A draft of the form 990 is reviewed by the Executive Director and the Finance Committee. After the review, the form 990 is presented to the Board of Directors prior to filing the return. The fiscal manager is responsible for keeping the policy on file. Form 990, Part VI, Section B, Line 15 An established salary scale for the employees is used. A compensation review of the salary scale is undertaken every other year. Compensation is related to college degree, work experience, and years on the job. Management reviews and recommends a cost of living increase (COLA) to the Board of Directors at the September meeting. If Early Head Start or Head Start have a higher increase, then that amount is used.
