<ExplanationTxt>NOTABLE ACCOMPLISHMENTS IN 2015: ENGINEERING AN EFFECTIVE HOMELESS CRISIS RESPONSE FOR FAMILIES: IN 2015, BUILDING CHANGES CONTINUED TO IMPLEMENT, TEST AND EVALUATE PILOT PROJECTS TO IMPACT FAMILY HOMELESSNESS, DRAWING A CLEARER PICTURE OF THE STRATEGIES THAT WORK BEST. AS A RESULT, BUILDING CHANGES CAN IDENTIFY THE MAKINGS AND MARKINGS OF A PROMISING SYSTEM FOR RESPONDING TO FAMILY HOMELESSNESS. ELEMENTS OF THIS EMERGING SYSTEM INCLUDE: COORDINATED ENTRY: HOMELESS FAMILIES ACCESS THE RIGHT INTERVENTIONS, SIMPLY. (1) STREAMLINES ACCESS TO SERVICES OR HOUSING FOR FAMILIES. (2) BETTER MATCHES FAMILIES WITH JUST THE SUPPORT THEY NEED. (3) SOURCE OF DATA FOR A COMMUNITY TO DETERMINE WHICH SERVICES ARE MOST IN DEMAND. (4) BEFORE COORDINATED ENTRY, HOMELESS FAMILIES HAD TO MAKE A MEDIAN OF 45 TO 50 CALLS TO ACCESS HELP. NOW, FAMILIES MAKE ONE CALL. DIVERSION, RAPID RE-HOUSING, AND EMPLOYMENT: HOMELESS FAMILIES MOVE QUICKLY INTO THEIR OWN HOUSING, AND CAN SUPPORT THEMSELVES THERE. (1) DIVERSION OFFERS A COMBINATION OF FINANCIAL ASSISTANCE, HOUSING SEARCH SERVICES, MEDIATION AND CREATIVE PROBLEM SOLVING. (2) RAPID RE-HOUSING CONNECTS PARENTS TO EMPLOYMENT AND SHORT-TERM RENTAL SUBSIDIES. EMPLOYMENT PROMOTES FAMILIES' LONGTERM STABILITY THROUGH CONNECTIONS TO WORKFORCE DEVELOPMENT. (3) PILOTS SHOW THAT THESE APPROACHES WORK MORE QUICKLY, REDUCING THE TRAUMA THAT KIDS AND FAMILIES EXPERIENCE WHILE HOMELESS. KING COUNTY'S DIVERSION PILOT SERVED 450 FAMILIES WITHIN A MEDIAN TIME FRAME OF 40 DAYS, AND 62 PERCENT OF THE FAMILIES WERE STABLY HOUSED. (4) 65% OF FAMILIES ENROLLED IN KING COUNTY RAPID RE-HOUSING PILOT FOUND STABLE HOUSING IN AN AVERAGE OF THREE MONTHS. PERMANENT SUPPORTIVE HOUSING: HOMELESS FAMILIES WHO STRUGGLE THE MOST, RECEIVE THE INTENSIVE SERVICES THEY NEED WITHIN A STABLE HOME. (1) PRIORITIZES CHRONICALLY HOMELESS FAMILIES AND FAMILIES THAT FACE MULTIPLE BARRIERS TO OBTAINING STABLE HOUSING, SUCH AS DISABILITY, MENTAL ILLNESS, SUBSTANCE ABUSE, OR ONGOING HEALTH PROBLEMS. (2) OFFERS LONG-TERM SUPPORT AND ACCESS TO SERVICES IN A SAFE, STABLE SETTING. (3) A STUDY OF PROGRAMS IN COUNTIES ACROSS THE STATE REVEALS THAT FAMILIES WHO STAYED IN SUPPORTIVE HOUSING FOR AT LEAST 12 MONTHS EXPERIENCED GAINS IN EMPLOYMENT AND INCOME, AS WELL AS DECREASED DRUG AND ALCOHOL USE. YOUTH AND YOUNG ADULTS EXPERIENCING HOMELESSNESS: IN 2015, BUILDING CHANGES BEGAN WORKING ON BEHALF OF YOUNG PEOPLE EXPERIENCING HOMELESSNESS. AS A NEW ENTRANT IN THE AREA OF YOUTH HOMELESSNESS, BUILDING CHANGES' FIRST STEP WAS LISTENING TO EXPERTS AND YOUNG PEOPLE THEMSELVES TO DEVELOP A STRATEGY. AS A RESULT, BUILDING CHANGES AWARDED $1.6 MILLION IN GRANTS STATEWIDE TO ENGAGE THE EDUCATION AND EMPLOYMENT SYSTEMS, SO THEY CAN MORE EFFECTIVELY SERVE YOUNG PEOPLE WHO ARE EXPERIENCING HOMELESSNESS. THE GRANTS ARE DESIGNED TO HELP THESE YOUNG PEOPLE SECURE JOBS, CONTINUE THEIR EDUCATION, AND MAINTAIN STABLE HOUSING. ADDRESSING RACIAL DISPARITIES AND DISPROPORTIONALITY: BUILDING CHANGES KNOWS THAT YOUNG PEOPLE AND FAMILIES OF COLOR ARE MUCH MORE LIKELY TO EXPERIENCE HOMELESSNESS THAN THEIR