GROUND DOES NOT EXIST OR WHERE LOCAL EARTHQUAKE SOURCES DO NOT ALLOW PEOPLE ENOUGH TIME TO EVACUATE, BETWEEN THE MOMENT WHEN AN EARTHQUAKE STRIKES AND THE TIME WHEN THE FIRST TSUNAMI WAVE REACHES THE SHORE. VERTICAL EVACUATION STRUCTURES ARE A FAIRLY NEW CONCEPT THAT HAS PROVEN EFFECTIVE; SOME SURVIVORS OF THE 2004 INDIAN OCEAN TSUNAMI WERE SAVED BECAUSE THEY EVACUATED TO MULTI-STORY REINFORCED CONCRETE BUILDINGS. IN THIS PROJECT, AN INTERDISCIPLINARY TEAM IS DEVELOPING A CONCEPTUAL DESIGN FOR A VERTICAL EVACUATION STRUCTURE IN PADANG, WEST SUMATRA, INDONESIA. THIS PROJECT COULD SERVE AS THE FIRST STEP TOWARD MAKING VERTICAL EVACUATION STRUCTURES A MAJOR ELEMENT OF TSUNAMI SAFETY EFFORTS IN THIS VULNERABLE REGION, POTENTIALLY SAVING THOUSANDS OF LIVES. U.S. AND INDONESIAN STUDENTS AND PROFESSORS, GOVERNMENTAL AGENCIES, AND NGOS HAVE COMMITTED TO TAKE PART IN THIS HANDS-ON, CROSS-DISCIPLINARY COLLABORATION.

FINDING DEVELOPING COUNTRIES NEEDS:GHI, IN PARTNERSHIP WITH THE CENTER FOR DISASTER AND RISK ANALYSIS AT COLORADO STATE UNIVERSITY, CONDUCTED AN 18-MONTH STUDY TO INVESTIGATE THE NEEDS OF SELECTED GEM (THE GEM FOUNDATION) BENEFICIARIES AND TO DESCRIBE HOW GEM COULD MOST EFFECTIVELY COMMUNICATE ITS EARTHQUAKE RISK INFORMATION TO PROMOTE MITIGATING ACTION. TO ACHIEVE THESE GOALS, THE PROJECT TEAM TRAVELED TO 11 CITIES IN SEVEN COUNTRIES (BHUTAN, INDIA, INDONESIA, NEW ZEALAND, PERU, TURKEY, AND THE UNITED STATES) TO INTERVIEW MORE THAN 130 GOVERNMENT OFFICIALS, SCHOOL AND HOSPITAL ADMINISTRATORS, AND BUSINESS AND NONPROFIT LEADERS WORKING ON EARTHQUAKE SAFETY IN THEIR COMMUNITIES. THE PROJECT TEAM ANALYZED THE RESPONSES FROM THESE INTERVIEWS AND ORGANIZED THE FINDINGS INTO THREE CATEGORIES: EXISTING EARTHQUAKE RISK REDUCTION PROGRAMS AND ACTIVITIES; EARTHQUAKE RISK REDUCTION RESOURCE NEEDS; AND BARRIERS TO IMPLEMENTING RISK REDUCTION ACTIVITIES. THE PROJECT TEAM THEN DRAFTED A SERIES OF RECOMMENDATIONS, WHICH WERE MEANT TO TURN THE FINDINGS INTO ACTIONABLE STEPS THAT GEM COULD TAKE TO SUPPORT EARTHQUAKE PRACTITIONERS IN SEISMICALLY PRONE COMMUNITIES AROUND THE WORLD.

OTHER PROGRAMS:WITH FUNDING SUPPORT FROM MUNICH RE, THE GEOHAZARDS INTERNATIONAL PROJECT TEAM WILL BEGIN TO ADDRESS AIZAWL'S URGENT NEED FOR MEASURES TO IMPROVE EARTHQUAKE SAFETY, BY PROVIDING LOCAL, AND EVENTUALLY, NATIONAL, GOVERNMENT LEADERS WITH ACTIONABLE INFORMATION ON AIZAWL'S EARTHQUAKE RISK AND MITIGATION OPTIONS. TO FACILITATE WORK IN AIZAWL, GHI HAS DEVELOPED A MEMORANDUM OF UNDERSTANDING WITH THE GOVERNMENT OF MIZORAM'S DEPARTMENT OF DISASTER MANAGEMENT AND REHABILITATION AND HAS HIRED A LOCAL MITIGATION OFFICER. CORE MEMBERS OF THE PROJECT TEAM VISITED AIZAWL IN FEBRUARY 2013 TO MEET LOCAL GOVERNMENT OFFICIALS AND COLLECT DATA AND INFORMATION, AND THEY RECEIVED A VERY WARM WELCOME. GHI PLANS TO HOLD THE FIRST OF TWO IN-PERSON MEETINGS OF THE TECHNICAL ASSISTANCE PANEL IN AIZAWL IN LATE APRIL 2013. SUPPORTED BY FUNDING FROM SWISS REINSURANCE COMPANY (SWISS RE), GHI IS WORKING TO IMPROVE HOSPITAL EARTHQUAKE SAFETY IN INDIA. GHI AND SWISS RE BEGAN BY RAISING THE EARTHQUAKE RISK AWARENESS OF MORE THAN 250 ADMINISTRATORS AND STAFF MEMBERS FROM OVER 100 HOSPITALS IN THE DELHI METROPOLITAN AREA THROUGH A WORKSHOP IT HELD IN PARTNERSHIP WITH THE DELHI DISASTER MANAGEMENT AUTHORITY IN 2008.GHI CONTINUES TO TAKE A LONG-TERM, STRATEGIC VIEW OF THE RISK OF TSUNAMIS. IN ACCORDANCE WITH ITS MISSION, GHI SEEKS WAYS TO ASSIST THREATENED REGIONS WITH TSUNAMI DISASTER AWARENESS, PREPAREDNESS, PREVENTION AND MITIGATION MEASURES. OTHER PROJECTS INCLUDE EFFORTS TO RAISE AWARENESS OF EARTHQUAKE RISK IN DEVELOPING COUNTRIES. THE DISSEMINATION OF INFORMATION ABOUT EARTHQUAKE RISK AND HOW GHI SEEKS TO REDUCE THAT RISK OCCURS THROUGH NEWSLETTERS, PRESS RELEASES, A WEBSITE, WORKSHOPS, MEETINGS, SEMINARS, SPEAKING ENGAGEMENTS, AND EVENTS. RESOURCES OF TIME AND ENERGY ARE ALSO SPENT COLLABORATING WITH OTHER ORGANIZATIONS THAT ADDRESS RELEVANT ISSUES IN ORDER TO STRENGTHEN THE EFFECTIVENESS OF GHI.
