HPI conducts research and policy analysis to build support for efforts to ensure that all Americans have equitable opportunities to live healthy lives. Its work informs not only policies and policymakers, but also support the efforts of scholars, community groups, public health professional and others working to achieve health equity. It monitors, tracks and analyzes the views and voting habits of African Americans, analyzes national economic trends, minority business and human capital development and health policy. 828894 0 0 Media and Technology Institute: The Joint Center Media and Technology Institute (MTI), launched in 2008 and operational in 2009, is the second of four core institutes being developed under the presidential vision. MTI conducts studies of how the media industry and emerging communications technologies can become avenues of advancement for people of color. Research is focused on technologies related to new media, the trend of convergence and its implications across sectors from a social justice perspective, the impact of existing policy and regulation for the telecommunication and media industries, and the broader implications of media trends, including private equity ownership, participation, access and coverage of people of color. Funding requests are initiated by the Director of Finance and Administration after the Accounting and Financial Manager reviews the expenses in the general ledger and affirms the amount to be withdrawn. Recipient request for grant funds are initially processed by the program managers who are in constant communication with grantees and vendors. Request for reimbursements are submitted on an invoice/expense report format approved by the Joint Center which shows line item expenditures, Current budget, Current expenditures and Cumulative expenditures. A signature certification that certify that the invoice/report is correct to the best of their knowledge and that all expenditures reported have been made in accordance with policies and guidelines and for the purpose stated in the application and award and in full compliance with OMB Circular A-133 or its their applicable audit regulations. Program personnel approve the invoice/report and submit it to Finance for further review and payment. In instances where recipients are required to have a single audit they are required to provide a copy to the Joint Center for review. At a scheduled or called meeting of the finance committee of the board of governors, the independent auditors review the audited financial statements and the IRS form 990 in detail. At the meeting significant time is devoted to questions and answers. The finance committee approves the audit report and the form 990 for filing and for presentation to the full board of governors. Prior to signature and filing the return the form 990 is distributed to the full board for review and comment. The CEO is the Joint Center signatory for the return. Form 990, Part VI, Section B, Line 12c All members of the board of governors, officers and key employees are required to review the Joint Center's conflict-of-interest policy and code of ethics standards annually and to disclose any relationships with existing or proposed suppliers which would constitute a conflict-of-interest under the standards or the absence of any such conflict by completing a conflict disclosure certificate and filing it with the assistant secretary of the Board of Directors. Sanctions and remedies are clearly delineated for any breach of the published policy. Form 990, Part VI, Section B, Line 15 Decisions involving compensation of the Chief Executive Officer of the Joint Center are made by the executive community of the Board of Governors using a review of the compensation paid by comparable not-for-profit organizations in the metropolitan Washington, DC region based on surveys or other appropriate documentation, an independent consultant or a combination thereof. Form 990, Part VI, Section C, Line 19 The Joint Center makes its governing documents, conflict-of-interest policy, and financial statements available to the public upon request. documents are provided in paper or electronic form as specified by the requester. Form 990, Part XI, Line 9 For the year ending December 2013, The Joint Center incurred an operating loss of ($3,101,054). As a result of the current year's loss both the unrestricted and temporary net assets were reduce by $991,362 and $2,109,694 respectively. The net worth of the organization (total net assets) had a surplus balance of $2,892,537 as of December 31, 2013. The Joint Center for Political and Economic Studies experienced a crisis in governance and financial difficulties during 2013. During the year the then president, Ralph Everett resigned. As a result of this resignation, many of the responsibilities related to this office were not met. At the same time there needed to be appointed, interim Board members to give the direction needed in this difficult period. The appointment of interim board members is not an overnight process and this time factor was not favorable to the overall affairs of the Center. Due to the financial difficulties, the Center began to lay off staff, and by the end of the first quarter in 2014 the Center had no employees. The combination of the aforementioned factors provide reasonable cause why Center was unable to file a timely return for 2013. The Center thus seeks waiver of any penalties that are associated with this late filing.
