<Desc>HIV Services: State of Illinois AIDS/HIV & STD Hotline: For a total of 21 years, Center on Halsted has operated the State of Illinois AIDS/HIV & STD Hotline, a free and anonymous service operating daily from 8:00 am to 10:00 pm. The Hotline offers individualized risk assessments, comprehensive referrals to testing, linkage to care and PrEP, and the latest information about HIV/AIDS and STDs in English and Spanish to callers from all over the United States and even from abroad. With a database of more than 2,900 statewide referral services, Health Educators provide callers with a wealth of information regarding local health, social and support services. In FY15 we answered more than 8,284 calls. HIV Testing and Prevention: Center on Halsted launched its highly successful HIV Testing and Prevention program in May 2008. In FY15, we performed 3,900 tests (1.4% positivity rate overall) reaching Men who have Sex with Men (MSM), High Risk Heterosexual (HRH), Male to Female and Spanish-speaking persons. The program provides free, rapid, and confidential HIV testing, counseling and referrals to clients on an appointment or walk-in basis. Clients who test positive for HIV, or who need additional support services, are actively linked to internal or external providers. HIV Support Services: Center on Halsted offers MSM, Male to Female, HIV+, and Spanish-speaking individuals who come through our testing program up to eight hours of free, short-term counseling/supportive case management. This helps newly diagnosed individuals acquire a deeper understanding of their status and transmission risks, and lessens their anxiety. It has also proven to be an effective, safe opportunity for the health educator to elicit information about sexual and needle-sharing partners as well as to follow up on referrals to primary care. In FY15, 24 HIV+, high risk HIV negative and potentially high risk negative clients were provided with 55 hours of individual, couples or group counseling. Clients wanting more long-term mental health treatment can enroll in Center on Halsted's Behavioral Health Services, where HIV+ clients are eligible for low-cost or free therapy through our Ryan White Part A grant. Through the testing and outreach of the Department of HIV/AIDS & STD Services at Center on Halsted, health educators distributed in FY15 104,372 male/insertive condoms, 4,543 female/receptive condoms, 34,480 lubricant packets, and 26,727 Hotline/HIV testing bilingual wallet cards.Clinical health educators also offer a weekly HIV+ support group. The model for the groups was developed after a thorough review of group services already available on Chicago's North Side. Because many groups in our area are open and peer-led, we developed a closed, therapist-facilitated model as an alternative. Group topics include disclosure of HIV status, medication, side effects, symptoms of HIV disease, dating, relationships, sex, safer sex, confidentiality, availability of medical and social services, aging, and substance use. In FY15, 67 unduplicated HIV+ clients were served through four 10-week groups representing 338 unit of service.</Desc>

<Desc>Youth Services:Since 1978, Center on Halsted has served the needs of LGBTQ youth in Chicago. Broadly, the Youth Program at Center on Halsted supports youth as they advance lifelong achievement goals and become productive adults through a comprehensive program which helps youth increase their sense of self-respect and confidence, while gaining the knowledge and skills needed to attain educational, personal, and other life goals. The Youth Program consists of the Expect More Program-The Center's core program serving LGBTQ youth and allies aged 13-24. Each week, nearly 400 youth engage in comprehensive programming and services designed to support their transition to successful adulthood. Program components include Health and Wellness, Arts and Culture, Sports and Recreation, Sexual Health and Identity, Leadership and Activism, Vocational and Professional Development, and Critical Thinking and Education. Center on Halsted launched Youth Programming Strategy during FY15 to seek solutions and implement plans to reduce LGBTQ youth homelessness. The City of Chicago estimates indicate that nearly 40% of homeless youth identify as LGBTQ. With only 245 beds available for youth, the City of Chicago is drastically unprepared to address the problem. In order to help meet the needs of at-risk and homeless youth, Center on Halsted conducted a feasibility assessment addressing two potential youth programming and housing strategies: 1. addressing LGBTQ youth homelessness and partnering with other service providers to centralize youth-related services, and 2. programming for LGBTQ youth (both stably housed and homeless) in a centralized youth service center.Through the feasibility study, our consultant analyzed the types of housing for homeless youth within Chicago and across the country and corresponding services that would be needed to make the program successful. Center on Halsted's board of directors agreed to move forward with the ultimate goal that we will operate Youth-Intentional Permanent Housing with a co-located youth center.</Desc>

