We start by conducting an assessment that evaluates the criminogenic risks of the client and from there we develop an informed individualized plan based on the highest priority needs. Each person's plan can range from (1) assistance with basic needs and referrals for housing, substance abuse treatment programs, and other social services, (2) enrollment in courses that address criminal thinking behaviors, (3) assistance with and employment, job placement, professional development, workplace skills courses, and job retention training, (4) one-on-one and group-based therapeutic services, and (5) socialization activities including outings, networking and advocacy. OAR speaks to community groups and business groups about the need to employ individuals coming home from incarceration as a way to help them become productive citizens, resulting in a safer community. Participation in the reentry program is completely voluntary for the clients. 295300 64085 Community Service: Community service is a form of alternative sentencing. Through community service, clients are invited to take responsibility for past actions and repair the damage done by giving back to the community and providing a service that enriches the lives of others. Judges will often assign individuals involved with the justice system for the first time community service hours rather than incarcerate them. OAR administers the program for Arlington County and the City of Falls Church courts, providing work assignments in the community for youth and adults and we partner with over 300 nonprofit and government agencies to place our clients for community service work. The OAR Community Service Department serves the following clients (1) Individuals who are court-ordered to complete community service through the Arlington County or City of Falls Church Courts, (2) Individuals who have been approved by a Judge to complete community service in lieu of paying their court costs, (3) Individuals who are referred by their attorney to complete community service pre-trial. Some examples of community service opportunities at local nonprofit organizations can include helping in a food bank, assisting the elderly, participating in a car wash for county vehicles, shelving books at the library, tutoring at an after school program, and cleaning up a park. OAR clients also participate in local community events including the annual Arlington County Fair, Air Force Cycling Classic, Columbia Pike Blues Fest, and Rosslyn Blues Festival, among others. In FY15 OAR worked with over 1,800 clients who give back to the community over 121,000 hours of community service valued at $1,481,308. 97234 Pre-release Programs: Putting incarceration time to good use is a challenge. OAR staff and volunteers in the community facilitate orientations, classes, mentor, tutor, and provide case management to incarcerated individuals in the Arlington County Detention Facility, the Alexandria Detention Center, and Coffeewood Correctional Center. We also begin the process of preparing clients for reentry so that when they are released they have a head start. Courses include employment readiness, computer labs, financial management, anger management, conflict resolution, health awareness, math for the trades, healthy relationships, current events, ethics, parenting, and thinking for a change. Case managers work with clients pre-release on their top risk/needs while they are preparing to be released. In addition, OAR provides toys to the children of incarcerated parents in the Detention Facility and those recently released over the December holidays. 141171 Outreach Services: OAR reaches out to various groups within the Northern Virginia area each week to educate them about the criminal justice system, and specifically the barriers that former offenders face when coming out of incarceration. We host events; we speak at civic and faith based meetings; and we actively recruit volunteers year-round to help staff various OAR programs and start new supportive relationships. We involve our current and former clients in this effort as they learn and continue to advocate for themselves. Several clients and former clients have spoken to groups and public officials giving the community a unique perspective. We also started the Northern Virginia Interfaith Reentry Collaborative, bringing together churches, temples and mosques to learn about and support the needs of returning citizens.
