Additional programming conducted during 2013: HungerU is an experiential education tour that raises awareness for the global hunger crisis on college and university campuses. In 2013 HungerU reached over 1 million students and 200,000 campus and community leaders. Along the way HungerU had personal, one-on-one conversations with over 35,000 students on 27 campus communities and at the National FFA convention. In Spring 2013 the Foundation's Washington, DC office co-hosted an educational briefing on Capitol Hill with the Senate Hunger Caucus that focused on "International Agriculture and Food Security" and featured Bill Gates of the Bill & Melinda Gates Foundation. The Foundation's Annual Farm Journal Forum in December 2013 also featured policy discussions important to solving the global hunger crisis. In late 2013 the Foundation announced plans for the 2014 launch of the a new program called the Farm Team: building a national network of farmers passionate about the role of agriculture in addressing hunger around the world. The Farm Team trains farmer leaders to educate policy makers, promoting U.S. leadership against global hunger and support for global agricultural development as the most effective response to this global crisis. However, to-date, the Foundation has developed policies as follows: (1) Request of supporting documentation from the grantee such as audited financial statements, board of directors list, and its IRS determination letter. (2) Preparation of formal written grant agreements. (3) Procedures for conducting continual discussions throughout the agreement timeline with the grantee organizations. In the future, the Foundation intends to implement a policy of obtaining from the grantee organization narrative and financial reports at least once per year and final reports at the end of the grant term. The narrative report must detail how the grantee performed against each expected deliverable or objective as stated in the grant agreement. The financial report must contain an accounting of the operating expenses for the grant period and the total amount of the Foundation's funds expended at such date. Both of these reports will be reviewed by the Foundation program staff and finance or accounting staff. As the Foundation's grant program develops, possible site visits where the funds are supporting an active program may be conducted at the discretion of the Foundation's program staff. The Foundation's board authorized a monthly management fee from FJI for $44,000 per month, $528,000 annually in 2013, for providing support services. An officer of the Foundation serves as an officer on an entity (Nottoc LLC) other than a tax-exempt organization under section 501(c) or a governmental unit or instrumentality. FORM 990 REVIEW Form 990 is prepared by an international accounting firm under the direction of the foundation's finance staff. It is reviewed in depth by the audit committee of the foundation's board of directors who meet with the finance staff and independent tax preparers/advisors to perform this review. A copy of the Form 990 is given to each member of the Board of Directors. Form 990 is filed with the Internal Revenue Service after the Board has passed a resolution to approve it. CONFLICT OF INTEREST POLICY The Foundation has developed a conflict of interest policy. The Foundation has not yet developed a procedure for officers and directors to annually disclose interests that could give rise to conflicts. This procedure is being worked on by the Foundation. The Foundation made efforts to regularly and consistently monitor and enforce compliance with the conflict of interest policy.
