The Arts Council recommends funding based on selection criteria and asks the Foundation to assist in providing funds for these projects. The Foundation receives grants from other foundations, trusts and individuals interested in supporting the projects. The Foundation then enters into contracts with approved grantees. The grant contract specifies a scope of services, project period and compliance criteria. A final report is required from each grantee and reviewed by the project administrator. Form 990, Part III, Line 2 Provided administrative support to a capacity campaign for the North Carolina Arts Council. Accepted memorial contributions to honor David Lederer. Form 990, Part III, Line 3 The Mary B. Regan Community Artist Residency program was completely funded through the North Carolina Arts Council so contributions are no longer being solicited for this program. Form 990, Part VI, Section B, Line 11b The Foundation Treasurer prepares the Form 990 from the reconciled accounts of the Foundation. A PDF of the Form 990 is then provided to the Executive Committee for review and approval prior to filing. All Board member of the Foundation can receive a copy of the Form 990 upon request. Additionally, the Form 990 is provided in the reports to the foundations awarding grants to the Foundation. Form 990, Part VI, Section B, Line 12c The governing board members agree to the written Conflict of Interest policy when they assume the position of director. The policy states that a Director shall inform the Board of any direct or indirect conflict of interest for EACH transaction contemplated by the Board. This includes but is not limited to financial interest and serving on other boards. Each director and officer signs an annual statement affirming this compliance. The Foundation conducts periodic reviews to monitor compliance including the reasonableness of expenditures and the following of procedures specified in the Bylaws. Every program supported by the Foundation provides a report on the use of funds administered through the Foundation.
