At our National Conference, we trained over 800 victim service professionals, emphasizing a multidisciplinary approach to sharing promising practices, current research, and effective programs and policies that are victim-centered, practice-based, and research-informed. We developed an extensive resource guide of public awareness materials for annual observances of National Crime Victims' Rights Week. The resource guide was used by victim service providers and allied professionals across the country to heighten public awareness of crime victim issues. The problem of rape kit backlogs in forensic labs and untested rape kits in police and sheriffs' department across the country is a national disgrace and an affront to sexual assault victims. We undertook a project to ensure that the effort to reduce backlogs includes a victim-centered system response and service provision. We developed a series of recommendations regarding the coordination of the child welfare system and the nation's response to child victims of human trafficking. We began a public education campaign to raise awareness of the criminal and civil statute of limitations for adult victims of child sexual abuse. 420070 0 128951 Civil Justice: National Center for Victims of Crime's National Crime Victim Bar Association provided technical support to attorneys representing crime victims in civil actions, referred crime victims to attorneys in their local areas, and worked to increase general awareness about the availability of civil remedies for victims of crime. We provided access to a civil justice database, containing more than 11,000 annotated summaries of civil cases brought by crime victims. We hosted an attorney referral phone line to refer victims to attorneys who may be able to represent them in appropriate cases. We held a conference for attorneys who represent crime victims in the civil justice system. Conference presentations included preparing child sexual abuse victims to testify, civil remedies for students who are victims of assaults, and the role of the civil justice system in addressing the growing problem of elder abuse. We held regional seminars for crime victim service professionals, informing them of the right of every crime victim to file a civil lawsuit seeking financial compensation from the perpetrator or from other parties whose unreasonable conduct gave rise to conditions that allowed the crime to occur. We created VictimLaw, a free, comprehensive, user-friendly online database of victims' rights statutes, tribal laws, constitutional amendments, court rules, administrative code provisions, and case summaries of related court decisions that meets the needs of a wide variety of users with different levels of substantive and technological expertise. We developed policy-related resources and tools to help victim-serving professionals. Victim service professionals received thoughtful policy analysis, reports on best practices, late-breaking news alerts, and tools to educate their communities on victims' issues. We ensured that communities' efforts to reduce backlogs and untested sexual assault kits include a victim-centered system response and service provision. We organized a roundtable of child welfare, law enforcement, and child trafficking experts to develop recommendations on how the child welfare system can protect the safety and rights of child victims of human trafficking. 151860 0 0 Research and Evaluation: National Center for Victims of Crime undertook research projects that advanced the knowledge of victim issues. We began a project that will result in an improved multidisciplinary response to victims of child pornography and a reduction in the ongoing trauma associated with this crime. We analyzed the legal rights of child pornography victims, their service needs and barriers, evidence-supported interventions, and promising practices for responding to these victims. The 2012 Leadership Award recipient was David Lawrence, Jr. As president of the Early Childhood Initiative Foundation and leader of The Children's Movement of Florida, Mr. Lawrence has long advocated for making children the state's top priority for investment and decision-making. Mr. Lawrence has been involved in child protection and education efforts in Florida for many years, and he serves on the the Governor's Children's Cabinet. Mr. Lawrence twice chaired the Florida Partnership for School Readiness. The 2012 Service Award recipient was Justice Stanley Feldman. For 21 years as a Justice of the Arizona Supreme Court, Justice Feldman authored opinions that increased access to justice for victims of drunk driving and negligent security. Justice Feldman championed rules of court that recognized the rights of crime victims to be treated with fairness, dignity, and respect. Justice Feldman's service continues as chairman of the Amicus Committee for the Arizona Association for Justice.
