We also work to protect progress made to protect working Coloradoans and secure their financial stability.Key achievements in 2013 include:Release of Retirement at Risk, a report analyzing who has access and who does not to retirement savings plans at work in Colorado.Progress in alleviating the cliff effect in Colorados Child Care Assistance Program. The cliff effect occurs when small gains in income lead to much larger losses in benefits, and this effect often discourages working families from accepting raises or increased hours that could help them move toward economic self-sufficiency.Continued success of payday lending reform recent reports indicate that Coloradans are saving $40-$50 million annually in fees due to the reforms, and the Pew Charitable Trusts recommended Colorados reforms as a potential model for other states.Education: The Bell provides research, analysis, public education and advocacy on policies that help Colorado bridge the achievement gap for low-income students, students of color, and English language learners, and increase graduation rates. We also focus on policies that expand access, affordability, and successful completion of post-secondary education and skills training, both for traditional students and for adults already in the workforce.Key achievements in 2013 include:Preserving need-based financial aid for part-time and non-traditional students.Policies to integrate adult basic education with skills training classes, so that adults with low literacy skills can more quickly secure credentials that qualify them for higher-paying jobs.Policies that create a career pathway for low-skilled, low-income adults in the manufacturing sector.Continued success of concurrent enrollment programs that allow students to gain college credit while still in high school; 22% of Colorado juniors and seniors are participating, including a significant number from communities of color. Data indicate that many of these students are the first in their families to attend college, and that their college retention rates and grade point averages outpace their peers.Health: The Bell advances policies that expand access to affordable health care, begin to address our long-term care needs as a state, and provide critical information on health policy topics to decision-makers and citizens.Key achievements in 2013 include:Expanding funding for Colorados Area Agencies on aging, reducing the waiting list of services that help aging Coloradoan's stay in their homes longer and delay costly nursing home care.
