Group Northeastern Pennsylvania Health Corporation, dba Hazleton General Hospital Line Part V, Secti The CHNA plan was adopted in December 2013 and, therefore, the objectives were not met as of 12/31/13. It is expected the plan will be completed within the 12 months from the implementation date of the CHNA report. Group Northeastern Pennsylvania Health Corporation, dba Hazleton General Hospital Line Part V, Secti All uninsured individuals received a 70 discount in 2013. The hospital monitors the overall collection rates experienced from commercial carriers as well as that of Medicare and uses the average of the two to gauge the discount applied to the bills of uninsured individuals. The uninsured discount is a higher percentage discount than the average of our top 3 insurance carriers. Part I Line 3c Hazleton General Hospital uses the FPG to determine eligibility for providing free and discounted care. All uninsured patients with family incomes greater than 400 of the Federal Poverty Guidelines FPG receive an Uninsured Discount of 70 off billed charges. This discount lessens the financial burden on uninsured patients and allows them access to discounts comparable to those offered to insured patients. Part I Line 3c Patients with family incomes at 400 of FPG or less are eligible for greater financial assistance discounts. Part I Line 6a Hazleton General Hospital annual community report is currently being prepared. Upon completion, the report will be available upon request or on our website at http//hazleton.lvhn.org/ Part I Line 7 Amounts used in the calculation of Charity Care and Other Community Benefits at Cost were calculated utilizing the optional supplemental worksheets provided by the IRS instructions to Schedule H. Part II The community building activities promote the health of the community. These activities include Patient Advocate Services, Interpretation Services and Patient Satisfaction Surveys, which assist the patients with the quality of care that they receive. Part III Line 2 Amounts reported as bad debt expense are reported net of applicable patient payments. Insurance payments and contractual allowances as well as other hospital discounts for which the patient is deemed eligible. The ratio of costs-to-charges RCC is applied to the net amount to determine the hospital cost of bad debt expense. Part III Line 3 Bad debt expense is calculated using the worksheet provided by IRS instructions. The bad debt expense attributable to patients eligible under our charity care policy was estimated using a sampling of accounts transferred to bad debts that were written off. We ran the patient information that we had through a third-party software package to determine estimated eligibility for charity care had the patient provided the information necessary to complete the charity care application. Part III Line 4 The footnote to our financial statements that describes the bad debt expense can be found on page 9 in the attached financial statements. Part III Line 8 For 2013, the Medicare shortfall is 910,711 using only allowable costs however, if all costs are considered, a shortfall would exist of 2.9 million.
