The NDHC has three types of grants available for humanities projects: quick grants ($500 or less), small grants ($3,000 or less) and large grants (greater than $3,000). The NDHC awarded 13 quick grants, 17 small grants and 15 large grants (total of 45 grants). 47863 0 0 NORTH DAKOTA CHAUTAUQUA: Scholars presented programs under a tent using first-person, historical characterizations of influential people in United States history. The theme of the 2013 program was "The Civil War: Conflict and Courage Accross the Country" and featured President Abraham Lincoln, General George Armstrong Custer, Cherokee Chief Stand Watie and General Ely Parker. Eight programs were held in Bismarck and Almont during August, 2013 and had a combined attendance of 560 people. 46886 0 0 ON SECOND THOUGHT MAGAZINE: The purpose of the "On Second Thought" magazine is to give the readers a humanities perspective on current issues in an entertaining and highly readable format. The NDHC published two issues during the year: the "Yesterday's War Today" issue, and the "Sense of Place" issue. All grant applicants are required to submit a written application describing the proposed project in detail along with a budget which conforms to NDHC guidelines. Successful applicants sign a written grant agreement and submit program evaluation reports and a final expenditure report to the NDHC at the end of the project. Larger grantee organizations are subject to the audit requirements of OMB Circular A-133; any findings related to the expenditure of NDHC funds are required to be reported to the NDHC office along with a plan of corrective action. F990_P06_S0B_L11b Form 990, Part VI, Section B, Line 11b The form 990 and associated schedules were prepared by the Associate Director and reviewed and signed by the Executive Director. The NDHC board was emailed a copy of the form 990 and the associated schedules before the return was filed with the IRS. F990_P06_S0B_L12c Form 990, Part VI, Section B, Line 12c At each meeting of the NDHC board of directors, actual and potential conflicts of interest are discussed and ruled on by the Chair before discussion and voting on grant applications takes place. Any board members deemed to have a conflict of interest are excused from the meeting during the discussion and abstain from voting on the relevent grant application. The Chair also monitors the outside activities of the Executive Director to ensure that no actual or potential conflicts of interest are taking place. Employees are required to disclose to the Executive Director any outside activities which could be considered an actual or potential conflict of interest. F990_P06_S0B_L15 Form 990, Part VI, Section B, Line 15 The compensation of the Executive Director and the Associate Director are reviewed annually and any adjustments are approved by the NDHC board of directors. The NDHC executive committee conducts performance reviews and takes into consideration the salary survey data for state humanities councils provided by the Federation of State Humanities Councils. All NDHC board actions related to compensation are recorded in the board meeting minutes. The review and approval of compensation adjustments last took place at the October 2013 NDHC board of directors meeting.