PEERS, AND BEGAN WORK TO ADDRESS THESE DISPARITIES IN 2015. (1) WITH INCREASED OUTREACH AND FOCUS, BUILDING CHANGES ATTRACTED MORE GRANT APPLICATIONS FROM ORGANIZATIONS THAT SERVE YOUTH OF COLOR AND YOUTH WHO IDENTIFY AS LESBIAN, BISEXUAL, GAY, TRANSGENDER, AND QUESTIONING ("LGBTQ"). (2) BUILDING CHANGES TRAINED PUBLIC FUNDERS TO MAKE THEIR GRANTS MORE ACCESSIBLE TO GROUPS THAT PRIMARILY SERVE COMMUNITIES OF COLOR. (3) BUILDING CHANGES IS LEADING A WORKGROUP OF NONPROFITS TO IDENTIFY AND ADDRESS THE GAPS IN SERVICES THAT CAN EASILY LEAD TO HOMELESSNESS FOR IMMIGRANT AND REFUGEE FAMILIES. (4) IN KING COUNTY, BUILDING CHANGES LED THE EFFORT TO ENSURE THAT RACIAL EQUITY IS EMBEDDED IN THE COUNTY'S REFRESHED COMPREHENSIVE PLAN TO END YOUTH AND YOUNG ADULT HOMELESSNESS. PUTTING MEASUREMENT AND LEARNING FRONT AND CENTER: THE ADAGE THAT KNOWLEDGE IS POWER CERTAINLY APPLIES TO IMPROVING THE HOMELESS CRISIS RESPONSE. WITH PRECISE, DETAILED, AND UP-TO-DATE INFORMATION IN BUILDING CHANGES' HANDS, IT CAN BETTER UNDERSTAND HOW TO DEVELOP EFFECTIVE STRATEGIES FOR MAKING HOMELESSNESS RARE, BRIEF, AND NON-RECURRING. IN 2015, BUILDING CHANGES LED LEARNING CIRCLES AND LEARNING COLLABORATIVES WITH LOCAL NONPROFITS AND GOVERNMENT TO EXAMINE TOGETHER WHAT'S WORKING AND WHAT'S NOT, AND MAKE ADJUSTMENTS TO PROGRAMS TO SERVE PEOPLE MORE EFFECTIVELY. THE YEAR 2015 MARKED AN IMPORTANT MILESTONE IN BUILDING CHANGES' WORK: FOR THE FIRST TIME, IT HAD ACCESS TO ROBUST DATA ABOUT FAMILIES EXPERIENCING HOMELESSNESS AND THE HELP THEY RECEIVED IN KING, SNOHOMISH, AND PIERCE COUNTIES. SOPHISTICATED NEW DATA DASHBOARDS HELP BUILDING CHANGES AND COUNTY LEADERS HARVEST AND SHARE REAL-TIME DATA THAT IS USEFUL AND ACTIONABLE. THESE DASHBOARDS ARE THE RESULT OF SEVERAL YEARS OF DEDICATED WORK BY DATA EXPERTS AND LEADERS IN LOCAL COUNTIES, TOGETHER WITH BUILDING CHANGES AND THE BILL & MELINDA GATES FOUNDATION. DATA ANALYSIS HELPS BUILDING CHANGES BETTER SERVE YOUNG PEOPLE AND FAMILIES BY HIGHLIGHTING: (1) WHAT SERVICES FAMILIES AND YOUNG PEOPLE NEED, AND WHEN THEY NEED THEM. (2) STRATEGIES AND PRACTICES THAT WORK BEST, AND WORK FOR EVERYONE. (3) WHERE TO INVEST SCARCE RESOURCES TO HELP THE MOST PEOPLE. (4) OPPORTUNITIES TO ADVOCATE FOR CHANGES IN POLICY, PRACTICE, AND FUNDING. WASHINGTON YOUTH & FAMILIES FUND: BUILDING CHANGES GRANTED OVER $6 MILLION TO 16 ORGANIZATIONS IN SIX WASHINGTON STATE COUNTIES, INCLUDING THE FIRST-EVER GRANTS FOR YOUNG PEOPLE EXPERIENCING HOMELESSNESS. THESE GRANTS SUPPORTED STRATEGIES INCLUDING RAPID RE-HOUSING, DIVERSION AND PREVENTION FOR FAMILIES, COORDINATED ENTRY REFINEMENT, AND ECONOMIC OPPORTUNITIES FOR YOUNG PEOPLE AND PARENTS. YOUNG PARENTS, FAMILIES IN RURAL AREAS, YOUTH OF COLOR, LGBTQ YOUTH, IMMIGRANTS, REFUGEES AND PARENTS STRUGGLING WITH BEHAVIORAL HEALTH WERE AMONG THOSE TARGETED FOR SPECIFIC ASSISTANCE. GRANTS ARE MADE THROUGH WASHINGTON YOUTH & FAMILIES FUND ("WYFF"), CREATED IN 2004 BY THE WASHINGTON STATE LEGISLATURE AND LED BY BUILDING CHANGES. WYFF FUNDS MODEL PROGRAMS AND INNOVATIVE STRATEGIES THAT ADDRESS HOMELESSNESS AT BOTH THE SYSTEMS AND FAMILY/YOUTH LEVELS.
