Through conversations with members of Congress and their staff, meetings with coalition groups, and contacts with administration officials, FCNL identifies practical steps that people around the country can take to move federal policy in the direction of the world we seek. Our general program work supports many of the specific program areas described in other parts of this document and also incorporates our efforts to defend civil liberties for all persons, and to promote human rights around the world especially through international institutions and law. Each year, more than 200 Quakers and others from around the country gather in Washington for an annual conference to discuss FCNL's work, hear first hand about specific public policy issues of importance to that work, and make decisions about its focus and policy basis. FCNL engages young adults in a year long paid internship program that provides professional formation as leaders and advocates for a more peaceful and just world. FCNL also hosts an annual young adult lobby weekend that attracts college students to Washington for a weekend of education, lobby training and meetings in the offices of their Congressional delegation. 36388 QUAKER NUCLEAR DISARMAMENT PROGRAM: This program identifies the next steps Congress and the administration can take to rid the world of nuclear weapons. Our staff engages members of Congress and consults with administration officials and colleague organizations to define concrete change strategies to win congressional ratification of treaties to limit deployed nuclear weapons in the U.S. and Russia and ban nuclear testing, and to support funding for non-proliferation programs. We use this information to create focused, strategic communications in specific states and Congressional districts that will result in legislation reducing the number of nuclear weapons in the world today. 390904 OUTREACH AND COMMUNICATIONS PROGRAM: FCNL works with a network of some 60,000 people from many different races, religions, and cultures, and provides small practical steps that people around the country can take to advance nonpartisan legislation and other public policy initiatives. Through newsletters, email alerts, social media,telephone calls and travel around the country, we help individuals and communities advocate for social and economic justice, peace, protection of the environment, and good government. Our War Is Not the Answer Campaign has distributed more than 1.2 million bumper stickers, yard signs and other materials in the United States during the last decade. The signs have started conversations and helped to nurture local efforts to encourage citizen engagement with their government. 4703 NATIVE AMERICAN ADVOCACY PROGRAM: FCNL works to promote and preserve tribal sovereignty of indigenous peoples within the United States, and supports legislation that respects their rights, promotes their well-being, honors treaty commitments, and fosters understanding. The program distributes monthly email updates on federal policy issues relating to Native Americans and publishes occasional papers, the "Indian Report," on larger conceptual issues three times per year. The program serves as an information hub and advocacy coordinator for interfaith colleague organizations. 56612 ENERGY AND ENVIRONMENT PROGRAM: FCNL lobbies Congress and provides tools for the public to lobby Congress about the importance of bold and immediate measures to counter global climate change and assist threatened human populations at home and abroad. We promote deep, quick, and fair reductions in U.S. greenhouse gas emissions through regulation and incentives for energy conservation and efficiency, accelerated development and use of renewable energy resources. 73997 DOMESTIC PROGRAM: FCNL focuses on Federal government policies that have a tremendous impact on the lives of the majority of the people in the United States. Working with our national network and with faith-based and general advocacy coalitions, we urge support and more funding for proven, effective, federal programs that that alleviate poverty, hunger, and homelessness, provide equiable access to high quality health care and education, and address other pressing human and community needs. We take the lead among our coalition partners in advocating for reordering of federal spending priorities that meet the actual needs of the nation, rather than overspending on an excessive military budget. Our domestice policy program also addresses the nation's need for a rational, workable and compassionate immigration system, and immigrants' needs for fair process, assistance in re-settlement, and safety throughout the immigration process. We urge rational consideration of spending priorities relating immigration, balancing the need for more administrative and social services with the current trend to overspend on enforcement, border security, detention and deportations. We work to reduce mass incarceration through reforms in federal sentencing laws and to curtail the militarization of local law enforcement. 115794 FOREIGN POLICY PROGRAM: FCNL works for demilitarization of U.S. foreign policy and aid programs. We educate Congress and the public about the importance of reductions in the overall military budget and in worldwide U.S. military operations. In this work, we emphasize joint aid, civilian peace building, and regional diplomacy, especially in relation to the Middle East and Africa. We work to repeal the 2001 Authorization for Use of Military Force. 42433 PEACEBUILDING PROGRAM: FCNL works with our grassroots constituency to support legislation to strengthen civilian capacities for diplomacy, development, and international cooperation, while halting and reversing the militarization of U.S. foreign policy, including U.S. policies developing the tools necessary on counterterrorism.
