In 2013, the Legal Clinic staffed 198 community intake sessions at six existing sites and opened 941 new client matters. By far, the largest number of cases related to shelter (250), followed by cash benefits (164) and subsidized housing (145). We recruited more than 125 new volunteers in 2013, for a total active volunteer network of 350 volunteer attorneys, legal assistants, students and community members. About 250 of these volunteers are active in our intake program; about 80 have volunteered to assist us with our hypothermia outreach and litigation (see below). The remaining volunteers are board members and in-house law clerks. We have 15 site adoption partnerships with law firms, faith congregations and national non-profit organizations, and we are developing relationships with several additional firms. We shifted one intake site from to N Street Village in 2013 with the hope of reaching more potential clients; after only four months, N Street already has proven to be a robust and thriving site! We also finally have identified an appropriate location East of the River to open a seventh community intake site. We will partner with the Petey Green Community Center on MLK Avenue to conduct intake and serve clients in Anacostia and surrounding neighborhoods, as well as the 801 East Shelter located nearby. In addition the Legal Clinic leveraged over $4 million in pro bono legal services from DC law firms and lawyers to provide services to clients. 199553 Affordable Housing Initiative - This program is the Legal Clinic's effort to systematically address the needs of DC residents most deeply affected by poverty and the shortage of affordable housing. The goal of the Initiative is to prevent homelessness and preserve and expand the supply of affordable housing in the District of Columbia through litigation, systemic advocacy, and public education.Our 2013 representation touched 732 different tenant households. Our DC Housing Authority work during 2013 focused on the closure of the wait list to new applicants (in April 2013) to assure that applicants' interests were protected; improving proposed changes to the Housing Choice Voucher Program (HCVP) Administrative Plan, as well as other changes in various agency policies. We have also worked with the DC Department of Consumer and Regulatory Affairs to improve housing quality and conditions for low-income DC renters. 127593 5165 Fair Budget Coalition - The Legal Clinic for the Homeless is the fiscal sponsor of The Fair Budget Coalition (FBC). The Legal Clinic accepts grants and donations on FBC's behalf and restricts their purposes for FBC projects. Once she has discussed her questions with Raffa, P.C. and understands their answers she forwards the federal Form 990 to the Executive Director, the Finance Committee (the current Treasurer of the Board of Directors and the former Treasurer) and the President for their review. If they have any questions to which the Administrator cannot respond the Legal Clinic contacts Raffa, P.C. for further explanation. The completed federal Form 990 is provided to the full Board of Directors for review via email prior to filing with the Internal Revenue Service. Form 990, Part VI, Section B, line 12 At the Legal Clinic's annual meeting, or early in the year, each Board Member is asked to sign the Conflict of Interest Policy Statement. We follow up with any Board Member who is not at the meeting to ask them to sign the Statement. In addition, the conflict of interest policy specifies that the Board Members "understand that if at any time during which I serve as a Director, Officer or Key Employee of the corporation, any of the foregoing representations in this Statement are no longer accurate, I will within 30 days of the event creating the inaccuracy, file with the Corporation a new, accurate and updated Statement." The Clinic has not imposed any sanctions or penalties for the failure to file conflict statements, and has never had a situation which required enforcement of the policy. If increases are given, they are generally a 3% COLA and a step increase of $1,000 given in July to the entire staff. This action is budgeted for in the annual budget which is approved by the Board of Directors when they approve the budget at their annual meeting. The approval of the annual budget is documented in the Board of Directors minutes. Although it is budgeted, it is done so with the caveat that it will again be reviewed and re-approved by the Finance Committee prior to the July payroll after the Board of Directors has considered the current financial position of the Legal Clinic.
