Its overarching goal is to improve the community's ability to conduct analysis that addresses the needs of human service organizations throughout the County. The committee seeks input from all sectors represented by our membership in establishing policy priorities. The committee tracks legislation and informs members of legislation affecting their organization and/or clients, testifies on priority issues, and tracks/updates self-sufficiency indicators for use by members and elected officials. Over 300 service providers, community leaders and advocates attend this event. This is the only fundraising event held by ACS. Event sponsorships and program advertising are used to raise funds to support ACS' programs and services. Bylaw Change #2 Expanded mission to include "community" and human services "2) sponsoring and conducting cooperative planning for delivery of community and human services" Bylaw Change #3 Expanded Officers to include a President Elect "ARTICLE VI OFFICERS Section 1. Officers of the Association shall be President, President Elect, Vice President, Secretary, and Treasurer" Bylaw Change #4 Defined the role of Vice President/President Elect:"Section 4. The V President Elect shall perform the duties of the President in the absence or inability of that Officer to act, and perform other duties assigned by the President. The President Elect shall be nominated to be President in the event of a vacancy in the Presidency, unless the Board determines it is in the best interest of the Association not to do so. Section 5. From time to time there may be a Vice President, at the option of the Board, who shall perform such duties assigned by the President." Bylaw Change #5 allowed electronic voting on amendments to b:laws on emergency basis: "Section 2. These Bylaws may be amended on an emergency basis by an affirmative vote transmitted electronically by a two-thirds majority of at least 20% of the membership, provided that the proposed amendments shall have been reviewed and approved by the Board of Directors, and provided the proposed amendments have been submitted in writing (Electronic transmission is acceptable) to each member at least thirty (30) days before action is taken."
