Upon the committee's majority vote to approve the expenditure, crittenton management may appropriate up to a limit of net investment income earned by the fund in a given year for expenditure in total, or in part, in any subsequent year. Once approved for expenditures, the quasi-endowment fund budget shall be incorporated in the corporation's annual budgeting process. All expenses incidental to the management and oversight of the quasi-endowment shall first be recouped prior to the calculation of funds available for expenditure. Any unexpended funds from those available for distribution in a given year will remain in the equity base of the quasi-endowment unless otherwise designated by action of the quasi-endowment committee. No portion of the quasi-endowment shall be borrowed, including any temporary usage for any need of the organization, and no portion of the quasi-endowment shall be used to defray annual operating expenses of the organization.
