GENERAL PROGRAM: This program fields an experienced team of registered lobbyists on Capital Hill working for peace, social justice, environmental sustainability and good government. Through conversations with members of Congress and their staff, meetings with coalition groups, and contacts with administration officials, FCNL identifies practical steps that people around the country can take to move federal policy in the direction of the world we seek. Our general program work supports many of the specific program areas described in other parts of this document and also incorporates our efforts to defend civil liberties for all persons, and to promote human rights around the world especially through international institutions and law. Each year, more than 200 Quakers and others from around the country gather in Washington for an annual conference to discuss FCNL's work, hear first hand about specific public policy issues of importance to that work, and make decisions about its focus and policy basis. FCNL engages young adults in a year long internship program that provides professional formation as leaders and advocates for a more peaceful and just world. FCNL also hosts an annual young adult lobby weekend that attracts college students to Washington for a weekend of education, lobby training and meetings in the offices of Congressional members.

QUAKER NUCLEAR DISARMAMENT PROGRAM: This program identifies the next steps Congress and the administration can take to rid the world of nuclear weapons. Our staff engages members of Congress and consults with administration officials and colleague organizations to define concrete change strategies to win congressional ratification of treaties to limit deployed nuclear weapons in the U.S. and Russia and ban nuclear testing and to support funding for non-proliferation programs. We use this information to create focused, strategic campaigns in specific states and Congressional districts that will result in legislation reducing the number of nuclear weapons in the world today.

OUTREACH AND COMMUNICATIONS PROGRAM: FCNL works with a network of some 60,000 people from many different races, religions, and cultures, and provides small practical steps that people around the country can take to advance nonpartisan legislation or other public policy initiatives. Through newsletters, email alerts, telephone calls and travel around the country, we help individuals and communities advocate for social and economic justice, peace, and good government. Our War Is Not the Answer Campaign has distributed more than 1.2 million bumper stickers, yard signs and other materials in the United States during the last decade. The signs have started conversations and helped to nurture local efforts to encourage citizen engagement with their government.

NATIVE AMERICAN ADVOCACY PROGRAM: FCNL works to promote and preserve tribal sovereignty of indigenous peoples within the United States, and supports legislation that respects their rights, promotes their well-being, honors treaty commitments, and fosters understanding. The program distributes monthly email updates on federal policy issues relating to Native Americans and publishes a newsletter, the "Indian Report," approximately three times per year. The program serves as an information hub for interfaith colleague organizations.

ENERGY AND ENVIRONMENT PROGRAM: FCNL lobbies Congress and provides tools for the public to lobby Congress about the importance of bold and immediate measures to counter global climate change and assist threatened human populations at home and abroad. We promote deep, quick, and fair reductions in U.S. greenhouse gas emissions through regulation and incentives for energy conservation and efficiency, accelerated development and use of renewable energy resources, sustainable agriculture, public transportation, and other effective means. We work to build nonpartisan support for the EPA's ability to regulate greenhouse gas pollution, and bring faith communities and consumer groups into the environmental debates in Congress. FCNL is located on Capitol Hill in a LEED-certified building developed to demonstrate our witness for sustainable energy.

DOMESTIC POLICY PROGRAM: FCNL focuses on Federal government policies that have a tremendous impact on the lives of ordinary people in the United States. FCNL's domestic policy group mobilizes people around the country to support proven, effective, federal government programs and provide more funding for those programs. We help individuals and communities in this country lobby for legislation that provides equitable access to health care, supports common sense immigration laws that respect the rights and dignity of all immigrants, funds proven programs that alleviate poverty and address pressing human and community needs, such as food, housing, education, and opportunities for meaningful employment. We focus on shifting U.S. budget priorities towards these issues rather than on excessive military spending.

FOREIGN POLICY PROGRAM: FCNL works for demilitarization of U.S. foreign policy and aid programs. We educate Congress and the public about the importance of reductions in the overall military budget and in worldwide U.S. military operations. In this work, we emphasize joint aid, civilian peace building, and regional diplomacy, especially in relation to Iran, Iraq, Afghanistan, and Pakistan. We see the conflicts in the Greater Middle East as interrelated. We have called for the withdrawal of all U.S. military troops and bases from Iraq and Afghanistan, for sustained diplomatic negotiations with all of the countries in the region (including Iran and Syria), and for sustained U.S. development aid through international organizations.

PEACEFUL PREVENTION OF DEADLY CONFLICT PROGRAM: FCNL works with our grassroots constituency to support legislation to strengthen civilian capacities for diplomacy, development, and international cooperation, while halting and reversing the militarization of U.S. foreign policy. The United States has invested hundreds of billions of dollars to build capabilities to fight and win wars but little money or time in developing the tools necessary to prevent deadly conflict. As a result, when U.S. policymakers look for tools to respond to wars and escalating conflicts, they find a toolbox with only one implement - a military hammer.