<Desc>Senior Services: In FY15, Center on Halsted's Senior Programs served 500 unduplicated seniors, with 66% between the ages of 55 and 64, and 34% 65 years or older. Four times a week, Senior Programs serves meals to its patrons totaling 8,605 meals during FY15. This ensures seniors are getting nutritious meals on a regular basis and provides a means for our elders to reduce isolation and loneliness by socializing and interacting with other peers in a comfortable setting. In addition to weekly lunches, we offer a continental breakfast. In addition, Senior Programs staff provides case management services including social security, food stamp and other government or state benefit checks to assess what services clients may be able to access, as well as numerous referrals to seniors in need of linkage to benefits, medical or mental health care, HIV testing, home health services, or other needs. Senior Programs host a wide variety of opportunities for LGBTQ elders to gather, learn and thrive, including workshops regarding issues such as financial wellness; language classes such as French and Spanish; recreation and fitness activities; access to vibrant arts and culture programs and events, such as concerts, knitting circles, movie nights, and open-cafe; and intergenerational activities. In addition, Senior Programs presents a series of special events, including holiday parties, participation in the annual Pride Parade, and other celebrations. Our elder patrons can also avail themselves of our gymnasium for group and individual physical activity. The Senior Programs' model of care places a significant emphasis on wellness activities. Senior Programs offers a Friendly Visitor Program, which provides companionship and friendship to isolated LGBTQ older adults who are homebound or living in a care setting. Additionally, Center on Halsted coordinates a home sharing program where seniors with extra living space can rent to individuals and a reduced rate to share in some of the responsibility of home ownership. In collaboration with Heartland Housing, Town Hall Apartments opened with 79 available units designed for LGBTQ older adults in September 2014. Located adjacent to Center on Halsted, this innovative program is only the third of its kind in the United States and the first of its kind to be directly adjacent to and affiliated with a LGBTQ community center for the provision of on-site case management services in a safe, LGBTQ-affirming environment. Senior Programming is now held in our newly expanded and renovated 5,500 square foot space named, Center on Addison, located at the corner of Addison and Halsted streets, adjacent to Center on Halsted and provides the aforementioned services and programs for LGBTQ community members over the age of 55 to meet their unique needs and challenges.</Desc>

<Desc>Culinary Arts Services: Center on Halsted has a strong history of job training, particularly since the opening of our current facility in 2007. After two successful years of providing culinary skills training to 45 young people annually, Center on Halsted launched the Silver Fork Culinary Job Training Program in November 2010. This is the first professional culinary arts training at Center on Halsted designed specifically for underserved and at-risk adults. Silver Fork addresses short and long-term vocational needs, and ensures the successful outcomes of our community members while focusing on shortages within the Chicago employment market. Graduates of our Silver Fork program are trained and prepared to enter this growing workforce. During FY15 Silver Fork trained 40 chefs. Overall, the program has trained 256 chefs since the program inception.</Desc>

<Desc>Volunteer Services: Volunteers are a critical component to the success of Center on Halsted. Through a variety of capacities across program areas, volunteers increase the ability of the Center to serve our diverse constituency. At the outset, all volunteers attend one of our mandatory bi-monthly orientation sessions. Through these two-hour sessions, and ongoing communication, volunteers learn about opportunities within the Center which match their skills, interests, talents and experiences including special events, youth programming, elders programming, front desk support, and administrative support. During FY15 more than 300 individuals volunteered at Center on Halsted.</Desc>

<ExplanationTxt>The Center, an Illinois nonprofit corporation, is exempt from income taxes under Section 501(c)(3) of the Internal Revenue Code and applicable state law, except for taxes pertaining to unrelated business income, if any. The accounting standard on uncertainty in income taxes addresses the determination of whether tax benefits claimed or expected to be claimed on a tax return should be recorded in the financial statements. Under this guidance, the Center may recognize the tax benefit from an uncertain tax position only if it is more likely than not that the tax position will be sustained on examination by taxing authorities, based on the technical merits of the position. Examples of tax positions include the tax-exempt status of the Center and various positions related to the potential sources of unrelated business taxable income (UBIT). The tax benefits recognized in the financial statements from such a position are measured based on the largest benefit that has a greater than 50 percent likelihood of being realized upon ultimate settlement. There were no unrecognized tax benefits identified or recorded as liabilities during the year. The Center files Forms 990 in the U.S. federal jurisdiction and the State of Illinois. The Center is generally no longer subject to examination by the Internal Revenue Service for years before fiscal 2012.</ExplanationTxt>
