Similar to Board certification in fields such as medicine, this rigorous, performance-based, peer-reviewed process enables teachers to demonstrate that they meet the profession's highest standards of accomplished practice. During 2013, the National Board celebrated 106,000 National Board Certified Teachers (NBCTs). These accomplished educators are advancing student learning and achievement across the country, representing all 50 states and 25 certificate areas, from Pre-K through 12th grade. The certification process is managed by staff in the National Board's Arlington, Virginia, headquarters, with all operational support (customer service, fee processing, materials management, etc.) carried out at the Board's San Antonio, Texas, Operations Center. Scoring of portfolio entries in 2013 was performed under contract with a major international testing company. After the conclusion of the scoring process in 2013, the functions of the San Antonio Operations Center were transferred to the testing contractor, in conjunction with implementation of a new Master Services Agreement. 7906987 Policy, Mobilization & OutreachThe organization continued its work in a major strategic priority: Engaging National Board Certified Teachers (NBCTs) as advocates and leaders in elevating the teaching profession. The National Board brought together representatives of NBCT networks as key players in this effort. The National Board is active in education policy discussions in many states and in the federal government, working with both consultants and NBCTs to engage policy makers in Boards of Education, state legislatures, Congress and nonprofits working to promote excellence in teaching and learning. The Board was awarded a federal SEED grant in 2013 to create environments in multiple states and districts that promote National Board Certification. Work began on this effort in the fall of 2013. Work continues on a federal TIF grant that is supporting development of a performance-based compensation system in an urban and a rural district. 3589845 Educator EffectivenessThis program focuses on the development and revision of National Board Standards, which are created by teachers, for teachers; the development of products and services aligned to the National Board's mission; and research to assess the impact of National Board Certification on student learning, achievement and the profession.Included in this program is the ongoing review and updating of the National Board's Standards. During 2013, work began on revising the Career and Technical Education Standards.In 2013, the National Board continued the development of ATLAS (Accomplished Teaching, Learning and Schools), a resource designed to help spread accomplished teaching throughout the profession. ATLAS is a unique online library of videos showing NBCTs at work in their classrooms, paired with their own written commentary on their instruction and students' learning. The National Board initiated partnerships with states and districts to pilot the development of ATLAS to support teachers across the educator career continuum, with work beginning in 2013 to pilot ATLAS in teacher preparation programs. This product is scheduled to be introduced to the broad market in 2014. During 2013, this was not a taxable benefit for employees. Part I, Line 4a Mario Maciel, George Bentley and Joyce Smith - Received severance payments in 2013 Form 990, Part III, line 3 During 2013, a new arrangement with NCS Pearson was established, effective in 2014. This arrangement engages Pearson in a new relationship whereby Pearson manages the functions formerly performed in the Organization's San Antonio operations support facility and shares revenue with NBPTS. National Board closed the San Antonio facility during 2013, transferring the functions and the majority of employees to Pearson. The NBRIC 2 system was transferred to Pearson and other fixed assets in San Antonio were abandoned or sold by NBPTS, resulting in a loss on the disposal of $4.9 million. With this transition, NBPTS maintained ownership of all financial accounts. Form 990, Part VI, Section B, line 11 The 990 is prepared by the National Board's accounting firm, with close coordination of the Finance & Accounting Department. The draft Return is thoroughly reviewed by the Interim Chief Financial Officer and the President & CEO before acceptance for electronic filing. At the point at which the Return can be filed, a copy is posted on a secure web site for members of the Board of Directors to view. Comments may be addressed to NBPTS staff by members of the Board of Directors. After the comment period, the Return is electronically filed. Form 990, Part VI, Section B, line 12c Board of Director members annually receive a list of substantial vendors and disclose any dealings with or interests in those vendors. Board members are expected to recuse themselves from any deliberations or votes where a conflict of interest may occur. Staff, including those whose positions are as corporate officers, are not required to make annual disclosures. Executive Committee of the Board is required to approve all contracts in excess of $250,000. Form 990, Part VI, Section B, line 15 The CEO is a contract position whose duties and responsibilities are determined, supervised, and measured by the Executive Committee of the Board of Directors. Typically, an executive search firm is engaged to manage and oversee the selection process of the CEO position. The Executive Committee of the Board engages an independent compensation consultant to make recommendations as to appropriate compensation levels for the CEO, based on compensation of CEOs in similarly sized and located organizations. Deliberations and minutes of the Executive Committee are kept in the organization's records. NBPTS hires employees, including those at an officer or executive level, at market rates and provides salary increases based on equity adjustments and/or cost of living. NBPTS periodically compares salaries for its positions to external sources and uses the results of this review to make adjustments to correct market imbalances. Salary information for all levels of employees is provided annually to the Finance Committee. The CEO's compensation was last negotiated upon his hire in November 2011. The contract had annual inflators for yearly increases. During 2012, the CEO reset executive salaries. There has been no change in executive salaries since.
